There is config file you can change FPS cap

Go to Mydoc\My Games\paladinslive\ChaosGame\Config\chaosengine.ini
Find "MaxSmoothedFrameRate" change to 30 all 3 line(there have 3 line total)

1) Close Paladins game

2) Open explorer and open the folder {Where 'X' is drive where steam games are
stored.}
"X:\Steam\steamapps\common\Paladins\ChaosGame\Config"

3) Edit file "DefaultEngine.ini

4) Search for "bSmoothFrameRate" or just "smooth"

bSmoothFrameRate=true <--- setting this to false will uncap the fps for the game,
but make the cpu/gpu possibly work harder
MinSmoothedFrameRate=22.000000 <---- I left this alone. You could drop this or
increase it, but I don't know what affect it would have if it couldn't match this
setting.
MaxSmoothedFrameRate=175.000000 <--- I left this alone, at 175.000000

5) Ensure "bSmoothFrameRate" is set to "true". (It may already be set to true. I'm
sure I changed mine to false.)

6) Change "MaxSmoothedFrameRate" to 30.000000 <--- Not recommended by me, but

you're asking for 30 fps max.
