QUALITY ASSURANCE
I.1
INTRODUCTION
Planning and controlling standards for quality are fundamental in both the
design and construction phases of a project. This aspect of a project, while
closely interrelated with costs, schedule, procurement, and value
engineering, deserves its own amplification.
This sheet begins with a definition of Quality Assurance. It will then
describe the different Quality Assurance flow diagrams presenting clear
steps for achieving the required quality standards. Then there will be brief
working procedures of different items, test descriptions, quality standards
and quality controls. Allocation of responsibility is equally important for
attaining required quality standards and hence it describes the
responsibility of different key personals and organizational break down
structures near the end for clear understanding of line of command or flow
of information. A brief description of inspection and frequency of testing to
be performed presented at the end will be valuable controls for assuring
required quality standards.

Carry out the cross-section work of the existing road with level
Machine.
Carry out the base line survey with Total-Station.
Draw the existing ground cross section along with the plan and
longitudinal profile.
Get approval of the final design of the stretch of existing Asphalt
concrete level before the excavation of the existing Asphalt
Concrete.
Remove the existing Asphalt Concrete and if required the base, subbase and the capping layer to the required depth.
Take the joint level of the surface and carry out the watering and
rolling to get the formation level.
Add the approved material for Capping layer, Sub-base and Base
layer as per the design requirement and get the level of the
individual layer jointly.
Take the final level of the base surface with adequate watering and
rolling fulfilling the compacted density as per the specification
and maintaining the design level as per the approved design and
drawing. Maintain level sheet jointly signed by the Contractors
and Engineers Representative.
Carryout the brushing and cleaning works with compressor and
wired brush.
Apply prime coat with cutback bitumen as per the specification and
leave the surface untouched for 3-4 days.
Apply tack coat to the dry surface as per the specification and
overlay Asphalt concrete over the surface with the Paver and
compact the surface by PTR and then by Tandem roller to the
compaction required.
Carry out the priming work to the shoulder as per the specification
and leave it to dry for few days (3-4) days.
When the surface is dry spray the cutback bitumen with distributor
and consequently spray the first coat of aggregates and carry out
the compaction with the PTR roller and finally with still roller.
Carry out the back rolling for 2-3 days consequently.

After 3-4 weeks remove the unstacked aggregates and again spray
bitumen to the surface and spray the second layer of the
aggregates.
Carry out the rolling works with the PTR and Still roller and after 2-3
weeks remove the unstacked aggregates.
Finally take the level of the Shoulder and the Carriageway.

3. GRAVEL SUB-BASE
Sub-base materials will be stockpiled in the stockpile yard and notify
the Engineer for necessary checking.
After the approval of the material, the gravel sub base will be
transportation and dumped on the approved sub grade layer.
Mixing of sub-base material on road with the help of grader at site.
Oversize particles will be either break manually or pickup at site
with the help of labors.
Spraying of water close to the OMC by water browser and check the
moisture content.
If water content is more than OMC, leave to sundry until it comes to
OMC and if water content is less than OMC add water to bring to
OMC.
Spreading of the sub-base material to the required shape, grade and
depth.
Rolling started from edge to centre on straight section and from
inner edge to outer edge on the super elevated section
Checking of field density as per the specification.
Checking of line and levels of the finished surface.
The approved gravel sub-base layer will be partly covered by on
coming layer of CRM.
Approval of the completed section.
4. CRUSHED STONE MATERIAL FOR BASE
Approval of the source of rock stone for producing CRM.
Production of the CRM in the crusher plant.
Testing of CRM material as per test frequency presented in the
appendix and approval of the stockpile.
After the approval of the material, the CRM sub base will be
transportation and dumped on the approved sub grade layer.
Mixing of sub-base material on road with the help of grader at site.
Spraying of water close to the OMC by water browser and check the
moisture content.
If water content is more than OMC, leave to sundry until it comes to
OMC and if water content is less than OMC add water to bring to
OMC.

5. SURFACE DRESSING
This section includes supply and laying of Surface Dressing surface
treatment with approved cutback bitumen and aggregate.
Materials
Aggregate As-dug gravel medium graded aggregate will be screen
from approval quarries. Aggregate used in Surface Dressing will be
medium graded aggregate and gradation and strength shall be as
per the Specification.

Human resource is the key factor for controlling other resources in any
industry or in any business environment. Properly organized and managed
human resources produce the best output results. As both contracts as in
continuous alignment we are intended to work with single management
which has been even approved by the Engineer. In this project, a Quality
Control engineer will be appointed for the project period and he will be
fully responsible for maintaining the overall quality of materials and work.
He will visit site and laboratories frequently. Though laboratory
establishment is being our obligation, we will have own lab technician,
who will record all tests at site and collect documents. Quality control
during construction and store entry and storing of materials is equally on
site and the line of command will be as shown in the OBS Fig. 5. Similarly,
experienced storekeepers will be appointed so that they will be fully aware
of storing the materials and checking before entry. The OBS for the store is
shown in Fig 2. However, the overall responsibility of quality goes to the
Contractors representative and he will issue the necessary instructions
for maintaining quality standards time to time.

SAFETY MEASURES
a.
The working sector will be provided with proper traffic control and
safety measures. The proper traffic control devices such as traffic
signs, traffic markings and traffic signals are provided at required
locations. The one-way traffic should not be exceeded by length of
500 m.
b.
The flags, flag-men and signboards will be provided at the start and
end of working sector prohibiting the speed of the vehicle to get
attention that the work is going on.

All the workers at site will be provided with helmet, shoes and hand
globes for safety.

Providing
