SECTION I
PROJECT BACKGROUND

1.1 Project Description


This section of National Highway No. 5 was widened over the period 2001 to 2006 from 2 to 4
lanes. The majority of the widening was as per the NHDP programme and the above work also
involved in developing seven new bypasses around densely populated urban areas. There is
no service roads exist along the existing project highway. There are about 155 median
openings existing on the project road. There are many side road accesses to the highway.
There are no “access control” measures in place, and as such many buildings/factories etc are 
built with direct access to NH-5.
The Government of India has decided to upgrade 6500 km length of existing 4-lane divided
highways into Six-Lane divided carriageway under Phase-V of National Highway Development
project (NHDP) and has entrusted National Highways Authority India (NHAI) with the
responsibility of improving the quality of highways of national importance. This package was
awarded through Global Tendering Process to M/s Vijayawada Gundogolanu Road Project
Private Limited, New Delhi.
This Project aims at developing Vijayawada - Gundugolanu section of NH-16 (old NH-5), in the
state of Andhra Pradesh to Six - Laning from Km 1076.480 to Km 1022.480 including 6 Lane
Hanuman Junction Bypass (Length 6.72 Km) and 4 Lane Vijayawada Bypass (Length 47.88
Km) to be Executed in BOT (Toll) on DBFOT basis.

1.5 Commencement of Operation & Maintenance Period


The commercial operation date (COD) of the Project is 01 Sep 2014. The Project Highway has
entered into commercial service on COD whereupon the Concessionaire is entitled to demand
and collect Fee in accordance with the provisions of Article 27.
The Concessionaire's obligation to maintain the Project Highway during the O&M Period starts
from COD.
This manual details the systems, procedures and methodologies for meeting the
Concessionaire’s  obligation  during  the O&M period of the Concession in compliance with
requirements of Article 17 and Schedule ‘K’ of the Concession Agreement.

SECTION II
SCOPE OF OPERATION & MAINTENANCE

2.1 Introduction
As per Article 17 of the Concession Agreement, the Concessionaire will operate and maintain
the Project Highways by itself or through O & M Contractors and if required, modify, repair, or
otherwise make improvements to the Project Highway to comply with specification and
standards, and other requirements set forth in this Agreement, Good Industry Practice,
Applicable Laws, applicable permits  and  manufacturer’s  guidelines  and  instructions with
respect to toll system.
The maintenance standards are given in Annexure 1 of this manual.
2.2 Operation and Maintenance Requirements
The concessionaire will take all such actions and do all such things (including without limitation,
organizing itself, adopting measures and standards, executing procedures including inspection
procedures, highway patrols, and engaging contractors, if any, agents and employees) in such
manner, as will:
(1) Ensure the safety of personnel deployed on and users of the Project Facilities or part
thereof;
(2) Keep the Project Facilities from undue deterioration and wear;
(3) Permit unimpaired performance of statutory duties and functions of any party in
relation to the Project;
In accordance with clause 17.1 of the Concession Agreement, the Concessionaire will make all
efforts for
(4) permitting safe, smooth and uninterrupted flow of traffic on the Project Highway
during normal operating conditions;
(5) collecting and appropriating the Fee;
(6) minimising disruption to traffic in the event of accidents or other incidents affecting
the safety and use of the Project Highway by providing a rapid and effective
response and maintaining liaison with emergency services of the State;
(7) carrying out periodic preventive maintenance of the Project Highway;
(8) undertaking routine maintenance including prompt repairs of potholes, cracks,
joints, drains, embankments, structures, pavement markings, lighting, road signs
and other traffic control devices;
(9) undertaking major maintenance such as resurfacing of pavements, repairs to
structures, and repairs and refurbishment of tolling system and other equipment;
(10) preventing, with the assistance of concerned law enforcement agencies, any
unauthorised use of the Project Highway;

(11) preventing, with the assistance of the concerned law enforcement agencies, any
encroachments on the Project Highway;
(12) protection of the environment and provision of equipment and materials therefore;
(13) operation and maintenance of all communication, control and administrative
systems necessary for the efficient operation of the Project Highway;
(14) maintaining a public relations unit to interface with and attend to suggestions from
the Users, government agencies, media and other agencies; and
(15) complying with Safety Requirements in accordance with Article 18.

ORGANISATION STRUCTURE & KEY PERSONNEL

3.1 O&M Team


The O&M team of the Concessionaire to carryout the obligations / responsibilities during the
O&M period are as follows:
O&M team shall consist of two broad categories, namely Highway Operations and Toll
Operations.
The Organization Structure of the O&M team (Highway Operations) is shown in Figure-1 and
Organization Structure of the O&M team Toll Operations is shown in Figure-2.

3.2.1 Responsibilities of Key personnel


3.2.1.1 Project Head
The Project Head is principally the representative of the Concessionaire to operate the
Concession Agreement during the Operation & Maintenance period and ensure compliance of
all obligations through proper planning, scheduling and deploying of necessary resources.
The Project Manager will be
(1) Responsible to co-ordinate, discuss and liaise with the Independent Engineer and
NHAI.
(2) The manager of overall maintenance of the project by directly monitoring and guiding
the maintenance works being planned and carried out by the O&M Manager.
(3) Ensure the submission of the reporting requirement to NHAI and IE as per the CA.
(4) Responsible to ensure all statutory compliances with the help of Public Relation
Officer as per the requirements of the Concession Agreement.
3.2.1.2 O&M Manager
The O&M Manager will plan, schedule, execute and assure quality of all inspections and
maintenance during the O&M period. He will guide and monitor the functioning of the
Maintenance executive and the Public Relations Officer. The O&M Manager will be reporting
to the Project Manager and will also interact with the IE for routine requirements of O&M.
3.2.1.3 Public Relation Officer (PRO)
The Public Relation Officer reporting to the O&M Manager will be responsible for handling
matters with all third parties for:
(1) Obtaining the applicable permits
(2) Co-ordinate with local Municipal bodies
(3) Co-ordinate with support agencies including police, hospital, ambulance, fire brigade,
insurance etc.
He will be the chief of the Emergency Response Protocol (ERP) team for traffic management
and safety of the users and workmen on the Project Highway. The ERP team shall consist of
four personnel working under the Route Operations Manager functioning as the Highway Patrol
Team. The other engineers will form part of ERP team on a rotational basis as scheduled by
the Project Head from time to time.
Education of Customers: Through frequent road shows, leaflets, Variable Message Boards etc
education of the road users will be carried out regarding modes of toll payment, customer
services, location of facilities, Recovery facilities, Medical facilities, Parking, Road Signs and
safety aspects.
The PRO will also generate all related reports for submissions and record.

3.2.1.4 Maintenance Executive


The Maintenance Executive reporting to the O&M Manager will be responsible to maintain the
Project Facilities. He will achieve the above objective through a team of technical personnel to
perform inspections and undertake maintenance activities.
He will prepare the schedule of inspections, maintenance and relevant reports including
Monthly Progress Report. He will also have an advisory role in the ERP activities.
He will function as the “O&M Manager” during absence of the O&M Manager.
3.2.1.5 Civil / Structure Maintenance Engineer
The Civil/Structure Maintenance Engineer will be responsible to maintain:
(1) Carriageway Pavement and Road Marking
(2) Signages/ Road Furniture and Safety Barrier
(3) Vegetation / Landscape and Turfing / slope protection
(4) Drainage along and across the Project Highway
(5) Inspection of all drainage structures / bridges and retaining walls
(6) Toll Plaza / Other buildings of the Project
(7) Truck Lay Bye and Bus shelters / Other Project Facilities
Under the guidance of the Maintenance Executive he will perform the routine / periodic
inspections and identify the maintenance requirements for Highway as well as Structures. He
will also be directly responsible for the maintenance activities for entire corridor including
structures, adherence to the methodologies and the safety requirements.
He will also be the member of the ERP team as per the scheduled deployment defined by the
Project Manager from time to time.
3.2.1.6 Route Operations Manager
The Route Operations Manager will be responsible for
(1) Corridor control will be developed in consultation with local administrative authorities
and the IE and ensure the compliance of it.
(2) Prohibit Encroachments and assist the authorities responsible for removal, if
necessary
(3) Ensure Traffic Management and safety during Accident and Force Majeure events
(4) Keep record of all accidents
Under the guidance of the PRO, he will perform the routine / periodic inspections and ensure
safety along the Project Highway.
He will be the in charge for the ERP team operations.

3.3.1 Responsibilities of Key personnel


3.3.1.1 Project Head
Co-ordination & oversee of Toll Operation - Revenue accounting and remittance as per laid
down system and procedures & documentation. Ensure discipline is maintained among the
staff, their training and development. Statutory Compliance, implementation of Company
Policies to their right spirits.
3.3.1.2 Manager Toll Operations
Responsible for Toll operation Management including traffic management, hassle free &
smooth Toll Operation - at Toll Plaza. Revenue Security. Proper deployment of manpower. To
ensure that each shift is closed as per laid down procedures and all records are documented.
Close the operation day. Remittance of revenue to the Bank Preparation of daily Traffic &
Revenue Report. To ensure that all records as prescribed are maintained properly and without
deviation.

SECTION IV
HIGHWAY OPERATION

4.1 Traffic Flow Operation & Traffic Management Plan


It prescribes the procedures and systems for activities including but not limited to the following
for the regular and emergency operations of the Project Highway and Project Facilities thereon.
(1) Permitting smooth and uninterrupted flow of traffic during normal operating conditions.
(2) Functioning of the Toll System including charging and collecting the fees from the
road user in accordance with the CA.
(3) Functioning of the lighting system;
(4) Functioning of the Patrolling System
(5) Functioning of rescue and medical aid services
(6) Ambulance as and when required
(7) Fire Brigade as and when required
(8) Tow away truck and cranes as and when required
(9) Functioning of the Project Facilities
(10) Administrative, Operational and Maintenance Base Camp
(11) Rest Areas
(12) Truck Parking Lay bays
(13) Pickup Bus stops / Bus Bays
(14) Dispose the waste gathered from Litterbins.
4.1.1 Traffic Management
In order to provide smooth and uninterrupted flow of traffic during normal operating conditions,
the Concessionaire shall adopt the following Traffic Management.
The main aim of the Traffic Management is to ensure safety of the road user as well as the
construction workers, which the Concessionaire shall attend throughout the Concession
Period.
The Highway Patrolling team under the guidance of the Route Operations Manager will
undertake the basic regulations of traffic on the spot and in close consultation with the PRO.
For regular maintenance activities, the standardized pattern of Traffic Management will be
adopted, In case of emergency, procedures as illustrated below will be adopted.
(1) The IE will be informed under situations requiring added safety like accident, damage
due to a Force Majeure event for vetting of the safety measures taken at the spot.

(2) However, all the events will be reported by the Concessionaire in the Monthly
Progress Report.
Before the commencement of any major Traffic Management, an overall traffic management
plan and programme for the planned/scheduled activity will be prepared and submitted to the
IE. The plan will be generally based on the following operational parameters:
(1) At major intersections all traffic turning movements will be allowed at all times, subject
to 4.2; (Toll Management System )
(2) Traffic speed through the working zone shall be reduced to 40 km/hr by designed
speed bumps( IRC 99- 1998 may be referred as guidelines )and warning signs
(3) For the safety of working workers as well as the traffic, a physical separation of about
1.5 m between work area and the highway traffic will be maintained by installing
suitable drums;
(4) All working traffic shall enter and exit the construction site at designated and manually
controlled entrances;
(5) Adequate advance warning and information signs shall be provided in accordance
with IRC/MORT&H standards and specifications.
The mandatory traffic signs together with other necessary cautionary signs will be provided,
erected, maintained, repositioned, covered / uncovered and removed as required in respect of
works on the Project Site. Adequate safety during nighttime will be ensured by providing mobile
emergency lighting units with illuminated warning signs at important locations.
4.1.2 Corridor Control Plan
Regular 24 hours patrol/surveillance of the ROW in respect of the Project / Project Facilities will
be done to monitor report and take action against activities such as encroachments,
unauthorized construction on/ astride road or entrance connections, structures, interference
with drainage system within the highway corridor.
