ATTACHMENT 4 SCOPE OF WORK

1. Introduction

The purpose of this section is to give an overall description of the Scopes of Work to be
performed by Contractor on the basis of the ITB.

2. Service period

3. General Scope of Work

3.1 is currently engaged in located in Nigeria, as EPC Contractor.

3.2 CONTRACTOR shall provide camp No.1 construction at appointed location, on


west side of A2 Road, near Katabu, 10km north of Kaduna city. Please see the
Annex1- CLIENT YARD LOCATION and Annex2- BOQ.

3.3 Any work required but not specifically defined by the Scope of Work but necessary
for the proper completion of the Work for suitability to the purpose intended shall have
to be carried out and included in the lump sum price.

3.4 The contractor shall follow the requirements according to the drawings (Ref. to
Annex3) and instructions from Client engineers and guarantee that the Camp can
meet with all the functionality required by the Company.

3.5 Construction Work shall include, in general, but not be limited to the following:

3.5.1 Provide qualified personnel and equipment for construction activities.

3.5.2 Preparation of Logistics Study in accordance with requirements.

3.5.3 Contractor shall strictly comply with oil field’s laws, orders, and regulations
pertaining to health and safety which are applicable to the location where the work is
being performed.

3.5.4 Planning all Site facilities required for the contract.

3.5.5 Preparation format for Weekly Work and obtaining Site Operations Work
permission, attach the relative picture.

3.5.6 Follow construction quality requirements of Client.

3.5.7 Follow HSE and security requirements of Client.

3.5.8 Preparations of all detailed construction network Schedule.

3.5.9 The Contractor shall properly / effectively manage and control the Works.

3.5.10 Obtaining all required licenses, approvals, and permits for the work from
relevant government authorities.

3.5.11Transport, receipt, inspection, storage, handling and administration of all


equipment and materials at the work site.

4. Other Requirement

4.1 Total Contract price is based on the unit price as per commercial quotation. The
price is inclusive of VAT and WHT stipulated by Nigeria, which may by adjustable in
future, enforced by Nigerian Law.

4.2 This price shall be the amount paid by Client to SUBCONTRACTOR against
SUBCONTRACTOR’s completion of all obligations under the contract, includes but
not limited to all costs of manpower, materials and equipment for the service,
benefits, risks, taxes and duties related (including the Withholding Tax and Value-
added tax forced in Nigeria).

4.3 The payment shall be made upon completion of works inspection and
fully acceptance by CLIENT’S representative on site.

5. Community Liaison

5.1 The Contractor is responsible for the management of the community liaison
aspects during the performance of the Works.

5.1.1 The Contractor shall establish a dedicated community liaison entity for the
community liaison and the interaction with local communities and affected
persons, all local entities and Authorities as well as the community liaison team of
the Employer and other EPC contractors during the performance of the Works.

5.1.2 The Contractor shall prepare all required documents for the community
liaison management of the Project including, but not limited to:
1. Community liaison manual;
2. Community liaison plan; and
3. Community liaison procedures.
The Contractor shall submit Community Liaison management documents not later
than 30 days after the Commencement Date for Approval by the Employer.

5.1.3 The Contractor shall establish a system for the reporting of all community
liaison affairs.
The Employer shall have the right to specify, change or increase the frequency,
level of detail and areas to be addressed in the Contractor’s reporting.
1. Weekly reports;
2. Monthly reports; and
3. Special/Specific reports.
The Contractor shall furnish the Employer with monthly reports for all Works
identifying at least, but not limited to:
1. The main aspects of the works performed, recognising all work
packages and work groups of the Contractor’s Scope of Works;
2. The current status of work force and equipment mobilisation;
3. The actual progress in relation to planned progress;
4. Key Performance Indicators for Security, H&S, Environmental, QA/QC
works performance; and
5. Areas of concern and applied mitigation measures.

5.1.4 The Contractor shall address and implement all actions mandated or
requested by the Authorities of the Federal Republic of Nigeria in relation to its
performance of the Works. All actions shall be Approved by the Employer.

5.1.5 The Contractor shall establish a register of Project commitments towards


the general Public, communities, landowners or other Project affected persons,
identifying the nature, source, time, and initiator of the commitment as well as the
actual status of the implementation and close-out.

5.1.6 The Contractor shall register all complaints or comments that he receives
during the performance of the Works, into a central database (the comment and
complaint register) tracing the required and initiated actions as well as the status
of implementation. The database shall be updated on a daily basis and shall be
submitted to the Employer on a regular basis and upon specific request by the
Employer.

5.1.7 The Contractor shall afford for and cooperate with the community liaison and
social compliance monitoring performed by the Authorities of the Federal Republic
of Nigeria, the Employer or any other nominated Third Party.

6. Permits, Authorizations, Approvals, and Third Party Interfaces

6.1 In respect of the Works, the Contractor shall be fully and solely responsible for
securing in a timely and systematic manner, permits, licenses, Approvals and
authorisations and any other requirements associated with the interfaces with Third
Parties or Government Authorities required for the execution of the Works.

6.2 The Contractor is responsible to identify and obtain all permits and authorizations
for the performance of all Works. This shall include, but be not limited to:

1. Design permits and Approvals for the Contractor’s detail design and
construction design works;
2. Importation permits for the importation of Materials and equipment for
the performance of Project activities;
3. Transportation permits for the transportation of Materials and
equipment on public roads;
4. Labour permits and visa for the hiring of local and expatriate workers;
5. Work permits for the performance of general or specific work activities;
6. Crossing permits for all crossings with other installations or objects
(including crossings newly identified during the Contractor’s
pre-construction investigation);
7. Utility permits for the temporary and permanent connection to existing
utilities;
8. Disposal permits for the disposal of waste and effluents; and

9. Any other permit, authorisation or Approval required for the


performance of its Scope of Work or related to the completion,
certification or inspection of Works performed within the Contractor’s
Scope of Work.
