2.1. PRELIMINARIES
The message dictionary details the non-transparent messages handled by the ALCATEL
BSS on the Air interface for GSM phase 2.
- A general overview,
- A detailed description of the Information Elements,
- A bit description.
- A cross reference of all the 04.08 Information Elements used by the messages
described in this dictionary. This allows to find all the 04.08 messages in which one
Information Element appears.
2.2.1. INTRODUCTION
All the messages are organised alphabetically under the relevant interface (SMSCB
messages are gathered in a dedicated section. Three parts are given for each
messages :
- a general overview :
It is a general description of the message including the Information Elements list, the
maximum and minimum lengths in octets, the normal and abnormal following
events.
It is mainly the use of the Information Element within the BSS entities.
- A Bit Description :
Note : Within this document, DCS 1900 is assimilated to DCS 1800 operation except
where explicitly specified. In information element list given at the beginning of each
message, "DCS 1800 only" should be understood as "DCS 1800 and DCS 1900
only".

NAME field :
The name of the message.
INTERFACE field :
The list of three Interfaces
CHANNEL/USAGE field :
According to the involved interface, it is the radio channel definition or the fact that
the message is transparent or not for the BTS. When the box is empty, the message
is not used on this interface.
GSM-REF. field :
It is the reference to a GSM technical specification.
FUNCTION field :
It is the description of the function of the message. This is extracted from the GSM
technical specifications.
DIRECTION field :
It is the direction of the message from one entity of the BSS or MS to another one.
TIMER field :
It is the name of the Timers (started or stopped) associated with the message.

On the Air Interface, if the Information Element is mandatory, the Information element
identifier (IEI) is not present (it is marked with a star). If the length is fixed the length is not
present.
TYPE field :
Note: In the TS. GSM 04.08 phase 2, this field has been split into two fields
designated presence and Format. For simplicity the designation TYPE is retained in
this document.

It is an extract of GSM TSs. giving the usage of the Information Element.

The header on the Air interface is called header and is composed of three parameters :
- Protocol discriminator.
- Transaction identifier or skip indicator.
- Message type.

The skip indicator and send sequence number N(SD) are not checked by the BSS.
DEFINITION
The purpose of the protocol discriminator is to distinguish between messages
belonging to the following procedures.
- call control
- mobility management
- radio resources management
- other signalling procedures.
The protocol discriminator is the first part of every message and occupies the first four bits
of the first octet in a message.

DEFINITION :
The purpose of transaction identifier (TI) is to distinguish multiple parallel activities
(transactions) within one mobile station.
The TI flag identifies who allocates the TI value for this transaction, so the TI flag resolves
simultaneous attempts to allocate the same TI value.

predefined value 0.
NS(S) not used for Radio Resource messages but used for the sequencing of the Mobility

For a RF channel belonging to the Mobile Allocation the MA C i bit is coded with a "1", for a
RF channel not belonging to the Mobile Allocation, the MA C i bit is coded with a "0".If NF
mod 8 <> 0 then bits NF to 8n in octet 3 must be coded with a "0" in each.
The parameter is transparent for the BTS when received from the BSC.

CELL_RESELECT_OFFSET (octet 2)
CELL_RESELECT_OFFSET is coded as the binary representation of the
"CELL_RESELECT_OFFSET" in TS GSM 05.08. It is a value used by the mobile station to
apply a positive or negative offset to the value of C2 as defined in TS GSM 03.22 and TS
GSM 05.08.
TEMPORARY_OFFSET (octet 3)
The TEMPORARY_OFFSET field is coded as the binary representation of the
"TEMPORARY_OFFSET" in TS GSM 05.08. It is used by the mobile station as part of its
calculation of C2 for the cell reselection process as described in TS GSM 05.08. It is used
to apply a negative offset to C2 for the duration of PENALTY_TIME.
PENALTY_TIME (octet 3)
The PENALTY_TIME is coded as the binary representation of the "PENALTY_TIME" in TS
GSM 05.08. It defines the length of time for which TEMPORARY_OFFSET is active. The
usage of PENALTY_TIME is described in TS GSM 03.22 and TS GSM 05.08.
The CBQ and RACH control parameters are given to the BSC during configuration and may
be changed with OMC requests and may be modified by the BSC during "Overload" or
"Reset" actions.

DEFINITION
Contains as many Message Descriptions as there are bits set to 0 in the Schedule
Period defined in the New CBSMS Message Bitmap. A Message Description is 1 or
2 octets long.
