RA 1425 is an act to include in the curricula of all public and private schools, colleges and
universities courses on the life, works and writings of Jose Rizal, particularly his novels Noli Me
Tangere and El Filibusterismo, authorizing the printing and distribution thereof, and for other
purposes. This proposed bill was disapproved by many in terms of arbitration. There were even
oppositions who blocked the approval of the bill specifically the catholic religious group.
Those in favor and fought for the approval expressed that the purpose of the proposed bill is
to encourage dedication for the ideals of freedom, patriotism and nationalism for which our
heroes lived, fought and died. Conversely, the opposition believed that Rizal’s novels namely
Noli Me Tangere and El Filibusterismo give a bad image for the priests. The conflicting group
further conveys that the novels written by Jose P. Rizal caused division and contradiction to
many Christian beliefs. They also insisted that the novels contains passages in opposition to the
faith of the students which violates the Article III section I paragraph VII of the Constitutional
Provisions.

Despite this opposition, the supporters of the bill stands primarily on the beliefs that there is a
need to remember with special fondness and devotion to the lives and works of our heroes who
shaped our national character. Moreover, they added that the life and works of Jose P. Rizal are
inspiring sources of encouragement to practice patriotism and nationalism in the minds of the
youth. Aside from that, the bill develops the moral character, discipline, conscience and
citizenship.

As of today, I believe that more people will support the bill. I know that many individuals will
understand that the bill does not have the intention to mislead the thoughts of the students.
Instead, the purpose of the law was to present inspiring source of patriotism which with the
minds of the youth, especially during their formative and decisive years in school.
