Good evening!

Today I’m going to discuss What is Collection Development Policy, and why do we need
it?

Before we start, let’s have a quick activity. So, I will a show you a few picture then, tell me what word or
phrases you can associated with those pictures.

(After pictures) These words have a significant role in collection development policy.

But before we proceed, let’s learn muna from basics. Let’s discuss what is collection management and
collection development? Because these terms are often used interchangeably or synonymously.

Collection development is under lamang ng collection management.

When we say, Stewardship, it means responsible planning and management of resources.

“ the job of supervising or taking care of something”

Collection management (CM), however, involves those activities and more. The term includes a group of
activities i.e. assessing the user needs, evaluating the present collection, determining selection policy,
coordinating selection of items, re-evaluating and storing parts of the collection, and planning for
resources sharing.

CD focuses on the identification and acquisition of information materials that address user interests/needs
while staying within established policy guidelines and financial constraints. CD also has some role in
collection policy and budget development.

Why inside and outside the organization? Sa acquisition, di lang naman dahil sap ag-acquire or pag-
purchase tayo nagkakaroon ng books. Nakakapag-obtain din tayo ng mga resources through donations
and gifts from the friends of the library.

Just like in any products or materials na ino-offer, dine-determine din natin kung ano collection na mas
angat or gamitin? Ano yung books na naiiwan or di masyadong patok or gamitin. Tas gagawa tayo ng
way para madevelop or mas ma-enhance pa yung kahinaan sa collections.

Sa madaling sabi, policy states directions, guidelines, controls, and standards for the overall management
of the collection.

 A library’s master plan for building and maintaining its collection of information resources,
electronic and print, to meet the information needs of the library;
 Includes guidelines when considering which areas of the collection to augment and determine
how much emphasis to give each area;
 Serve as a reference point to guide or framework within which individuals can exercise judgment.

POLICY STATEMENTS (Singh, 2005)

- Almost any aspect of creating, maintaining, or accessing a collection can become a section in a
comprehensive policy. It is intended to serve as communication, planning, and implementation tool. It
articulates the premises on which the library collections are being built and describes the existing
strengths, acquisition commitments, and collection goals of the constituent parts of the collections. It
serves as a guide for library staff

While formulating collection development policy the following important factors should be kept in
mind:

 Philosophy of the organization / institution/library;

 Nature of the community;

 High standard of intellectual contents;

 Relevance of contents;

 Cooperation and networking;

 Access v/s ownership;

 Relationship with other information service units;

 Availability of budget and existing resources; and

 Revision of policy
