POSITION DESCRIPTION

TITLE: COORDINATOR ENGINEERING


CLASSIFICATION: BAND 8
STATUS: FULL TIME
BUSINESS UNIT: INFRASTRUCTURE SERVICES

Council plays an important role in contributing to life in your community by providing many of the services
and facilities that residents of all ages access every day. Council provides traditional local government
services like local roads, waste management, and planning, building and animal control. But beyond this
we provide much more. We work with residents from new born babies, to young people, families and our
senior citizens.

ORGANISATIONAL RELATIONSHIP
Reports to: Manager Infrastructure Services
Supervises/Direct Reports: Engineering team, including Project Engineers, Technical Officer,
Senior Traffic Engineer, Graduate Engineer, Works and Assets
Protection Officer, Assets Protection Officer
Internal Liaisons: General Managers, Managers and other staff
External Liaisons: VicRoads, Melbourne Water, Department of Infrastructure,
Department of Sustainability and Environment, Public Utilities,
Contractors, Other Municipalities and Regional Bodies

POSITION OBJECTIVES
This position is responsible to co-ordinate the activities of the Engineering Team within the Infrastructure
Services business unit to strive for Council’s corporate and strategic directions are accomplished in a
manner which provides optimum outcomes derived from best practice concepts, quality assurance
principles and a high level of professional engineering expertise. The primary objective of this position is to
ensure the successful delivery of the total capital works program within specific timelines and budget.

KEY RESPONSIBILITIES AND DUTIES


Key responsibilities include, but are not limited to:

Capital Works
• Ensure the delivery of the approved capital works program, for which the area is responsible for.
• Coordinate the project management of nominated works including design and construction.
• Ensure that consultation with public and key stakeholders regarding proposed works is undertaken.
• Provide leadership in the development and implementation of sound contract management processes
and procedures.
• Coordinate the contract management of both capital and service contracts. · Ensure that the needs of
internal and external customers are met. · Monitor progress and regular reporting of the Capital Works
Program, for which the area is responsible for.
• Coordinate scoping of projects and submission of funding applications as required.
• Undertake the Project Management of project of more complex nature as required.

Traffic Technical Services


• Oversee the development of traffic management strategies and policies
• Ensure the delivery of traffic related projects
• Oversee the investigation of blackspot project scope and investigation
• Oversee technical services provided through the traffic
• Provide guidance and prioritization of traffic related outcomes.

General
• Ongoing co-ordination and leadership of Engineering and Traffic staff including mentoring and training.
• To develop and foster a team approach to manage project delivery and to achieve all goals of the
team.
• Make sure all necessary permits are obtained for both Capital Works and Traffic Developments.
• To ensure environmental issues are considered for both Capital Works e.g. offsets for vegetation
removal, water sensitive design etc.
• Review and update Council’s design, construction, development standards and guidelines,
• To ensure as constructed plans are received, recorded and submitted to the Coordinator Asset
Management.
• Prepare timely responses in written and verbal form to technical based correspondence and customer
inquiries.
• Prepare Council reports on relevant topics.

POLICY AND PROCEDURE COMPLIANCE


• Adhere to (and promote) HR, IT, OH&S/Risk Management policies, procedures and practices.
• Demonstrate understanding and accountability for record keeping policy including the accuracy and
capture of data, the sensitivities involved and the release and destruction of documents
• Ensure compliance with Council financial and procurement policies and procedures in ensuring an
adequate standard of internal control over finances is maintained.

ACCOUNTABILITY AND EXTENT OF AUTHORITY


• Duties are assigned only in terms of broad objectives and are reviewed for policy, soundness of
approach, accomplishment and general effectiveness
• Freedom to act is governed by goals and policies of the unit, Council policy; statute and sub-ordinate
legislation; and budgets with periodic reviews to ensure conformity with these goals and a reporting
mechanism to assure adherence to budgets
• Engage and direct external consultants to deliver approved works under delegation
• Participate in the development and interpretation of policy
• Objectives, priorities and deadlines are established in consultation with Manager.

JUDGMENT AND DECISION MAKING


• Provide guidance and direction to the Engineering team
• Judgments need to be made based on both specialist knowledge and extensive experience,
particularly in regard to the major functions and activities associated with the role
• As an experienced practitioner in the discipline or specialty the employee is responsible to interpret or
recommend policy, determine the approach to be taken and the methodology to be used. The
employee keeps the Manager informed of progress, potentially controversial matters, or far reaching
implications
• Review of work is associated generally with feasibility and compatibility with other work, or
effectiveness in meeting timeframes and outcomes.

SPECIALIST KNOWLEDGE AND SKILLS


• Comprehensive knowledge of contemporary civil engineering design principles and practices
• Comprehensive knowledge of local government and intergovernmental financial
relationships/practices/procedures with particular reference to capital expenditure and funding
applications
• Comprehensive knowledge of performance management and contract management techniques
including an appreciation of quality based output specifications and techniques for the measurement
of contractor compliance
• Knowledge of the principles of continuous improvement, quality management and quality assurance
and their relevance to team work and self managing work groups
• Extensive knowledge of the legislative framework relevant to Local Government with particular
reference to Best Value and Special Rates and Charges provisions.

INTERPERSONAL SKILLS
• Ability to persuade, convince or negotiate with clients, members of the public, other employees,
tribunals and persons in other organisations in the pursuit of specific and set objectives.
• Ability to lead, motivate and develop other employees. · Contacts may include a variety of
professionals, officials, managers or executives within or external to the organisation. Typically, these
could include private firms, manufactures representatives, contracting specialists, professionals from
other organisations including state and local government, tender applicants and members of the
public.
• Excellent verbal and written communication skills.
MANAGEMENT SKILLS
• Demonstrated management skills and abilities together with the ability to effectively supervise tertiary
qualified staff.
• Demonstrated ability to motivate and inspire, train and support staff in their professional
development.
• Demonstrated ability to provide leadership in the area of Engineering at organisational level.
• Demonstrated project and contract management skills, including the ability to lead and manage both
projects and working parties.
• Proven ability to manage time, set priorities, and plan and organise own work and at times the work of
consultants to achieve specific objectives in the most efficient way possible and within a set timetable.
• Proven ability to independently manage budgets and timelines, reporting periodically to the Manager /
General Manager
• Ability to use initiative be self-motivating and work independently · Ability to articulate vision for the
organisation and communicate the need for change when required

QUALIFICATIONS AND EXPERIENCE


• Civil Engineering qualifications which will permit admission to the Institute of Engineers Australia as
Member.
• Extensive municipal engineering experience in a service delivery role.
• Current Victorian Drivers License

CONDITIONS OF EMPLOYMENT
Terms and conditions of employment are in accordance with the Cardinia Shire Council Enterprise
Agreement 2017 and Cardinia’s policies and procedures.

Tenure This is a full time ongoing position.
