The Ministry of Road, Transport and Highway (MoRT&H), Government of India had entrusted National
Highways Authority of India with the task of implementing of Golden Quadrilateral project. The
National Highway Authority of India is engaged in the development of highways and as part of this
endeavor, the authority has decided to undertake development of six laning of Delhi-Agra section of NH-
2 from km. 20.500 to km. 200.00 through private participation on built operate and transfer basis.
Delhi-Agra section of National Highway no. 2 is a part of Golden Quadrilateral connecting cities of Delhi
and Kolkata. This portion of NH-2 also provides connectivity to East-West corridor and North-South
corridor of NHDP. This stretch from Delhi to Agra of NH-2 comes under NHDP Phase- V.
The Authority has awarded this project to M/s Reliance Infrastructure Limited on DBFOT basis. M/s
Reliance Infrastructure Limited has since promoted and incorporated the concessionaire as a limited
liability company (M/s. DA Toll Road Pvt. Ltd.) as the entity which shall undertake & perform the
obligations and exercise the right of the selected bidder.
This monthly progress report covers project highlights, progress of work and includes the “Independent
Engineers monthly inspection report” on the highway project as per clause 13.2 of Concession
Agreement on the works executed in the Month of January 2023
The project road starts from Km 20+500 of NH-2 and ends at Km 200+000 of NH-2, thus making a total
The project road lies in State of Haryana and Uttar Pradesh, starts from Badarpur Delhi Border (Km
20.500) and passes through Faridabad industrial area, Ballabgarh, Palwal, Hodal, Kosi, Mathura and ends
at Agra (Km.200.00). The project road lies between latitudes of 28o28’18” and 27o12’22.7” north and
longitudes of 77’18’20.65’’ and 78’01’53” east.

Concession Agreement, Scope of Project, stipulates that the Project shall be executed on the Site as
described in Schedule “A.” The Scope of the Project shall include performance and execution by the
Concessionaire of all design, engineering, financing, procurement, construction, completion, operation
and maintenance of the Project during Concession Period as described in Schedule “B” of this
Agreement. The Concessionaire shall undertake its obligations at its own cost and risk.
The Concessionaire shall operated and maintain the project Highway by itself, or through O&M
Contractors and if required, modify, repair or otherwise make improvements to the project Highway to
comply with Specifications and standards, and other requirements set forth in this Agreement. Good
Industries Practice, Applicable laws and Applicable Permits and manufacturer’s guidelines and
instructions with respect to toll systems, and more specifically:
(i) Permitting safe, smooth and uninterrupted flow of traffic during normal operating
conditions;
(ii) Charging, collecting and retaining the Fees in accordance with these Agreements;
(iii) Minimizing disruption to traffic in the event of accidents or other incidents affecting the
safety and use of the Project Highways by providing a rapid and effective response and
maintaining liaison procedures with emergency services;
(iv) Undertaking routine maintenance including prompt repairs of potholes, cracks, concrete
joints, drains, line marking, lighting and signage;
(v) Undertaking major maintenance such as resurfacing of pavements, repairs to structures,
repairs and refurbishment of tolling system and hardware and other equipment;
(vi) Carrying out periodic preventive maintenance to Project Highways including tolling
system;
(vii) Preventing with the assistance of concerned law enforcement agencies unauthorized
entry to and exit from the Project Highway;
(viii) Preventing with the assistance of the concerned law enforcement agencies encroachments
on the Project Highway including Site and preserve the right of way of the Project
Highway;
(ix) Maintaining a public relations unit to interface with and attend to suggestions from users
of the Project Highways, the media, Government Agencies, and other external agencies;
and
(x) Adherence to the safety standards set out in Schedule ‘S”.
Site was inspected by us on various dates along with the staff of Concessionaire’s
representatives during the month. During inspection, site visit & meeting at Toll plazaswith
the representatives of NHAI and Concessionaire, various issues were discussed regarding
maintenance of road, Safety Regulation, Environmental Status, Mobilization, Maintenance
Work Plan Schedule, Progress, Quality of the work, Procurement of Material, Plants and
equipment installation, Technical & Administration etc.
During the month, the undersigned has raised the various issues during frequent visit to site
regarding Maintenance work plan schedule, Progress effective utilization resources, Highway
Management and other Safety aspects of the Project.
Further during the meeting on various occasions following manuals\reports etc. has been
discussed:
i) Monthly Maintenance Report and implementation of methodology as stated in
Maintenance Manual,
ii) Various important correspondence issued by NHAI, the Contractor and the Consultant.
iii) Quality Assurance Plan.
iv) Safety Issues and implementation of Safety Plan.
v) Maintenance Programme.
vi) Traffic Management Plan.
vii) Maintenance Manual.
viii) Toll Management Systems.
ix) ETC & Fastag.
x) Implementation of Various Guidelines, directives issued by MoRT&H and NHAI from time
to time.
During the meetings it was suggested that well planned sequence of operation and proper
methodology should be used to have best results. Concessionaire has been advised to submit
the Monthly Maintenance Programme well in time to ensure the proper implementation.

The Consultants shall perform the services and carry out their obligations hereunder with all
due diligence, efficiency and economy, in accordance with generally accepted professional
techniques and practices, and shall observe sound management practices and employ
appropriate advanced technology and safe and effective equipment , machinery materials and
methods” The Consultants shall always ” act, in respect of any matter relating to this Contract
or to the Services, as faithful advisers to the Client, and shall at all times support and safeguard
the Client’s legitimate interests in any dealing with Sub-consultants or Third parties and as per
Independent consultancy Agreement .
OPERATION AND MAINTENANCE STAGE:
The Independent Engineer shall Inspect the Project Highway once every month,
preferably after receipt of the monthly status report from the Concessionaire, but before
the 20th (twenty) day of each monthly in any ease, and make out an O & M Inspection
Report setting forth an overview of the status, quality and safety of O & M, including
conformity with the maintenance and safety requirements. In a separate section of O&M
Inspection Report, the Independent Engineer shall describe in reasonable detail the
lapses, defects or deficiencies observed by it the operation and maintenance of the
Project Highway. The Independent Engineer shall send a copy of its O&M Inspection
Report to the Authority and the Concessionaire within 7 (seven) days of Inspection.
The Independent Engineer shall in its O&M Inspection Report specify test if any, that the
Concessionaire shall carry out or cause to be carried out for the purpose of determining
that the Highway Project is in conformity with the maintenance requirements. It shall
monitor and review the results of such test and remedial measures, if any, taken by the
Concessionaire on his behalf. The Independent Engineer shall examine the request of the
Concessionaire for closure of any lane(s) of the carriageway for undertaking maintenance
/ repair thereof, keeping in view the need to minimize disruption to traffic and the time
required for completing such maintenance / repair in accordance with Good Industry
practice, It shall grant permission with such modification, as it may deem necessary,
within 3 (Three) days of receiving a request from the Concessionaire. Upon expiry of the
permitted period of such lane(s) and in case of delay, determine the Damages payable by
the Concessionaire to the Authority under clause 17.7.
Project: Independent Engineer Services during Operation &Maintenance period of 5 years for “Six

Design, Build, Finance, Operate and Transfer (DBFOT) basis”

(2) ROW
The fixing of Boundary pillars is incomplete.Ch.35+000 to 36+000 RHS MCW Cleaning
required, 33+500 RHS S/R Cleaning required, 43+900 RHS S/R lane Cleaning required.
(3) Drainage System
Pipe drains are chocked at many locations especially Side drain in Ch. 43+380 RHS Damage
Drain cover and Chamber Damage. Manhole covers is being laid at some places but that is
not fixed properly.
Construction of drains in some built-up areas is still pending. Cleaning of Covered drains
shall be carried out regularly. At many locations the drains are not functioning, require
urgent attention.
The establishments like Dhabas, Factories and retail out let have encroached upon ROW.
However some of the encroachments have been removed under the structure, which are
again encroached. Ch. 49+500 LHS, 160+350 LHS, 162+500 LHS, 100+420 RHS, 100+180
RHS.
4) Separators, PGRs and Footpath
Separator damaged at Km. 187+820, Ch. 185+600 RHS.
PGRS have been found not painting, unauthorized opening, damaged at many locations like
Ch. 38+480 RHS, Ch. 30+620(MGR), Ch. 25+180,(MGR) Ch. 33+460(MGR), Ch. 32+860
(MGR) Ch. 82+940, Ch. 50+040 LHS, Ch. 153+870 LHS, 167+350 RHS needs repair for
safety point of view.
PGR not paint at Km. 34+020 RHS, Km. 34+060 RHS, km.44+930 RHS, 46+960 to 47+000
RHS, Km. 54+040 LHS
PGR & MGR faded at few locations. Ch. 109+200 to 111+700 RHS, Km.135+000 to 136+900
median, 149+600 to 151+750, 196+350 to 197+100 median.
At Km 130+520 RHS, 153+700 RHS footpath are damaged.
Sign Board Ch. 82+670 LHS, 60+700 RHS, 68+190 Median, 58+300 Median, 57+310 Sign
Board damage.
Delineator damage Ch. 54+790, 43+700 Median,
5) Structures
Minor Bridge at Km. 92+980
Repair of abutment A2 and pier work is under progress.
Palwal Elevated Highway.
Cleaning of pier caps is yet not completed.
Concessionaire has been advised to maintain the Toll plaza premises and clean the
Toll booths and Lanes regularly.
8) SAFETY
Hazard Markers
Hazard Markers are present at the required locations like Median Openings, near
structures. Cleaning at a few locations is required and Concessionaire has been
informed to take the action at the earliest.
Thermoplastic Pavement marking and Kerb Painting
Kerb painting and Thermoplastic Painting work has been faded at some sections.
Contractor has been asked to redo the faded road marking stretches.
Crash Barriers
Crash Barriers have been installed as per the provisions. Concessionaire has been
asked to put the retro reflective tapes on it for night vision.
9) Street lighting works
Installation of street lighting poles/high mast is completed. Electricity Connection at Toll
plazas has already been done.
10) CONCLUSION:-
16. Concessionaire has to maintain the project corridor safe for the users and has to conduct
Condition survey of Road to assess the pavement condition.
17. The safety aspects as directed by the NHAI, IE& Safety cell be complied.
18. Monthly work programme to be submitted by the Concessionaire including details and
planned activities of weekly and daily regular & Special Maintenance work.
19. Concessionaire shall keep a record of Daily inspection report at Toll Plaza for the
verification.
20. Route Patrol shall be made more effective and staff shall monitor the project Highway for
ensuring uninterrupted flow of traffic by minimizing the Wrong direction traffic.
21. Deficiencies in Avenue and median planation shall be rectified at the earliest.
22. Unauthorized median opening shall be closed and Unauthorized Access must be closed.
23. Prevention of over speeding is required to reduce the fatal accidents by providing speed
limit boards.
24. It has been observed that removal of advertisement boards has been done at many locations
but still removal of the same within ROW are still left at some locations. Concessionaire is
instructed to remove left over advertisement boards/hoardings etc on priority.
25. All the balance missing sign & caution boards like T-Junction, Pedestrian Crossing, Median
gaps etc shall be restored in place from safety point of view.
26. It has been observed that blinkers at some locations are not functional, needs
repair/replacement on priority.
27. Sufficient / regular watering for plants in avenue & median is required.
28. Open RWH pit & manholes be covered on priority especially near Ajronda structure in RHS.
29. Excavated portion while removing electrical poles at Ballabgarh Flyover be rectified.
30. Garbage dumped at many locations, be removed.
Concessionaire is hereby advised to rectify the above defects & deficiencies within seven days in
accordance with the provisions of Concession Agreement and submit compliance report.

I.E has recommended for the damages of 47.44 cr vide letter no6434 dated 25.01.23 to
grant the EOT to the Concessionaire upto 20.05.2022(Date of issuance of provisional
completion certificate) by imposing damages @0.1%the performance security of Rs

To curb the long pending persistent issue of water logging existing at the project stretch at 48
locations (20 in Haryana Section and 28 in UP Section), the concessionaire undertook the
resolution of drainage issues and has successfully resolved most of them, The same have been
acknowledged with due back up of RFI’s. However, drainage issue at 7 locations in Haryana still
exists due to the issue beyond the reasonable control of the concessionaire and all such locations
are subjected to water logging due the adjoining communities surface water run-off and
accordingly the concessionaire has notified multiple times to the concerned Municipal
Corporations for the needful intervention and NHAI has also made several correspondences to
the concerned public bodies for their needful intervention. As acknowledged during site
inspections the issue is largely resolved in the entire section except Faridabad Section and the
matter is jointly pursued with the MCF.
The list of affected locations supplied by the Concessionaire where sewer over flow is taking
place, has been inspected jointly by the IE along with Concessionaire and found that the
Concessionaire has made reasonable efforts to resolve the drainage issue at all the locations
but still sewerage water is coming on the Service road at 7 locations which relates to MC
Faridabad and unless suitable action is not taken up by MCF, the permanent solution of water
logging at these locations cannot be resolved. The sewer line laid by MCF is very old which
have now blockage at many places resulting in overflow of sewer.
It has also been observed that at three locations, private residential colonies are at higher level
and have open side drains which overflow and water comes on Service road. Moreover, at
some locations the remedial measures such as pump house has been set up by the
Concessionaire but the MCF has not taken the hand over for further maintenance.
Furthermore the Concessionaire requested for shifting of the all-balance 7 number locations in
a punch list-B. In this regard the Authority has also communicated to the MCF and
DC,Faridabad to intervene and to resolve the issue by their end vide NHAI letter no 69096 and
69097 dated 06.02.2023 and accordingly, we can take undertaking from the concessionaire to
resolve all concerned locations in due coordination with the MCF and the concessionaire
should also undertake to take the whole responsibility of surface water run-off pertaining to
the road and must also keep dewatering resources at large , to ensure MCW and Service road
remains water logging free even in a case of unexpected unprecedented rains.
