A small area plan contains a set of specific strategies that aim to preserve or improve a specific
area of the city. The plan may address issues such as land use, zoning, transportation, economic
development, housing, aesthetics and service delivery. Small area plans act as policy guides for
decision making.
The Downtown Waterfront S.E. Small Area Plan (DWSE SAP) is a 60+ acre study area located
southeast of the downtown core and bounded by 4th St SE to the north, S Broadway to the west,
9th 1/2 St SE to the south, and 3rd Ave SE to the east.
The district currently consists of a variety of uses some of which are no longer economically viable.
Moreover, because this area is close to downtown and nearby amenities, such as 1,600 feet of
Zumbro River frontage and Soldier Field Park, it is receiving redevelopment pressure. In order to
proactively guide change, an inclusive engagement process with property owners, residents,
and other stakeholders will result in a plan for the area that will help guide a transformation
from its current state to a mixed-use neighborhood with its own character yet connected to the
surrounding neighborhoods.
