COLLEGE DEPARTMENT OPERATIONAL PLAN FOR 3RD TERM AY 2019-2020 AND 1ST
TERM AY 2020-2021

(1) Flexible Learning Course Design and Delivery

Based on the released CHED COVID-19 Advisory No. 6, “During the period of extended ECQ,
HEIs shall continue to exercise their judgment in the deployment of available flexible learning and
other alternative modes of delivery in lieu of in-campus learning if they have the resources to do
so. The exercise of discretion by the HEIs and their faculty must be reasonable, transparent and
outcomes-based validated.” Therefore, this document shall highlight how DBC shall deploy
flexible and alternative modes of learning so that program goals and objectives can still be
attained by the students. The following shall be the focus of this policy: course offerings, course
design, materials preparation, mode of delivery, grading system, attendance policy, and
assessment.

Term 3 AY 2019-2020
I. Course Offerings
A. Course offerings for Term 3 AY 2019-2020 shall be significantly changed for
several programs because of the limitations of shifting to alternative or flexible
modes of learning.
B. General education, professional education, and religion courses (RLT) shall be
given top priority in the course offerings of Term 3 AY 2019-2020.
C. Specialization courses will be examined carefully by the vice dean for technical
affairs (VDTA) whether they can be offered through alternative or flexible modes
of delivery for the next term. (see spreadsheet for the term 3 course offerings

D. Standard offerings for the BSED- Values and AB Philosophy programs shall be
maintained.
E. Teaching assignments shall be given mainly to full-time instructors. Very few part-
time instructors shall be hired for this term.
F. No overload pay shall be given to full-time instructors since face-to-face classes
will not be done for this term and alternative and flexible modes are to be
implemented. The energy of the instructors shall be focused mainly on materials
preparation.
G. Part-time pay will be based on the required teaching hours per week of the course
assigned to the instructor given that he/she has submitted the required outputs to
the vice dean for academic affairs (VDAA) and the dean.
II. Course Design
A. Once the VDAA has released the final course offerings and teaching assignments
for Term 3, all instructors are required to create a syllabus and learning materials
for their respective teaching assignments.
B. It must be emphasized that the syllabus and the learning material (in the form of a
module) must still be aligned with the OBE program goals of each program.
C. Deadlines for the submission of the syllabus shall be set by the VDAA with the
approval of the dean. Submissions shall be done through a Google Drive folder to
be shared by the VDAA.
D. The VDAA office shall release templates of syllabus and weekly modules which
will be used by the faculty in developing their outputs.
1. The syllabus shall highlight the following sections:
a) Basic course information
b) Course intended learning outcomes and its alignment to a
corresponding program outcome
c) Specific indicators
d) Weekly topic
e) Teaching and learning activities per week
f) Assessment task per week
E. As instructors design their course(s), it must be noted that these courses are to be
delivered using alternative or flexible modes. Therefore, they have to put in mind
that traditional practices may not essentially work as of the moment. Instructors
must consider very reasonable and student-centered ways of delivering content
for their students. Modes of delivery will be discussed later.
III. Materials Preparation
A. A survey was made by the VDAA among the students of the department. This
survey primarily influenced the policies on materials preparation and modes of

B. Instruction for the entire third term would be module-based.
C. Instructors would be required to create weekly-modules which would be used by
all students for their learning.
D. Schedule for submitting weekly modules shall be set by the VDAA.
E. Weekly modules must be completely aligned with the approved syllabus. Deviation
from the syllabus must be explained properly to the VDAA.
1. The weekly-module shall highlight the following:
a) Course intended learning outcome to be achieved for the week
b) Specific indicators to be achieved for the week
c) Inputs regarding the topic
d) Formative assessments (e.g. exercises)
e) Assessment task (summative assessment)
2. The weekly modules may be complemented with other learning materials
such as pdf of books or handouts and powerpoint presentations. Instructors
must take note that these are only complementary materials. All
instructions as well as main inputs must be in the weekly module.
3. Instructors are highly discouraged in giving out videos as learning materials
since not all students have internet connection at home.
F. Submissions of weekly modules shall be done through a Google Drive folder to be
shared by the VDAA.
IV. Mode of Delivery
A. No face-to-face classes shall be conducted in the entirety of Term 3. Flexible and
alternative modes of delivering instructions shall be implemented with strict
supervision of the Dean, VDAA, and VDTA.
B. As per the recent survey conducted by the VDAA, three modes of delivery shall be
adopted by all instructors: FB Messenger, Google Classroom, and Materials Pick-
up
C. Instructors shall survey all their students using the messenger group as to what
mode of delivery they prefer among the three options. Data regarding the preferred
mode of delivery of students shall be given to the Dean, VDAA, and VDTA.
1. FB Messenger
a) Each instructor shall be assigned his/her own FB messenger group.
This messenger group per instructor shall be the main platform of
each instructor for all courses he/she is teaching.
b) For example, if an instructor has 5 courses to teach, all
communications and dissemination of materials for all the classes
shall be done in one messenger group only.
c) All enrolled students in the courses taught by the instructor shall be
members of that group of the instructor.
d) The registrar shall provide the list of students to each instructor.
e) Using the list of students, the instructor shall add each student to
his/her messenger group.
f) The VDAA, VDTA, and Dean shall also be members of that group
of the instructor for constant monitoring whether approved modules
are released by the instructor in a timely manner.
g) Monday at 9:00 am shall be the designated day and time by which
instructors are to upload all their approved weekly modules.
2. Google Classroom
a) Aside from the FB messenger, Google Classroom shall also be
used as a platform.
b) Each instructor shall have only one Google Classroom for all
classes he/she is teaching.
c) The Dean, VDAA, and VDTA shall be co-teachers of the Google
Classroom.
d) The primary use of Google Classroom is to use it only as an
alternative means of disseminating weekly modules and other
learning materials.
e) No assignment or quizzes shall be posted in this learning platform.
3. Materials Pick-up
a) A designated personnel in the school shall be assigned to print all
approved weekly modules of all instructors.
b) These modules shall be reproduced according to the number of
students who indicated their preference for this type of mode of
delivery.
c) Monday at 10am to 12 noon is the designated day and time where
students can go to the school to pick-up their weekly modules.
d) FB 111 shall be the designated classroom where modules can be
obtained by the students.
e) Proper social distancing measures shall be implemented when
getting copies of the modules.
f) Students who are 21 years old and above are the only ones allowed
to pick up their modules. For those 20 and below, a guardian or a
representative who is 21 years old and above should pick up the
module for them provided that he/she presents the ID of the
student.
V. Grading System
A. The current shift to a flexible mode of learning calls also for a shift in the grading
system of the instructors.
B. There are certain aspects of the grading system that should be removed from the
sections of the system like attendance and participation.
C. For term 3 AY 2019-2020, the following are the suggested items to be included in
the grading system of each course.
1. Weekly assessment tasks- 50%
2. Major exams/ assessment (prelim, midterms, and finals)- 50%
D. If an instructor wishes to include another section in the grading system, he/she
must indicate it in the syllabus and should seek for the final approval of the Dean,
VDAA, and VDTA.
E. In cases where a student fails to comply fully with the requirements of the course,
the instructor should give the student a mark of Incomplete (INC) in the final
grading sheet.
F. The student is given 1 full year after the grade has been released in order to
complete all the requirements he/she failed to comply with during the term.
G. If after 1 year, the student has not completed the needed requirements to the said
course, he/she has to retake the course again in order to earn full credit.
H. Policies on probation and academic honors requirements shall be waived for Term
3.
VI. Attendance Policy
A. All attendance policies shall be temporarily waived for Term 3 since physical
presence in the classroom would be completely impossible.
B. Although attendance policies are waived, all instructors are obliged to always keep
their lines of communication open for their students.
C. Instructors should regularly keep in touch with all of their students whether they
have received the modules for the week. At the same time, students are also
encouraged to do the same to their instructors.
D. Instructors should take note of students who are not communicating with them and
report those students to the Dean, VDAA, and VDTA so that follow-ups could be
made.
VII. Assessment
A. Major assessments for each course would be based on 2 categories: weekly
assessment tasks and major exams.
B. When students receive their modules every Monday, they are expected to work on
the readings and the activities until Friday.
C. All weekly assessment tasks are to be submitted every Saturday to the instructor.
D. Students may take a photo of their handwritten work or send a file of their output
to the instructor either through messenger or a direct email.
E. Students are also given the option (if they prefer) to submit the hard copy of their
work personally at school. However, submission of this mode must be done on a
Friday at 10am to 12noon. Also, proper social distancing measures must be done
when submitting the outputs.
F. Students who are 21 years old and above are the ones allowed to personally
submit the hard copies of their outputs. For those who are 20 year old and below,
a guardian or a representative may do it for them provided that he/she presents
the ID of the student.
G. Students must notify the instructor beforehand whether this is the preferred mode
of submitting their outputs.
H. If ever a student is unable to submit the required output for the week, the student
must give a valid reason to the instructor. Once the reason is validated by the
instructor, the due date may be adjusted for that student.
I. All students must make sure that before the scheduled major exam, they have
complied with all the weekly assessment tasks so that instructors can have a timely
report of the progress of each student.
J. For the major exams, instructors may distribute their exams through messenger
and Google Classroom.
K. Major exams are to be distributed every Monday of the designated exam week.
L. Students are to submit their exam on Saturday of the same week either through
messenger or email.
M. If ever a student is unable to submit his/her exam on time, the student must give a
valid reason to the instructor. Once the reason is validated by the instructor, then
adjustments can be made.
N. Students are also given the option (if they prefer) to submit their exam personally
at school. However, they should inform the instructor beforehand. Also, proper
social distancing measures must also be observed when submitting the final exam.
O. Students who are 21 years old and above are the ones allowed to personally
submit the hard copies of their exams. For those who are 20 year old and below,
a guardian or a representative may do it for them provided that he/she presents
the ID of the student.
P. Submission of the final exam of this kind must be done every Friday of the exam
week at 10am to 12noon.
