According to our Head Barangay, Mrs. Evelyn Guiam (Punong Barangay), the Barangay treasurer,
which is Mr. Jonathan Dizon, submit to the Punong Barangay on or before September 15 of each year the
detailed Statements of Income and Expenditures as a basis for the preparation of the budget for the next
fiscal year. However, preparing the Barangay Budget is a hard task. In order for them to accurately prepare
their budget, they need the consulation of the Sangguniang Barangay, which consist of a total of 8
members, and Barangay Development Council, which consist of a chairperson, 7 kagawad officials, SK
chairperson, 3 Representative of Civil Society Organizations (CSO) operating in the Barangay, and a
representative of congressman.
After the preparation of the Barangay Budget, they will submit the proposed Annual Barangay
budget subject to review. Upon the evaluation, the affirmative vote of a majority of all the Sanggunian
members is required to pass an Appropriation Ordinance. After that they will submit it to our municipal,
which is Municipal of Victoria, the approved Appropriation Ordinance. However, it will be subject to review
again if the proposed and approved Annual budget complied with the Budgetary requirements or limitation
and the budget operative or inoperative.
Upon the evaluation of the municipal, Mrs. Guiam will receive through the Municipal Budget office
the approved and authorized budget per Appropriation Ordinance. However, Mrs. Guiam also stated that
the disbursement of the funds is through a simple cash program. Which they issue and receive checks
through the municapal. She also stated that there is a cash disbursement fund to be alloted for government
employee salaries.
According to ABS-CBN news report at their website, The Senate adopted the Committee of the
Whole's report that recommended the filing of criminal charges against PhilHealth officials and hospitals
involved in the alleged disbursement of COVID-19 funds to health facilities not tending to coronavirus
patients.
While Senate Report No. 107 earlier recommended the filing of graft and malversation charges
against high-ranking Health officials, more suggestions were included in the document after the measure
hurdled the chamber's period of amendments.
