the decision problem into a hierarchy of sub-problems (criteria
and sub-criteria). Once the hierarchy is built, the users start to
perform the pairwise comparison, i.e. comparing the elements
to one another at a time [14], according to a specific scale. Fig.
3. provides an overview of the comparison in the TES context.
The criteria considered includes: 1) Cost of collecting &
maintaining data – Cost is usually one of the main important
criteria in a decision-making process, 2) Business impact – The
degree to which the type of data is important for the business
and decision-making, 3) Frequency of use and 4) Ease of
