SEB 11 METRE ENHANCED STEEL POLE STUDY FOR SPACER COVERED CONDUCTOR SYSTEM

(RFP. REF. NO.: SERE 13/2019)

OBJECTIVES

The study is to explore the possibility to use SEB 11 Metre Enhanced Steel Pole for single circuit
covered conductor system by checking and verifying the structure strength and capacity. The main
benefit from the study, if viable, will be the ability to extend the rural electrification while minimizing
issues with logistics and in-situ erection using 12 Metre Steel “Covered Conductor” pole due to the
geographical terrains and limited road access at rural villagers.

SCOPE OF WORKS

The main aim for this study is to verify SEB enhanced Steel Pole strength and capacity by considering
single circuit covered conductor - Spacer system. The structural strength and capacity analysis for the
SEB 11 Metre Enhanced Steel Pole shall be verified and validated by means of calculations and/or
dedicated (pole) engineering analysis software subjected to the following criteria.

i. Minimum Clearance Requirement as per SEB CC Design Manual


ii. Safety Factor
iii. SEB 11 Metre Enhanced Steel Pole technical specification
iv. Basic wind speed
v. Foundation types (both Standard and Enhanced - SEB OHL Design Manual)

The following analyses but not limited to shall be included and performed accordingly. The Tenderer
may propose additional analysis and/or deviation in their proposal with justification.

i. Longitudinal, transverse and vertical load


ii. Bending Moment
iii. P-Delta effects
iv. Buckling (high axial loads) – at dead end, line deviation and etc.

For calculations and/or software-engineering based analysis, the Tenderer shall clearly specify any
assumptions and justification made thereof, coefficients and load factors (if any).

Information on Spacer Cable - Single circuit configurations such as fitting details, conductor weight,
Safety Factor, Basic Wind Speed, SEB enhanced steel pole specifications, stay wire specs, stay wire
system as well as the foundation system will be provided during clarification meeting/discussion with
the Successful Proponent.

DELIVERABLES

The Proponent shall prepare and submit to Sarawak Energy (RES) Sdn Bhd for review an Inception
report, a draft final report and a final report. The Proponent shall also transfer all electronic working
files to Sarawak Energy (RES) Sdn Bhd after completion of study. Inception Report must be submitted
within 2 weeks after kick-off study meeting/discussion. The pole hole schedule must be agreed by
Sarawak Energy (RES) Sdn Bhd prior to perform any analysis.

Full report submission shall include detailed calculations complete with the attachment of analysis
outcome from the engineering software. All reference materials must be cited and listed in a separate
page of the report. The conclusions and recommendations on the followings shall be included in the
report.

i. Maximum horizontal span length


- Considering conductor maximum working tension based on SEB CC Design Safety Factor
- Considering conductor Everyday Stress (EDS)
- Based on SEB existing foundation types (SEB OHL Design Manual)
- Considering uncertainties derived from pre-defined assumptions (if any)
- Factors limiting the maximum span length

ii. Basic Span Length


- Based on Conductor EDS
- Based on SEB existing foundation types (SEB OHL Design Manual)
- Considering uncertainties derived from pre-defined assumptions (if any)

iii. Maximum line deviation for guyed and un-guyed pole


- Based on SEB existing foundation types (SEB OHL Design Manual)
- The guy wire system shall be based on SEB CC Design Manual

iv. Foundations
- Referring to SEB OHL Design Manual
- Limitations of existing SEB foundation – Normal and Enhanced

RFP/TENDER OFFERS

The Proponent shall quote lump-sum offered price to perform the study. The lump-sum offered price
is based on detailed breakdown man-hours cost for the item and all related expenses for the works.
The offered price shall inclusive all relevant taxes.
