HOST TRAINING ESTABLISHMENT (HTE) REVIEW

Brief History

The Overseas Workers Welfare Administration (abbreviated as OWWA) is an agency of

the Department of Labor and Employment of the Philippines. It protects the interests

of Overseas Filipino Workers and their families, providing social security, cultural services and

help with employment, remittances and legal matters. It is funded by an obligatory

annual contribution from overseas workers and their employers. The agency was founded in

1977 as the Welfare and Training Fund for Overseas Workers. Its head office is at F.B.

Harrison Street corner 7th Street in Pasay City, near EDSA Extension, Philippines.

Vision

OWWA is the lead membership welfare institution that serves the interest and welfare of

member OFWs.

OWWA commits to a fund stewardship that is transparent, judicious and responsive to

the requirements of member- OFWs.

Mission

OWWA develops and implements responsive programs and services while ensuring fund

viability towards the protection of the interest and promotion of the welfare of its member-

OFWs.

Mandate

The agency has a two-fold mandate:

● Develops and implements responsive welfare programs and services for OFWs and

families; and

● Ensures capital build-up and fund Viability.

PURPOSES AND OBJECTIVES

● Protect the interest and promote the welfare of OFWs in recognition of their valuable

contribution to the overall development effort;

● Facilitate the implementation of the provisions of the Labor Code and RA 8042 as

amended, relative to promotion of the well-being of the OFWs;

● Provide social and welfare services to OFWs, including insurance, social work

assistance, legal assistance, cultural services, and remittance services;

● To provide prompt and appropriate response to global emergencies or crisis situations

affecting OFWs and their families;

● Ensure the efficiency of collection and the viability and sustainability of the fund

through sound and judicious investment and fund management policies;

● Undertake studies and researches for the enhancement of their social, economic and

cultural well-being; and

● Develop, support, and finance specific projects for the welfare of member-OFWs.

● To ensure the implementation of all laws and ratified international conventions within

its jurisdiction.

OWWA is ISO-CERTIFIED

OWWA has undertaken the establishment of a Quality Management System (QMS) to

conform with ISO 9001:2008 International Standards. OWWA achieved Certification on 28

April 2014.

OWWA has enrolled five (5) major core processes and eleven (11) support processes. OWWA

has passed Surveillance Audits and has sustained the ISO certification.

Office of the Administrator

Responsible for the overseeing of the policies, programs, and projects approved by the

Board of Trustees

Office of the Deputy Administrators

Assist the Administrator in the administration of the Secretariat and performs the

functions of the Administrator in his/her absence or incapacity

Administrative and Financial Management Office (AFMO)

Supervises administrative and support services. It shall manage all financial transactions

and concerns of the Secretariat; formulate, review, and implement administrative and

financial systems and procedures

Provides the services for the efficient and effective management of the OWWA trust

all OWWA collections, contributions, and ensures efficient collection reporting system. It is also

tasked to formulate medium and annual term investment plan for approval of the Board

POLICY AND PROGRAM DEVELOPMENT OFFICE (PPDO)

Provides policy analyses and recommendations for Board consideration. It shall

formulate medium term development plans responsive to the welfare, needs, and demands of

member-OFWs. It is also tasked to set standards, systems, and procedures in support of programs

and services and to conduct continuing researches and studies including impact evaluation, in aid

of policy and program development.

Legal Staff

Provides legal service for OWWA’s internal and external requirements, drafts legislative

proposals and renders opinions on bills, rules, and regulations affecting OWWA and its

Internal Audit Division

Reviews and evaluates the soundness, adequacy, and application of accounting, financial,

and other management procedures and promotes effective control system at reasonable costs.

Being with Mrs. Fahleah M. Aliuden she is s full time job, she is my supervisor in the

finance unit. She also a taughtful supervisor on her trainees. I am being able to meet the

employees in the Overseas Welfare Workers Administration (OWWA). Officer in charge, Mr.

REPORTS SECTION

a.) WEEKLY LEARNING FEEDBACK DIARY

a. Week 1 (February 03- February 07, 2020)

Me and my co-trainees started the our OJT duty on February 03, 2020 at the OWWA -

BARMM Diana S. Ibrahim, Justine B.Camaganacan, Norhidaya M. Noor and I we are assigned

in accounting area. Norhana A. Pasawiran and IC Dominic Torreto is assigned in service area in

the first week of our internship.

b. Week 2 (February 10- February 14, 2020)

During our 2nd week of duty all I did a stamp of several thousand pages of documents.

c. Week 3 (February 17- February 21, 2020)

In our 3rd week all I did was stamp the documents, sign the documents to the head of the

office.

d. Week 4 (February 24- February 28, 2020)

During our 4th week on duty all I did was stamp the documents, file the documents,

photocopy and sign the documents to the head of the office.

e. Week 5 (March 2- March 6, 2020)

During our 5th week of duty I did the filing of documents, making disbursement vouchers,

stamping of documents.

f. Week 6 (March 9- March 13, 2020)

During our 6th and last week of duty I still stamp documents, file the documents and sign

documents at the head of the office.

b.) MIDPOINT LEARNING FEEDBACK DIARY

I have accomplished 29 days as an intern with a total of 231 hours out of 240 total duty

hours. We need to comply 8 duty hours to have 240 total hours with the anticipate date on March

16, 2020, we did not accomplish the 240 hours of duty because of the situation of our country

which is COVID-19.

The task given to me is stamping, encoding the disbursement voucher. Separate the

papers of the OFW’s, filing their papers and photocopy the important papers. The most

significant experiences I had during practicum so far is how to initiate on doing duties focus on

what we are doing and to develop my skills and capabilities.

c.) POST TRAINING LEARNING FEEDBACK DIARY

I completed Two hundred forty (240) hours in my on the job training and we

extended because we started late as intern due to some problems but we resolved it. The actual

ways that the host training establishment the Overseas Workers Welfare

Administration(OWWA) in the working field of Social Working because it is more about the

people the OFW’s and the life style of our kababayan that working hard to sustain and provide

the needs of their families.

EVALUATION OF PRACTICUM EXPERIENCE

The skills that I used or put into practice during the on-the-job training experience are

adaptability, time management skills, and receptiveness. The adaptability or a willingness to

become familiar with the different parts of an organization is definitely viewed as an asset.

I learned that Overseas Workers Welfare Administration is that to help and protects the

interests of Overseas Filipino Workers and their families, providing social security, cultural

services and help with employment, remittances and legal matters. It is funded by an obligatory

annual contribution from overseas workers and their employers.

The time management skills that I put into practice during the on the job training

experience. I have to manage my time during duty hours to be effective and efficient in doing

the tasks to practice it in the workplace. I want to know my priorities and responsibilities and

recognize when it’s appropriate to multitask or focus on one particular task at a time. Lastly,

receptiveness or while taking initiative is important, so is the ability to receive feedback.

Especially if we commit mistake we should also be open on the suggestion and feedback and

make sure that you will not do the same mistake again and help you to grow not just an intern but

as a person.

The site gives me a lot of leanings and experience that is new to me that I might use in the

near future when I am about to work. My on-site supervisor, Ma’am Mary Jean is an

approachable one, kind and she is giving us a moment to grow ourselves and be better assistance

to some details that we might not know especially on the missing files, names, that duly assigned

to me.

The practicum itself is a worthwhile experience, because it gives us ability to become a

better individual inside and outside the workplace. Also, it nurture and boost our self-esteem. I

highly recommend the OWWA to the next trainees, because I believe that they would be able to

enhance their skills on the other workplace aside from the Host Training Establishment we are

assigned because they give trainees the ability to do hands on with the work they are assigned to.

I am educationally prepared due to the learning and knowledge that I gained inside the

workplace and I am being able to work confidently in my chosen field because I am being mold

already Also, the host training establishment must be picked according to what the trainees

would can gain inside their workplace, with this one trainee will come out after the training

prepared on the work outside. I recommend that the Host Training Establishment that they

should monitor the interns and teach them a lesson or give feedback in a proper manner to their

failures and they should give task to the interns because the Head , chief and our supervisor

always thought that we do our task very well and on our Daily report the feedback is really worth

it in everyday task that we do, we know we do our task everyday well that’s why the feedback of

them have initiative, doing task very well, very good, perform responsible. I think they will thank

us in everyday duty and task that we finished the all have nice personality we don’t feel as they

interns but we treated us as they co-workers. Thanks to the OWWA family.
