CHAPTER - 1
INTRODUCTION

1.1 PROJECT BACKGROUND

The Indian Academy of Highway Engineers (IAHE) has been entrusted with the assignment
of Project Management Consultancy Phase I including preparation of Detailed Project Report
of selected stretches/corridors of National Highways for Two/ Four laning with paved
shoulder configuration in the States of Maharashtra, Gujarat, Chhattisgarh, Rajasthan and
Karnataka. Under this phase, Government of India felt the necessity of partially access
controlled corridor between Dhoraji and Jamnagar through upgradation of a 105 km long
Dhoraji-Jamnagar section of NH-927D. The proposed improvements of Dhoraji-Jamnagar
highway aims for:

 Important Interstate connectivity between Dhoraji to Jamnagar Port Centre.

 Connectivity to many headquarters/taluka place developed as business centre and


Agriculture Marketing Yard.

 Better connectivity to important town Kalavad and Jamkandorna along the project
corridor.

 Provide a platform for better economic and Industrial growth of the region.

IAHE has invited proposal for carrying out Feasibility study and Detailed project preparation
for upgrading to 2 lanes/2 lane with paved shoulders configuration of Dhoraji-Jamnagar
section of NH 927D in the state of Gujarat (Package No: NH/IAHE/18). This project is under
category-I.

The work for Consultancy Services for Preparation of Feasibility cum Detailed Design
Report of Dhoraji-Jamnagar Section of NH-927D has been awarded to M/s Consulting
Engineers Group Ltd., Jaipur vide IAHE/Admin/07/Project-MORT&H/2014-15/18 dated
14.05.2015. Accordingly consultant has commenced the services on 29.05.2015 vide CEG/D-
121/2015/79 dated 22.05.2015. After detail reconnaissance survey and preliminary option
study Draft Inception Report has been submitted by consultant on 19.06.2015 vide CEG/D-
121/2015/128. The comments on Draft Inception Report has been issued on 20.07.2015 vide
IAHE/DPR/Tech/NH-IAHE/18/2015-16. Accordingly the DPR consultant incorporated the
observations received from IAHE on Draft Inception Report and submitted the Final
Inception Report on 29.07.2015. As on date all Survey Investigation work on Existing road
has been completed and this report contains the Draft Feasibility Report.

1.2 THE PROJECT ROAD

National Highway No. 927D (NH 927D) lies in western India. Earlier it was SH-26 and
recently converted into NH-927D. The project road connects Dhoraji in Rajkot district with
Jamnagar in Gujarat. The project road starts from km 107+500 of SH-26 (old) at the Junction
of NH-27 where grade separation by VUP is exist with SH-26 and NH-27. The project end
point exist at km 4+700 of SH-26 and Junction with SH-25. The existing length as per km
stone difference is 102+800 km. The existing project highway comprises two lane and
intermediate lane at some section except Jamkandorna and Kalavad town having four lane
configuration with Deficient geometry. The present SH-26 notified into NH-927D vide S.O.
No. 1522(E) as Annexure 1.1.

The Project study corridor starts at junction of NH-27 km 96/300 and NH-927D (SH-26) Km
107/500 in Dhoraji and ends at Junction of SH-25 km 85/900 (Km 4+700 of SH-26) in
Jamnagar via Jamkandorna, Kalavad, Haripar, Vijarkha villages etc. The Key Map depicting
the project road is presented in Figure 1.1.

GT sheet of Project stretch has been collected from survey of India office Gandhinagar-
Gujarat and existing project alignment demarked is presented in Chapter-7.

1.3 OBJECTIVE OF THE CONSULTANCY SERVICES

The main objective of the consultancy service is to establish the technical, environmental,
social, economical, and financial viability of the project and prepare detailed project reports
for rehabilitation and upgrading of the existing road to 2/4 lane configuration.

The viability of the project will be established taking into account the requirements with
regard to rehabilitation, upgrading and improvement based on highway design, pavement
design, provision of service roads wherever necessary, type of intersections, rehabilitation
and widening of existing and/or construction of new bridges and structures, road safety
features, quantities of various items of works and cost estimates and economic analysis.

The Detailed Project Report would inter-alia include detailed highway design, design of
pavement and overlay with options for flexible or rigid pavements, design of bridges and
cross drainage structures and grade separated structures, design of service roads, quantities of
various items, detailed working drawings, detailed cost estimates, economic and financial
viability analyses, environmental and social feasibility, social and environmental action plans
as appropriate and documents required for tendering the project on commercial basis for
international / local competitive bidding.

The DPR consultant shall ensure detailed project preparation incorporating aspects of value
engineering, quality audit and safety audit requirement in design and implementation.

The consultant should, along with Feasibility Report, clearly bring out through financial
analysis the preferred mode of implementation on which the Civil Works for the stretches are
to be taken up. The consultant should also give cost estimates and tender documents along
with Feasibility Report/ Detailed Project Report.

1.4 SCOPE OF THE CONSULTANCY SERVICES

1.4.1 As far as possible, the widening/improvement work to 2 lane/ 2 lane with paved
shoulder shall be within the existing right of way avoiding land acquisition, except for
locations having inadequate width and where provisions of short bypasses, service
roads, alignment corrections, improvement of intersections are considered necessary
and practicable and cost effective. However bypasses proposals will also be
considered, wherever in urban areas, improvement to 2/ 4 lane of the existing road is
not possible. The Consultant shall furnish land acquisition details (i.e. all necessary
schedules as per L.A. act) as per revenue records/ maps for further processing of land
acquisition. Consultant shall also submit 3a, 3A and 3D draft notification for
acquisition of land.

1.4.2 Study the possible locations and design of toll plaza. Wayside amenities required on
tolled highway shall also be planned. The local and slow traffic may need segregation
from the main traffic and provision of service roads and fencing may be considered,
wherever necessary to improve efficiency and safety.

1.4.3 Preparation of suitable proposals for widening / improvement of the existing road to 2
lanes with paved shoulder with required at the appropriate time to maintain the level
of service over the design period.

1.4.4 All ready to implement ‘good for construction’ drawings shall be prepared.

1.4.5 Environmental Impact Assessment, Environmental Management Plan and


Rehabilitation and Resettlement Studies.

1.4.6 Obtaining all necessary clearance from concern agencies for implementation of
project.

1.4.7 Preparation of the Bid Documents including schedule, based on the feasibility report,
due to exigency of the project for execution if desired by IAHE. Assist the MoRTH/
IAHE and its Financial Consultant and the Legal Adviser by furnishing clarifications
as required for the financial appraisal and legal scrutiny of the Project Highway and
Bid Documents.

1.4.8 Preparation of separate documents for BOT as well as EPC contracts at Feasibility
stage/ DPR stage as per the financing options finalized like BOT, Annuity, and EPC
during feasibility study stage.

VOLUME-I: MAIN REPORT
Systematic presentation of project details is no less important. It is crucial for accurate
execution of work in the field. Therefore Feasibility Report should contain details in proper

chronology for easy understanding. The report is structured into number of chapters dealing
with various parameters of the Project.
The Feasibility Report contained following Chapters:
