Project Engineer

DIVISION: Assets and Presentation POSITION NUMBER: 100936 (1) 100935 (2),

DEPARTMENT: Civil Works CLASSIFICATION: Band 6

ORGANISATIONAL RELATIONSHIP

Reports to: Senior Project Engineer


Supervises: Vacation students and work experience students as assigned
External Relationships: Residents and stakeholders, contractors, service authorities and land
developers.

POSITION OBJECTIVES

 Manage construction projects and assets maintenance works


 Carry out investigations and design of civil infrastructure.
 Provide support to the Civil Works Projects team in the development of strategies for the
upgrading and maintenance of these facilities.
 Provide engineering and technical advice on Council projects and subdivision works inspection.

MANDATORY CHECKS

The incumbent must obtain and maintain a current Police Records Check.
The incumbent must obtain and maintain a current Working With Children Check.

KEY RESPONSIBILITY AREAS

1 Engineering Design
 Undertake engineering assessment of routine engineering projects, develop solutions, and
prepare designs in 12D or AutoCAD for implementation and delivery either by the incumbent or
by others in the team
 Manage the contract delivery of routine and complicated civil works and projects including
those designed by the incumbent to set quality levels and budget

2 Project Management and Procurement


 For projects under their care and control, keep the incumbent’s supervisor, and as appropriate
to the project and other Council officers informed in a proactive manner on:
o project progress
o cost projections, and
o issues affecting project delivery
 Prepare consultancy briefs, engineering designs, plans, estimates, technical specifications,
reports and recommendations for allocated works
 Assist with the procurement processes including evaluation of tenders, related to the works of
the section

Project Engineer

 Report on the progress of projects including checking contract claims and preparation of
progress claims and reports as required.
 For the areas of the section’s operations for which the incumbent are involved, assist in the
development of:
o strategies;
o policies;
o project management systems and procedures;
o operating procedures.
 As part of a team responsible for the delivery of a range of civil works and projects.
 Coordinate minor works undertaken either by quote or through the use of Service Contracts.
 Provide construction supervision, as directed, for civil engineering projects in regard to:
o Quality of finished product and conformance to specifications.
o Timeliness of the project completion.
o Budgetary constraints.
o Occupational Health & Safety.

3 General
 Respond to public enquiries and ensure appropriate responses are actioned.
 Represent Council at project stakeholder meetings and meetings with statutory authorities.

 Respond to enquiries in relation to engineering matters within the employee’s skill, knowledge
and experience, and refer to the Coordinator Civil Works Projects when appropriate.
 Carry out all duties with due regard to Council’s desire to maintain a high standard of service
and to promote good public relations.

A. Accountability and Extent of Authority

The incumbent is responsible and accountable for:


 Effective and efficient completion of assigned tasks in conformance with legislative
requirements, regulations, Council’s policies and accepted engineering standards and practices.
 Regular reporting to the Coordinator Civil Works Projects to ensure the satisfactory
achievement of the position goals.
 Timely execution of assigned duties, within approved budgets.
 The accuracy of technical advice provided.
 Co-ordination of resources with other members of the Civil Works Projects Team to facilitate
efficient and effective use of such resources.

This position has authority to:


 Plan own work to meet defined goals and objectives within an approved timetable.
 Supervise contractors.
 Give advice of a technical nature within employee’s skill, knowledge and competence.

Project Engineer

 Obtain and approve quotations from contractors for variations to a project under the control of
this position provided the variation does not exceed budgetary constraints.

B. Judgement and Decision Making

The incumbent must be able to:


 Develop and/or improve methods and techniques used to carry out the goals of this position.
Guidance and advice is usually available from others within the department and the
Coordinator Civil Works Projects.
 Make technical decisions relating to projects under the control of this position and to decide on
the acceptability of any work carried out on those projects.
 Evaluate and make recommendations to the Coordinator Civil Works Projects for the
acceptance of tenders and quotations on behalf of the Procurement Team.

C. Specialist Skills and Knowledge

The incumbent must be able to:


 Knowledge of and familiarity with the design and documentation of infrastructure projects.
 Ability to apply theoretical knowledge and skills in order to resolve technical issues in a
practical manner.
 Good knowledge and understanding of the accepted standards and practices appropriate to
municipal and civil engineering design.
 Good knowledge of standard Conditions of Contract, standard specifications and drawings,
Council policies, statutes, Code of Practice for Worksite Safety – Traffic Management and
relevant Australian Standards and Codes.
 Competence in the application of civil engineering design skill, knowledge and experience to
assigned tasks.
 Ability to use design software systems including 12d and AutoCAD.
 Competence in the compilation of specifications for engineering work.
 Competency in the accurate compilation of quantities and engineering estimates.
 Ability to supervise and direct contractors.

Whilst not mandatory, the following skills and experience are desirable:
 Competency in the use of 12d and AutoCAD.
 Knowledge, understanding and competency in the use of civil engineering design and drafting
software for personal computers.
 Competency in engineering design within Council policy, environmental factors, community
needs and budgetary constraints

D. Management Skills

The incumbent must demonstrate:


 Ability to plan and organise own work, including setting of priorities and arranging
assistance when necessary to achieve goals and objectives within a set timetable using
available resources.

Position Description
Project Engineer

 Ability to work as a team member of the Civil Works Projects Team.


 This position is required to monitor the running costs of projects and to recommend cost
control measures when required.

E. Interpersonal Skills

The incumbent must have:


 The ability to work in a team environment and gain co-operation and assistance from all
other members of the Civil Works Projects Team.
 Effective liaison skills with external clients and other professional staff in the organisation.
 Good communication skills.
 Ability to provide concise and accurate written reports.

F. Qualifications and Experience

The incumbent will be required to undertake ongoing professional training and development to
maintain and enhance professional expertise and competence.

The incumbent requires:

Essential
 Approved tertiary civil engineering qualification eligible for membership of Engineers
Australia.
 Minimum of 2 years’ experience with a demonstrated knowledge of general civil engineering.
 Good contract supervisory skills and ability to work as part of a team and develop a good
internal working environment.
 Current drivers licence

Desirable
 Good business skills relating to the successful operation of a Civil Works Projects Team.
 Additional studies relating to municipal engineering and management/finance
 Experience in local government engineering.

KEY SELECTION CRITERIA

Key Selection Criteria will be based on the skills and knowledge required in relation to:
 Demonstrated experience in the delivery of construction projects within the Local
Government industry or equivalent
 Proven ability to effectively manage time to ensure delivery projects on time and budget, and
provide technical advice to relevant stakeholders within position authority.
 Demonstrated ability to investigate and analyse design options, clearly write and review
technical specifications and prepare Contract documentation

 Proven ability to negotiate with and influence internal and external stakeholders, providing
sound written and verbal advice to ensure project activities and stakeholder needs are

 Well-developed interpersonal skills so as to be able to build and maintain effective
professional relationships both internal and external to Council.
