Preamble
We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a
just and humane society and establish a Government that shall embody our ideals and
aspirations, promote the common good, conserve and develop our patrimony, and secure to
ourselves and our posterity the blessings of independence and democracy under the rule of law
and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this
Constitution.
• Parliamentary – executive and legislative power sinter lock mainly in the hands of the
Executive and of the Legislature. In general to facilitate
(a) Crafting of government policies in the legislature where the executive is actively
present or represented
(b) Execution of government policies as defined by the legislature because the Executive
had actively part dissipated in the crafting of laws that set government policies.
Form of Government
• Also by the Judiciary, although in the UK, such power is rather limited.
Examples - Parliamentary
Presidential– government powers are distributed mainly among – usually three separate
and coequal branches.
• Executive Department;
• Legislative Department
• Judicial Department.
Examples of checks and balances of power: Mainly for checks and balances. Abuse,
misuse, non-use of powers by one department may be checked by the other departments to
balance things out for the good of the people.
