Short-changing refers to a situation when consumers were not given the exact amount of
monetary due for a product or service rendered by a business establishment.
Has been a bold practice for business, not to make enough effort to provide the precise change
to consumers.
Sec. 9 art XVI of the constitution provides that “The state shall protect consumers from trade
malpractices and from substandard or hazardous practices.
Business or service providers should give exact change and cannot refuse to give change to those
who are buying their products
This study emphasizes the effectiveness of the implementation of the recently passed no short-
changing policy to business establishments in Batangas city
The researcher should determine if the business establishments in Batangas City and consumers
find the implementation of no short-changing act or RA 10909 as an effective and efficient move
to drive away such short changing habit
