1.0 The Project at a Glance
1.1 Project Background
The Government of India (GOI) through Ministry of Shipping, Road Transport & Highway

has entrusted National Highways Authority of India (NHAI) under the prestigious National

Highways Development Project (NHDP) Phase-III Programme, for taking up 4-laning work

of section from KM 128+117 to KM 215+900 on Design, Build, Finance, Operate and

Transfer (DBFOT) basis of the existing 2-lane National Highway No. 59, connecting

Ahmadabad and Indore.

National Highway No. 59, connecting Ahmadabad with Indore, is one of the important

Highway corridors of the country. It serves as an important link to connect Indore -

Ahmadabad important cities with its rich hinterland part of Gujarat and Madhya Pradesh.

NH-59, which originates from Ahmadabad and ends at Indore, en route passing through

very important cities & Towns like Kanba, Kathlal, Balasinor, Sevaliya, Timba, Godhra,

Piplod, Limkheda, Dahod, Katwara, Jhabua, Rajgarh, Dhar and Lebad travelling a

distance of 376 Km. through the state of Gujarat (212 Km) and Madhya Pradesh (164

Km).This Package-II project is from Godhra to Madhya Pradesh/Gujarat border section of

NH-59 in the state of Gujarat. The project corridor starts from KM 128.117 near Godhra

Bypass and ends at Km 215.900 i.e., Madhya Pradesh/Gujarat Border (approximately

87.285km).NHAI had accordingly invited proposal by issue of notice dated 25-02-2009

(the Tender Notice) for short listing of Bidders for “Construction, Operation and

Maintenance of the KM 129+300 to KM 215+900 (approximately 87.285 Km) on Godhra to

Madhya Pradesh/Gujarat border section of NH-59 in the state of Gujarat by Four-Laning

on DBFOT basis”. The NHAI shortlisted certain bidders and finally awarded the work to

M/s BSCPL Infrastructure Limited. The selected bidder M/s BSCPL Infrastructure

Limited, later formed a SPV Company i.e. M/s BSCPL GODHRA TOLLWAYS LIMITED

as a concessionaire to undertake and perform the obligations and exercises the rights of

the selected bidder under the LOA. M/s BSCPL GODHRA TOLLWAYS LIMITED acting as

a special purpose vehicle

(concessionaire) has been incorporated for implementing the project on Design, Build,

Finance, Operate and Transfer (DBFOT) basis for a Concession Period of twenty seven

(27) years. The concession agreement was signed between NHAI and M/s BSCPL

GodhraTollways Limited on 25th February, 2010. The concessionaire appointed M/s

BSCPL Infrastructure Limited as their EPC Contractor for carrying out and implements the

project works under the scope of the Project Highway.

NHAI has also appointed M/s Intercontinental Consultants and Technocrats Private

Limited to act as the Independent Engineer for this Project, who got mobilized on 15 th

January, 2011.The concessionaire and SBI Capital Markets Limited (the Lead Arranger)

have approached the State Bank of India (SBI) for financing the project debt. The

Consortium of lenders with State Bank of India as Senior Lenders have agreed to finance

the debt capital for the Project and the Financial Closure was achieved on 14 th May,

2010.The Senior Lenders have also appointed M/s FrischmannPrabhu as Lender

Engineers to oversee the Project Implementation and monitor the work progress.The

Appointed Date of the Project was declared by the NHAI after having a joint meeting of the

Project Director, NHAI, the Independent Engineer and the Concessionaire at NHAI Head

Office, Dwarka on 09th March, 2011 and declared the Appointed Date as 01 st March, 2011.

The Concessionaire has executed the project more than 75% and Provisional Certificate

has been issued. The commercial operation started from 02-11-2013.

PCOD-2 certified after completion of 98.12% of project (except 1.635 km approach of km

171+300 ROB) by ICT on 25.09.2015 and PCOD-2 has been issued by NHAI on

28.09.2015. The Toll Rates are revised for the PCOD-2 and the rates are effected from

30-09-2015.

1.4 Operation and Maintenance activities

This report covers the activities undertaken by the Employer/Concessionaire and

Independent Consultant during this reporting period of October 2021. This is the 1st

Monthly Status Report for Operation and Maintenance.

Initial Rates: The Concessionaire after completing the 78.271km out of 87.102km i.e.

89.86% has requested Independent Engineer to issue Provisional Completion Certificate

pursuant to Article 14.3.2 of the C. A. The Independent Engineer has obtained the consent

of the Authority and issued the provisional certificate and the commercial operation has

been started at 5:00 a.m. on 02nd day of November 2013 after publishing the user fee rates

in one English and one in Gujarati (vernacular) language leading newspapers on 1 st day of

November 2013.

Revised Rates: The annual revision of user fee have been implemented from 01 st April

2014 after publishing the NHAI approved revised user fee rates in one English and one in

Gujarati (vernacular) language in leading newspapers on 31st day of March 2014.

PCOD-2 Revised Rates: The Concessionaire after completing the 85.467km out of

87.102km i.e. 98.12% Independent Engineer certified Provisional Completion Certificate-2

pursuant to Article 14.3.2 of the C. A. The Authority and issued the provisional certificate

and the toll revised rates are started from 30th September 2015 after publishing the user

fee rates in one English and one in Gujarati (vernacular) language leading

newspapers on 29th day of September 2015.

Salient features during 1st Month of O&M

 PCOD-2 certified by ICT on 25.09.2015 and issue by NHAI on 28.09.2015. The

Toll revised rates are effected from 30.09.2015

6.1 Site Inspections, Meetings and
Suggestion / Advice on the Technical Issues

Shri R.K.Bansal, Chief General Manager (Tech) & RO,Gandhinagar visited project site
on 01.09.2015.

IE’s Safety expert Mr. Jacob George site visited on 01.09.2015.

The Independent Engineer carried out regular inspection for monitoring of maintenance
work. The daily updates are enclosed in this report in “Operation and Maintenance stage”.

The regular meetings were also being conducted during month to have proper
coordination for the project.

Representatives of Independent Engineer carried out site inspection on 16 th September


2015 and subsequently put their observations on inspection report which are duly
covered in Defect List and the compliances done against the same have been covered in
Monthly Compliance Report.

6.2 O&M Constraints/Critical Issues

S. No. Particular

Around 10,500 vehicles other than two wheelers, three wheelers and tractors have
1 been exempted in this month due to and during conflict with local villagers on toll fee
exemption issues. Which is turn into a great fiscal loss in this month.

A tendency has been found that Owners / Drivers of Class-1 and Class-2 vehicles are
2 trying to escape without paying toll fee. They are gaining high speed at the time of
escape, leaving scope of accidental hazard near / around toll complex.

As per the report / observations of the local RTO & Police officials, a considerable
numbers of traffic diverting / escaping through alternative routs from Devgarh Bariya

and from Santroad to avoid Toll Tax. This tendency in turn contributing to a great
financial loss subsequently.

6.6 SCHEDULE-K
The Concessionaire shall repair and rectify the defects and deficiencies specified in this Annex-I
of
Schedule-K within the time limit set forth herein.

(a) Superstructure of bridges

(i) Scouring and/or cavitation 15 days
(c) Piers, abutments, return walls and wing walls of bridges

(e) Joints in bridges
(i) Loosening and malfunctioning of joints 15 days
(f) Other items relating to bridges
(i) Deforming of pads in elastomeric bearings 7 days
(ii) Gathering of dirt in bearings and joints; or clogging of spouts, weep 3 days
(iii) Damage or deterioration in parapets and handrails 3 days
(iv) Rain-cuts or erosion of banks of the side slopes of approaches 15 days
(v) Damage to wearing coat 15 days
(vi) Damage or deterioration in approach slabs, pitching, apron, toes, 30 days
(vii Growth of vegetation affecting the structure or obstructing the 15 days
