1. What is human rights? Explain.

Answer: Human Rights define as the supreme, inherit and inalienable rights to life, to dignify,
and to self-development. It is the essence of these rights that makes man human. Human rights
are fundamental freedoms which are necessary and indispensable in order to enable every
member of the human race to live life of dignity.

2. What are the state obligations to human rights?

Answer: Obligation to Respect, Obligation to Protect, Obligation to Fulfill

and it does not exceed what strictly necessary to achieve its purpose.

Answer:
1. Obligation to Respect- Requires the state and all its organs and agents- to abstain from doing
anything that violates the integrity of individual of fringes on his/her freedom.
2. Obligation to Protect- Requires the state and its agents- the measures necessary to prevent
other individuals or groups from violating the integrity, freedom of action, or the HR of the
individual.
3. Obligation to Fulfill- Requires the state- to take measure to ensure for each person within its
jurisdiction opportunities- to obtain satisfaction of those needs, recognized the human rights
instrument, which cannot be secured by personal efforts.

14. – 15. Differentiate the Non-Derogable or Absolute Rights from Derogable of Relative Rights.

Answer: Non-Deragable or Absolute Rights means that cannot be suspended nor taken away or
restricted or limited even in extreme emergency and if the government invoke national security
while Derogable of Relative Rights means that maybe suspended or restricted or limited
depending on circumstances0- for preservation of social life.
