FOUNDATION:-
The foundation of “Spectrum Engineering Consultant “as a reputed firm is in the field of Construction design &
supervision. Due to the best management skills and Customer’s satisfaction, SPECTRUM has contributed a lot in
setting landmarks in the construction’s consultancy field.

The company built its reparation based upon the huge ambitions and sincere hard efforts achieved by the
experienced engineering staffs who is contributing to successfully bring our firm to quite a pioneer leader in our
specialized field.

Our honest intention is to provide our valuable clients with the following:
- The precision and advice to meet the client’s needs & taste.

- The Extensive-detailing equivalent to international Consulting firms enabling the shortest execution period.

- Provide upon clients design / approval the latest technology in building constructions.

Our technical support system is manifested by using extensive Computer Aided Design (AutoCAD) adopting the latest
versions and program Software.

Our Consultancy firm covers all engineering services relevant to our licensing on an In-House work of experienced
Engineers and Draftsmen (Architects, Engineers, Electro – Mechanical engineers, Interior Designers, Landscaping) in
addition to superior projects management & feasibility studies.

2-2 GENERAL INFORMATION

Owner Managing Partner / Director:

Mr. Ashraf M. Shubair

(Bachelors in Civil Engineer.)

(Masters in Civil Engineering) from University of Waterloo from Canada in 1994

Eng. Ashraf was Resident Manager in B+G+3 + Swimming Pool on roof @ ALMAZAYA Centre @ sheikh Zayed road
which has project cost of 140,000,000, (One Forty Million Dirhams ) whose infrastructure contractor was M/S
Khansaheb civil Engineering & Superstructure Contractor was M/S Energy project Middle East, He was also Resident
Engineer for the ENOC BUILDING at Oud Mehta road which has project cost of 35 million dirhams, He was working in
Dubai Municipality in building and housing department in building control section as a senior engineer since year
2000-2003,We are established on 2003 march

2-3 STRUCTURE & ORGANIZATION

A brief outline of the is key personal staff presented as here under:

 Architectural Engineers: The Architectural Dept. is supported by three experienced architectural engineers and
one interior designer.

 Structural Engineers: The Structural Dept. is supported by two experienced structural engineers.

 Draftsmen: Also, office is supported by four experienced draftsmen specialized in all design fields.

 Project Manager: The office is supported by D.M. & the P.M. to analyze tenders, Provisional sum packages &
preparing contractual documents including letters, relevant to FIDIC & conditions of contract; variation orders;
monthly progress report; nomination letters.

 Project Engineers: Also, office is supported by four project engineers who takes the role of the supervision on

project activities; who are preparing tender documents & quantity surveying (take - off) for projects under
design as well as supervising project activities.

 Administration: Office is supported by one executive secretary who handles the documents properly.
MEP Section: Well runnel by two experienced A/C, plumbing & Electrical Engineers, specialized in this field

5. STAFF DUTIES & RESPONSIBILITIES:

(A). FEASIBILITY STUDY STAGE

The M.D. & P.M. are responsible for preparing feasibility report preparing the tender documents as well as the
provisional sum packages.

(B). DESIGN STAGE:


The Department Staff are responsible for the following;
1) Preliminary (Concept) design stage (1st approval).
2) Detailed design stage (Final approval)
The preliminary design incorporates for the architectural plans, elevation & sections. The details design incorporate
for the full architectural, structural, A/C, electrical and plumbing drawings along with fire – alarm and fire – fighting
and landscaping drawing as well as signage & road marking drawings.

(C). TENDER STAGE:


The Dept. staff is responsible for:
1. Preparation of tender documents including for:
a. Conditions of Contract (General &Particular).
b. Final Drawings.
c. Specifications.
d. BOQ.
2. Preparing tender analysis report in cooperating for different Tenderers.
3. Preparing & analyzing provisional – sum packages for different specialist companies & issuing the
nomination letters and checking the subcontractor agreements accordingly.
4. Issuing the “Letter of Intent “of the successful tenderer & preparation of contract documents & contract
agreement accordingly.

(D). SUPERVISION STAGE:


The Dept. staff is responsible for:
1) Checking the program of works, manpower histogram & cash flow for the projects; submitted by the
contractor, checking the quality of works.
2) Checking the progress on site & upgrading the actual progress to match with the planned program.
3) Checking Materials’ submittals.
4) Checking Shop drawings submittals.
5) Checking Subcontractors’ prequalification.
6) Checking the daily, weekly and monthly progress & preparing the monthly progress report to clients.

7) Preparing contractual letters, checking variations & claims submitted by the owner.

8) Issuing the interim payment certificate along with the pre-ultimate & final certificates and issuing
nomination letters accordingly.
9) Checking the bank guarantee format (performances bond) & insurances issued including third - party
insurance submitted by the contractor to incorporate for the period of the projects, conditions of contract.
