harassment and cyber bullying workshops when you return home? Please share a brief
plan of your proposed activities. 

6- Why do you want to join this workshop? 

There are different forms of harassment. From name-calling and trolling to persistent stalking
and shaming to utter sexual and death threats. With the introduction of modern-day
technology and access to social media of every citizen the cases of cybercrimes in Pakistan
are on the increase.
According to the statistical data shared in a newspaper report about the online harassment,
2915 complaint has been registered in the form of phone calls, emails and Facebook
messenger from December 2016 to November 2018 about online harassment. For this
purpose, a dedicated help line was established in 2016. All the data has been collected from
the annual report of DRF foundation. Most of the cases were related to non-consensual usage
of information and followed by blackmailing.
Pakistan’s cyber Crimes Act, 2016, was passed to outlaw cybercrimes related to
harassment.  But an anti-harassment law does not mean that there will be no harassment
complaints. Majority of the people are still unaware where to report in case they become the
victim of cyber harassment. Having an effective policy and procedures, coupled with anti-
harassment training to all citizens is necessary to protect yourself, friends and colleagues
from harassment. That is the reason why I want to participate in this workshop to have an in-
depth knowledge about cyber bullying and laws in Pakistan about cyber harassment.

1- Why should we select you for this workshop? 

As an Educationist, member of academia and my close affiliation with my community


provide me the space to advocate for cyberbullying and anti-harassment campaign
within my community. I personally feel the need of awareness against harassment for
school going kids. Laws to control cyberbullying are exist in Pakistan and people
exercise their right to protect themselves from cyber harassment, but what if a school
going kid from an age group 10 to 17 is the victim of cyber harassment? This is an
important question and need an exact answer.

By incorporating the schoolteachers, trainers and administration in Anti-harassment


campaign can answer to this question.
7- Does your organization/school/college/university or workplace have an anti-
harassment, anti-bullying or anti-discrimination policy? Is it posted publicly? 

Currently Elementary and secondary education department doesn’t have a separate policy
against harassment or discrimination, but department follow the Govt policy.
In January 2019 Govt of KP appointed the first female ombudsperson under the protection
against harassment of women at workplace. 31 complaints lodged in 4 months in which 2
cases were reported from Elementary and secondary Education department.
All the Govt institute are bound to establish a separate cell for anti-harassment, but this policy
yet to be implemented.

discrimination in last 2-3 years? if YES then please list last two trainings
No, this will be the first formal training/ workshop for me under this topic. Though after
Zainab’s incident and another same incident which happened in Mardan, we conduct a small
session for school kids to create awareness against harassment.

anti-harassment and cyber bullying workshops when you return home? Please share a
brief plan of your proposed activities. 

Yes, definitely I am going to share all the valuable information and knowledge gained
from this workshop.

As I have very close affiliation with other teacher within my community so


organizing a workshop for me is not an issue. The peoples may take very keen interest
in the theme of the workshop as most of the peoples are unaware about any policy
regarding cyberbullying and harassment at workplace. From the statistic it is crystal
clear that only 2 cases were registered in elementary and secondary education
department from January 2019 to June 2019. The ground scenario is different from
the report. In KP the most populated govt department is elementary and secondary
education department and the reason for small number of complaints is lack of
awareness. So, conducting a workshop in such situation may help peoples in huge
numbers.

Are you familiar with the laws regarding the harassment in Pakistan? Do you know where to
report a harassment incident in Pakistan? 
In March 2010 the first legislation specific to workplace harassment has been made. Under
the law “any unwilling written or oral advancement regarding sexual nature” considered as
harassment.
Another act was passed from National assembly of Pakistan in 2016 “Prevention of
Electronic Crimes Act 2016”. According to this law, “Whoever with dishonest intention gains
unauthorized access to any information system or data shall be punished with imprisonment
for a term which may extend to three months or with fine which may extend to fifty thousand
rupees or with both”
