JUDGMENT

The Court has considered this cause on the record and concludes there was error in the trial

court’s denial of Appellants’ request for temporary injunction. We therefore remand the case to the

trial court with the instruction to grant a temporary injunction consistent with this Court’s opinion.

The County of El Paso is ordered to comply with this Court’s Order Granting Temporary Relief dated
November 12, 2020 until such time as the trial court enters its order granting the temporary injunction.

We order each party to pay their own costs. This decision shall be certified below for observance.
