Ministry of Road Transport and Highways, in consultation of Bureau of Indian Standards proposes to issue Protective Helmet for two wheeler riders (Quality Control) Order, 2020 under the powers conferred under section 16, 17 & 25 of the Bureau of Indian Standards Act, 2016 to bring Protective Helmets for two wheelers rider under compulsory certification under Bureau of Indian Standards Act, 2016. 2. As per the procedure laid down Protective Helmet for two wheeler riders (Quality Control) Order, 2020 is hereby published inviting comments from the general public and the stakeholders for a period of thirty (30) days. 3. S.0 (€).- In exercise of the powers conferred by sub-section (1) and (2) of section 16 read with section 17 and sub-section 3 of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, after consulting the Bureau of Indian standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:- 1, Short title and commencement. - (1) This Order may be called the Protective helmet for two wheeler riders (Quality Control) Order, 2020. (2) It shall come into force with effect from 1st of March 2021 2. Compulsory use of Standard Mark.- Goods and articles specified in column (1) of the Table shall conform to the corresponding Indian Standard given in column (2) of the Table and shall bear the Standard Mark under a license from the Bureau of Indian Standards as per Scheme-! of Schedule-II of BIS (Conformity Assessment) Regulations, 2018, Provided that nothing in this Order shalt apply in relation to goods and articles as specified in the column (1) of the Table meant for export, which conform to any specification required by the foreign buyer. 3. Certification and Enforcement Authority. - In respect of the goods or articles specified in the column (1) of the Table, the Bureau of Indian Standards shall be the certifying and enforcing authority. In addition, an officer not below the rank of General Manager, District Industries Center in Department of Industries of the State Government shall also be the enforcing authority. 4.
