1.0 SCOPE OF WORK
The scope of work include manufacture, assembly, shop testing at manufacturer’s
shop, inspection by authorized agency, packing, transportation, supply and installation
of LIGHTNING PROTECTION SYSTEM

SCOPE OF WORK ALSO INCLUDES:


a) Drawings & documents.
b) The equipment supply will be complete in all respect and any material, component or
accessory not specifically stated in this specification but necessary for trouble free
operation shall be deemed to be included.
c) Loading, unloading and storage of material at site.
d) Scaffolding, supporting structure etc. required for the installation work at site.
e) Warranty of the system 12 months from the date of performance & acceptance at
site.

EXCLUSIONS: Civil Work

2.0 CODES & STANDARD


2.01 The equipment and materials to be furnished shall be designed, manufactured and
tested in accordance with the latest revisions of the Indian Standards (IS). Where
Indian standards are not available International standards like British Standards (BS),
ISO, DIN, JIS, IEC or other standards, which ensures performance equivalent or
superior to Indian standard shall be followed.
2.02 The electrical installation shall meet the requirement of Indian Electricity Act 1910
and Indian Electricity Rules, 1956 as amended up-to-date and also the applicable
section of the latest revision of the relevant IS code of practice.
2.03 Nothing in these specifications shall be construed as to relieve the supplier the
standards being followed shall be listed out in the bid.
2.04 Wherever service conditions and requirements laid down in these specifications differ
from applicable standards, the conditions specified herein shall prevail.
2.05 In addition, any relevant regulations applicable to the work shall be followed. In case
of any discrepancy, the decision of purchaser will be final.

3.0 BOQ FOR LIGHTNING PROTECTION SYSTEM


As per the details given in Annexure-1.

4.0 INSPECTION
The manufacturer shall carry out a comprehensive inspection and testing program
during manufacture for all bought out items and also workmanship during this stage.
The manufacturer shall submit the inspection program at least four weeks prior to the
purchaser. The manufacturer shall carry out all standard routine tests in accordance
with relevant IS. The manufacturer shall also carry out type tests in accordance with
relevant IS on one piece of one rating. While the routine tests shall be carried out at
manufacturer's works under prior information to purchaser, the type test certificates from
reputed test houses shall be submitted for purchaser's approval giving details of each
test and evaluation of test data. Tests which are common to both type and routine tests
may be covered under routine test in the presence of purchaser's representative, if
required.
4.01 TEST CERTIFICATE
The equipment covered under these specifications shall be Type tested in
accordance with relevant codes. The bidder shall supply at the time of execution the
routine test certificates from the manufacturer indicating the type of tests conducted
and the test results in accordance with relevant codes.

4.02 STAGE INSPECTION
Purchaser reserves the right to carry out inspection at any stages of the process of
manufacture and assembly for which all facilities will be provided by the Supplier.
Before carrying out such inspection, necessary information will be given to the
manufacturer by the purchaser.

5.0 DRAWINGS & DOCUMENTS


5.1 DRAWING APPROVAL
5.1.1 All drawings submitted by the Tenderer including those submitted at the time of bid
shall be sufficiently detailed to indicate the type, size, arrangement, weight of each
component, break-up for packing and shipment, the external-connections, fixing
arrangements required, the dimensions required for installation and inter-connections
with other equipment and materials, clearances and spaces required between
various portions of equipment and any other information specifically mentioned in the
specifications.
5.1.2 Each drawing submitted by the successful Tenderer shall have Title Block approved
by the Purchaser indicating the name of the Purchaser, name of the project, title,
Drawing No. etc. If standard catalogue pages are submitted the applicable items
shall be indicated therein. All titles, noting, markings and writings on the drawing shall
be in English. All the dimensions should be in metric units.
5.1.3 The drawings submitted by the Tenderer shall be reviewed by the purchaser’s
engineer or his authorized representative as far as practicable within one (1) week
and shall be modified by the Tenderer, if any modifications and / or corrections are
required by the purchaser’s Engineer or his authorized representative. The Tenderer
shall incorporate such modifications and/or corrections and submit the final drawings
for approval.
5.1.4 Approval by the Nodal Officer or his nominee: The Tenderer shall submit
specifications and drawings to purchaser’s engineer in-charge or his nominee, who is
to approve them if they comply with the specifications and drawings. The Tenderer
shall be responsible for the Design & Performance of items/equipment.
5.1.5 The purchaser’s engineer or his authorized representative’s approval shall not alter
the Tenderer’s responsibilities for the Design & Performance of items/equipment.
5.1.6 The drawings sent for approval shall be in two (02) Sets. All the drawings shall be
prepared in accordance with the provisions of latest standards. If the drawing is
“Approved” then one set shall be returned back to the Tenderer duly stamped
“Approved”.
5.1.7 After completion of the works the Tenderer shall replace old drawings by “as-built
drawing” after incorporating all corrections from the site.
5.1.8 Further work by the Tenderer shall be in strict accordance with these drawings and
no deviation shall be permitted without the written approval.
5.1.9 All manufacturing and fabrication work in connection with the equipment prior to the
approval of the drawings shall be at the Tenderer’s risk. The Tenderer may make any
changes in the design which are necessary to make the equipment conform, to the
provisions and intent of the contract and such changes will again be subject to
approval by the purchaser’s Engineer In-charge or his authorized representative.
Approval of Tenderer’s drawings or work by the purchaser’s Engineer In-charge or
his authorized representative shall not relieve the Tenderer of any of his
responsibilities and liabilities under the contract.
5.1.10 Supplier should bring their own two approved copies of drawing & documents for
their supervision of erection, testing, commissioning, trial run and PG test work.

5.2 DRAWINGS & DOCUMENTS TO BE SUPPLIED


5.2.1 To be supplied along with the offer.
a) General description of design consideration and all the assumptions made by the
Supplier.
b) Assembly/ Arrangement drawing of Lightning Discharge Receiver.

c) Specification of material of construction of major parts/component along with
standard and chemical composition.
d) Catalogues/leaflets for all equipment including bought out items. Details of bought
out items with makes shall be given separately.
e) Time bar chart of delivery showing break up of time required for raw material
procurement engineering, various shop activities order placement for bought out
items and their delivery to shop assembly, testing inspection and dispatch.
5.2.2 To be supplied for approval after placement of order.
a) General arrangement drawing for the equipment/system including sections and
details giving relevant Information, binding dimension etc.
b) Quality assurance plan.
c) Time bar chart of delivery showing break up of time required for raw material
procurement engineering, various shop activities order placement for bought out
items and their delivery to shop assembly, testing inspection and dispatch.

SPECIFICATIONS
FOR LIGHTNING PROTECTION SYSTEM

1.0 GENERAL INFORMATION


1.1 The supply and installation of electrical equipment specified herein are required for
outdoor application.
1.2 The successful tendered shall furnish all, but not limited to, equipment, materials and
accessories and services specified herein to complete this work. The work shall have
to be completed and operative in all details. Any item of work or material which may
not have been specifically mentioned but incidental to or necessary for complete
installations and operation shall be provided by the Bidder without any additional
charge to the purchaser.
1.3 The successful tendered shall supply and erect the addition or modification as will be
agreed upon in writing after mutual discussion.
1.4 The equipment to be furnished under this specification shall be packaged for shipment
so as to meet the space and weight limitations to transport facilities, right up to
destination.
2.0 SERVICE CONDITIONS
Ambient air temperature : 10°C to 45°C
Altitude : Maximum upto 1000 M above MSL
Relative Humidity : Approximately 97 %.
Pollution degree : Degree 4 as per IS : 13947 (Part I) (i.e. the pollution
generates persistent conductivity caused by
conductive dust)

3.0 OPERATING CONDITIONS

Nominal system Voltage : 415 V (±10%)


Supply Frequency : 50 Hz (-5% to +3%)
Highest Fault Level : 50 KA for 1 sec.
System earthing : Effectively earthed

4.0 CONSTRUCTION:
Lightning protection system shall be in strict accordance with IS-2309.

5.0 MATERIAL & COMPONENTS:


5.1 Lightning conductor/down conductor: The conductor required shall be tinned copper
(ETP Grade as per applicable standard) of 25X3mm size, free from manufacturing

defects and flaws. The copper conductor shall be in single maximum length to reduce
the number of joints during installation at site.
5.2 Lightning Discharge Receiver
Receiver: The Lightning Discharge Receiver shall be
manufactured, assembled and supplied as per the drawing provided along with
specifications.
5.3 Test Link:: the connection between down comer conductor and earthing pit shall be
through Test link, enclosed in a GI box. The details of the test link and GI box are
given in the drawing provided along with the specifications.
5.4 Clamp & Accessories:: The conductor clamp shall be constructed from brass (of
reputed makeake only), suitable for 25X3mm Tinned Copper Conductor. The design and
installation is shown in the figures given below.

6.0 INSTALLATION:
6.1 Down conductor from lightning discharge receiver shall be effectively connected to an
independent earth pit by Tinned Copper Strip of 25X3 mm.
6.2 Lightning Discharge Receiver shall be provided on any structure having height 15
metre or more. The height of the receiver above its fixing point on the structure shall
be 2 metre. The spacing between two adjacent receivers shall not be more than 20
metres.
6.3 Lightning conductor shall be of 25
25X3 mm tinned copper strip when used above ground
level. It shall be connected through test link with earth electrode/ earthing system.
6.4 The Bidder shall furnish the details including typical arrangement drawings for the
lightning protection system offered
6.5 Down conductors shall be as short and straight as practicable and shall follow a direct
path to earth. Down conductor shall not be connected to other earthing conductors
above ground level. The size of down conductor from each receiver shall not be lower
than 25X3 mm. Each down conductor shall be effectively connected to independent
earthing pit.
6.6 Each down conductor shall be provided with a test link at 1000 mm above ground level
for testing.
6.7 All joints in the down conductors shall be of brazing type. The brazing procedure shall
be prepared as per ASME Sec Sec-IX
IX and submitted for approval including

6.8 Down conductors shall be cleated on outer side of building wall, at 500mm interval or
welded to outside building columns at 1000 mm interval
interval. The cleating shall be carried
out with brass conductor clamps as shown abo above.
6.9 Lightning conductor on roof shall not be directly cleated on surface. Supporting
holdfast blocks of PCC/insulating material shall be used for conductor fixing as shown
above.

6.10 The building on which installation of down conductor is to be carried out having
maximum height of 40.
6.11 All metallic structures within a vicinity of two meters of the conductors shall be bonded
to conductors of lighting protection system.
6.12 Lightning conductors shall not pass through or run inside GI Conduits.
6.13 The lightning protection system shall not be through cables, conduits and metal
enclosures of electrical equipment.
6.14 Testing link shall be made of Tinned Copper Strip of size 40X5mm and enclosed
inside a GI box.

7.0 TESTING:
The system after installation at site will checked and tested by the engineer in-
charge. The system will be checked for the workmanship, alignments and
material. The resistance measurement of the system will be carried out with
micro-ohm meter. Other tests will be carried out as prescribed in the applicable
standards.

8.0 GENERAL REQUIREMTNS:


a). Delivery & Completion: The complete SITC of the lightning protection system
shall be completed within two months. This period shall be effective as per
the purchase order and shall be independent of any other factors.
b). Inspection: The supplier must satisfy themselves that the stores are in
accordance with the terms of the supply and fully conform to the required
technical specifications
c). Copper strip shall be continuous for entire length; joints shall be avoided as
far as possible. Copper strip shall not have any cut-outs or switches or links.
d). All material, fitting etc. used for the protection system should be of IS
specified make and standards.
e). Interconnection of earth and down conductor should be made in such a way
that reliable and good electrical contact is established.
f). Anti-corrosive measures: Copper strip should be protected against
mechanical damages and corrosion. Fittings should be resistant to the
corrosive agencies or be otherwise suitably protected. Joints and bonds may
be protected with bitumen or embedded in plastic compound according to
the local conditions.
g). Contractor shall carry out the work, which is required for completion of work
and not mentioned in the specification such brazing, chipping and breaking
of masonry work etc.
h). Warrantee/Guarantee: The complete SITC of the lightning protection system
shall be guaranteed in all respects for satisfactory performance for one year
from the date of taking it into service. This should be confirmed.

GENERAL TERMS & CONDITIONS


1. The work is to be planned and executed so as to cause least disturbance to the
functioning of other activities. Materials shall be stacked only at specified locations
as directed by Engineer-in-Charge to cause lest obstruction to the movement of
personnel in and around plant buildings.
2. The bidders are advised in their own interest to visit the proposed site of work to get
acquaint themselves with the site and the working conditions as also the nature and
minimum standard of work expected of them
3. The bidders shall carefully go through the clauses in the specifications, General
terms and conditions including safety code, etc., and shall include in their rates any
sum they may consider necessary to cover the fulfilment of the various clauses
contained therein. The items of work and unit rates quoted shall be inclusive of
everything necessary to complete the said items of work, within the contemplation

of the contract. Beyond the unit rates, no extra payment will be allowed for
incidental or contingent work, labour, materials and plant.
4. The rates quoted by the bidder shall also include for:
- Supplying, transporting to site, unloading, protecting and installation of
materials in accordance with the specifications.
- Protecting all installed equipment in the area of work falling within the scope
of this contract.
- Following all the safety and security rules and regulations as required by the
Department including deploying supervisor exclusively for safety.
5. Bidders shall go through the technical specifications and provide in the offer point
by point compliance. The technical deviations, (if any) shall be indicated clearly in
the offer. Kindly note that no further communication will be made to get the
technical clarifications. The offers without this information will be rejected without
any consideration.
6. The contractor shall bring his own tools, tackles, ladders etc. required at site for
installation work. Department will not provide any tool/tackles at site.
7. The electricity and water required at site (for very small tools/tackles like
drilling/cutting machine) will be provided to the contractor at a single point, from
where contractor have to make his own arrangement through extension boards etc.
Prior to connection of electrical equipments contactor have obtain written clearance
from Engineer in-charge.
8. The technician required to carry out the electrical work shall be skilled and have
requisite qualification/certificates. The documents are to be provided (in original) to
engineer in-charge, before commencement of work at site. Unqualified/unskilled
technician, workers will not be allowed to work at site.
9. All the safety precautions as per applicable code and practices shall be followed at
site. The PPE shall strictly be used by workers while working at site. The safety
instructions issued by engineer in-charge shall be followed in all respect. The
contractor will be responsible for any injury/accident occurring at site, due to any
reason, department will not pay or liable for any compensation.
10. The site is restricted area and permission to the personnel coming inside the
premises for installation work, require security clearances. Hence firm has to obtain
Police Verification Certificates (PVC) from Police Commissioner Officer (not local
police)/District Magistrate office, for all the persons coming inside the premises for
work.
11. Firms who have not worked inside the DAE units (BARC/NPCIL) in past have to
go through vetting procedure.
12. The entry passes for personnel coming inside premises are made by Security Section
and require local residence proof (Mumbai/Thane) & identification proof along
with PVC.
