Background ‘The Negosyo sa Barangay Entrepreneurship Development Trail continuing effort to empower barangays through entrepreneursh ing is a sincere and For about 12 years now, the Philippine Center for Entrepreneurship (PCE) has tirelessly and passionately advocated entiepreneurship development under the Go Negosyo banner, organizing events and activities to inspire the youth, students, women and other sectors of society, involving entrepreneurs to mentor start-ups, and engaging government officials to pioneer ground-breaking measures such as Republic Act No. 10644 otherwise known as the Go Negosyo Act. Purpose ‘The purpose of this policy is to enjoin barangay officials to participate in the 7 Negosyo sa Barangay Entrepreneurship Development Training. Scope/Coverage This policy covers all provincial governors, city/municipal mayors, punong barangays, DILG Regional and Field officers, and others concerned. Policy Content and Guideli The Development Center for Future Leaders, Inc., with support from the Department of Trade and Industry-Philippine Trade Training Center and the Philippine Center for Entrepreneurship-Go Negosyo, will hold the 7 Negosyo sa Barangay Entrepreneurship Development Training with the theme “Barangay Noon, Ngayon at Bukas: Inclusive Barangay Business Models” on 16-19 November 2019 at the Baguio Teachers Camp, Baguio City. The training aims to engage local government officials in the grassroots level all over the country, particularly Punong Barangays, Barangay Kagawads, and other officials in the continuing and sincere efforts to create a wider community base for entrepreneurship development. 7 NEGOSYO SA BARANGAY ENTREPRENEURSHIP DEVELOPMENT TRAINING Memorandum Circular No. 2019-_179_ 22 OCT 2019 Specifically, the training seeks to attain the following objectives: A. provide a seamless understanding of the significance of entrepreneur: agriculture, tourism and digitalization to make them more inclusive; B. promote entrepreneurial partnerships nationwide; C. introduce participants to inclusive barangay business models that are replicable, doable and profitable; D. stimulate interests among incumbent barangay officials to adopt inclusive barangay business models; E, Engage barangays in entrepreneurial solutions for the community; and F. spur economic activities involving community members at the barangay level. Relative thereto, all local chief executives are hereby enjoined to allow the participation of the punong barangays, barangay kagawads, and other barangay officials to the said development training, provided that it is within the Capability Development Agenda of the concerned local government unit (LGU). Payment of travelling expenses may be allowed chargeable against their respective local funds, subject to the availability thereof, and to the existing accounting and auditing rules and regulations. DILG Regional and Field Officers are directed to cause the widest dissemination of this circular within their areas of jurisdiction. 5. Approving Authority Secretary 6.
