The application of Management System in Irradiator Facility

according to ISO-14470 to support food sustainability

Abstract
Food safety is important for the independence of a nation. The Ministry of Agriculture issued
a policy in agricultural development in 2020 to realize advanced, independent and modern
agriculture. To achieve these goals, there are 4 aspects that need attention, including the
development and application of mechanization and the acceleration of the use of
technological innovations. The Minister of Agriculture explained, at the beginning of 2020, it
takes a quick leap to carry out agricultural activities so that it has a significant impact on
increasing productivity. Nuclear technology through radiation applications can be an option to
meet these targets, namely by using gamma irradiator (IGMP) which was inaugurated in
2017. This facility is operated by National Nuclear Energy Agency (BATAN) for last 2.5
years to provide irradiation services to users who generally come from private companies,
government institutions and public. IGMP has maximal capacity 2000 KCi, while the
installed source when commissioning 300 KCi and current activity is 202 KCi. Products that
have been processed are 1000 tons (2019). The most processed product is food and
agriculture (more than 50% of the total processed product). The facility has been operated for
24 hours working days from Monday through Friday.
The result from irradiation like food and agricultural product are the main products as export
commodities, but there are several obstacles in the treatment of irradiated these ones,
especially those to be exported abroad must be healthy and safe for human consumption. One
of them is that the irradiator facility must implement quality assurance procedure which can
give significant change in the radiation processing industry. For food irradiation such as ISO
14470:2011 requirement for the development, validation and routine control of the ionizing
radiation process used for the treatment of food become recognition as standard for applied
management system which ever not easy to understand and implement.
The IGMP in current operation that refer to the provisions of the IAEA in all processes and
will start to preparing to apply management system for obtaining ISO 14470 certification.
This paper will describe how we make program from standard to practice in order to obtain
our goal the product can accepted by abroad country. The program has sequence from how to
understand inside of every point in ISO-14470, audit checklist, develop quality manual,
breakdown of procedure, gap analysis, corrective action and verification, the timeline of
activities were decided, internal audit was conducted and the nonconformance was corrected
and ready to apply for certification to accreditation committee. The result of management
system applied will give the impact to food irradiation to export easily and able increase the
export value the country.
