Preface
This document accompanies a major release of the EcoStruxure™ Foxboro SCADA
RTU Station software, identified as part number SY-1101211_K (built from internal
baseline 17.0.0). The Foxboro RTU Station is used for configuring Foxboro remote
devices and the RTU50. This document describes:
• Changes since the previous release of this software
• Outstanding problems detected and known limitations
• Procedures for installing and upgrading the software
• Activities conducted to verify that the product is ready for release
NOTE: Read this entire document before attempting to install or use the Foxboro
RTU Station. Also, read the Release Notes for the intermediate releases before
you upgrade from an earlier release.
This document lists the changes made in the Foxboro RTU Station software since the
previous release, SY-1101211, Revision G. You can create a desktop shortcut to
these release notes by installing them on your system.
There are known problems and limitations that remain at the time of product release.
For more information, see Chapter 3: Known Problems and Limitations, page 14. In
this revision, we corrected incidents that would reduce risks to projects worldwide. For
a more detailed assessment of the advantages and disadvantages of adopting SY-
1101211_K for specific projects, visit Global Customer Support at https://pasupport.

Chapter 1: Functionality and Compatibility


This chapter provides information on the functionality and compatibility of the
software. The Foxboro RTU Station software is installed using a graphical Microsoft
Windows ® installation program. The installation program and the Foxboro RTU
Station are supported by Windows ®10 (64-bit) and Windows ® Server 2016 (64-bit)
Operating Systems.

RTU Software
This version of the Foxboro RTU Station supports:
• Foxboro SCD5200 and RTU50 Software versions (includes utilities) (SY-
1101155-K and later)
• Foxboro SCD6000 Software versions (includes utilities) (SY-1101207_A and
later)
• Foxboro RTU50 SVX Software versions (SY-1101207_C1 and earlier)
The table, “Features Supported by the Foxboro RTU Station”, lists the subsystems
supported by the Foxboro RTU Station for the Foxboro remote devices. For
information on the part numbers of these subsystems, refer to Appendix A, Summary
of Part Numbers in EcoStruxure™ Foxboro SCD6000 Hardware User’s Guide
(B0780DW).

V3.xx (3.32 or higher, but lower than 4.00) supports RTU50 and SCD5200 running on Windows XP machine.
SCD6000 and RTU50 SVX do not support ISaGRAF.

NOTE: The new modules (Expansion Bus, Zone SEL, and Protocol List Mapping)
will be supported from RTU station version _E or later for SCD6000 with the
firmware version_F or later.

SALL Support Files


The SALL support files are needed to correctly generate SALL application binary files
for execution on an RTU. The SALL support files consist of the batch file buildsal.
bat that drives the SALL compilation process and several other files used during the
compilation process. These files are installed as part of the Foxboro RTU Station
installation. No further action is needed. For detailed instructions on compiling SALL

Compiling SALL for SCD5200 and RTU50
To compile SALL calculations for SCD5200 or RTU50, install one of these compilers
on your workstation:
• Watcom C/C++ version 11.0a
• Watcom C/C++ version 11.0c

Compiling SALL for SCD6000 and RTU50 SVX
To compile SALL calculations for the SCD6000 and RTU50 SVX modules, you need
to install the SALL Compiler for SCD6000 and RTU50 SVX on your workstation. The
SALL Compiler for SCD6000 and RTU50 SVX is available in BuyAutomation both as
a node locked version and a float license version.
The SALL Compiler can be installed on Windows ® 10 (64-bit) and Windows ® Server
2016 (64-bit), but is not officially released for these operating systems.Order the SALL
Compiler from BuyAutomation using the part numbers in this table.

Defects Corrected
This release resolves change requests that were raised as a result of verification and
validation processes, both externally by customers and internally. This table, “Defects
Corrected in SY-1101211_K”, shows a list of the Change Requests that were
addressed in the SY-1101211_K release, including any Quick Fix releases containing
those Change Requests.
If the resolution is addressed by a maintenance release of SY-1101211_K, the
relevant maintenance release is indicated below.

The IEC61850 points are not available for the IEC101
Master when IEC101 Slave with IEC61850 points are
attached to the IEC101 Master.
In the IEC101 Master, when you insert point address using
“Insert next and select point execute query” option, it
displays different values .

At the time of release, there are no outstanding priority 1 (top priority) defects
detected. However, some limitations are known to exist with the SY-1101211_K,
Foxboro RTU Station.
• (CAR#412054) Controls did not pass to operate on TCP/IP channel when you
have DNP3 Master protocol configured on both COM2 and TCP/IP channels.
This is due to the duplicate or non-generation of Entity Number in the
configuration file.
• To configure 104 Master redundancy, you need to manually set the backup
parameters to match the primary configuration.
• The Foxboro RTU Station creates a series of OptoNet nodes by importing
existing configuration files. During this process, it is necessary that point names
in the collective RTU database can be resolved by the time they are used. For
instance, the nodes containing the source points have to be imported before the
nodes that use those points. Any points that cannot be resolved are removed and
a system message is displayed. You need to intervene to restore the points. In
OptoNet network, user should generate CFG files for all the RTU's in the network,
instead of generating CFG files for individual RTU's.
• Foxboro RTU Station provides two options for Digital Output modules: TDO and
TDO 10Amp. When configuring the new SCD5200 8DO module, select the
“TDO” option and configure only the first eight relays. Configuring relays 9 to 12
causes the 8DO card to reject all controls and report a “configuration error”.
• The ASDU (Application Service Data Unit) packing strategy for station
interrogation and interrogation group data for IEC 60870- 5-101 Slave is sub-
optimal. In some cases, the Foxboro RTU Station causes the RTU to generate
several short messages where the number of long messages are limited for the
protocol. This may result in inefficient bandwidth utilization.
• GSSE (Generic Substation State Events) functionality is not supported in the
latest releases (SY-1101191_F or later) of Foxboro RTU Station. GSSE
functionality is supported in the older version of System Configurator (SY-
1101191_E) and RTU firmware (SY-1101205_A).
• The IEC103 DISOE (Digital Input Sequence of Events) points change to DI when
the database backup, created in Foxboro RTU Station versions prior to SY-
1101191_J1 release, is restored in Foxboro RTU Station version SY-1101191_J1
or later. To avoid the change of IEC103 DISOE points to DI:
◦ Restore the backup created in SY-1101191_J or prior versions.
◦ Generate the configuration files.
◦ Import the generated configuration files.
◦ Regenerate the configuration files.
• From the SY-1101191_L release, SALLHLSI (SALL High Level Serial Interface)
utility has been changed to a simple command line application with black and
white text. This change was implemented to enable the Foxboro RTU Station to
support Windows 7 or later supported OS versions, which does not support the

program generates a protocol definition file with a .pdf extension
◦ If you do not have Admin rights in your system, the PDF is generated under
the user profile folder.

definition folder.
• During SALL Compilation, ignore Cygwin related warning messages.
• RTU Station does not launch and cannot access the postgresql database if there
are any issues with User Account Settings (CAR#45753726).

• RTU Station does not launch and it cannot access the postgresql database if
there are any User permission issues.
• RTU Station sometimes is non-responsive when user tries to generate multiple
PLM file in parallel.
• When User account control settings are set to low for non admin users, below
issues will be observed on RTUstation:
◦ RTU station does not launch.
◦ Backup/Restore functionality may not work.
◦ IEC61850 configuration does not import.
• You must first install RTV/RTU Connect Secure/SCD6000 software and then
install RTU Station to avoid any read/write permission issues. RTU Station does
not have weak ACL Implementation, installing it in the end provides access
permissions to the Foxboro folder.
• RTU Station displays exception while restoring the backup database created in
SY01101211_D and earlier versions (Defect#413753 and Defect#413595).
• RTU Station truncates the default point names if the derived names exceed 25
characters (CAR#57806091).
• When you export the basic configuration and import it as a 5200, it deletes the
cards and shows the 10 I/O slot file. When you import it as a 6000, the cards are
pushed over to one slot and a new OptoNet card is placed into the slot
(CAR#57845630).
• IEC points are missing during the import (CAR#57714271).
• When you configure protocol points under slot zero serial and ethernet,
duplication of entity numbers are generated resulting in the detected failure of
control operation (CAR#54233504).
• When uninstalling RTU station version SY-1101211_B3, a detected error
message "1628:failed to complete installation" appears (CAR#58095279).
• IEC61850 client points are deleted when IEC61850 client points in one RTU are
mapped to DNP3 Slave in another RTU, and if any configuration changes are
made in any of the RTUs (CAR#58438281).
• The RTU Station does not allow point names configuration starting with a
numeral. (CAR#58619671).
• Foxboro RTU station SY-1101211 does not launch after installation since Cygwin
bash.exe gets blocked by Cylance Protect or an equivalent end point security
software due to additional security control. You should set up a security exception
for bash.exe application (whitelist) on your operating system (Windows®10 (64-
bit) and Windows Server® 2016 (64-bit)) to overcome this.
◦ To perform whitelisting, do the following:
1. Type secpol.msc in Run dialog box, press Enter. The Local Security
Policy Editor window opens.
2. In the security settings window, look for the policy in Software Restrictions
Policies (SRP).
3. If no policies are found, create a new policy.
4. After a new policy is created, double-click on the Enforcement,
Designated File Types & Trusted Publishers object types for whitelisting
the Cygwin bash.exe application.
◦ However, we recommend you contact the Schneider Electric network support
team and get bash.exe whitelisted.
• While downloading RTU CFG files viewing them in RTV, the Optonet signal ID
suddenly changes to 7362 (CAR#53629222).
• The RTU Station software allows privilege escalation (Standard User to System
Administrator) in the operating system. Consequently, vulnerability exists due to
write permissions being provided to a service executable that can be modified by
any standard user. Upon replacing this executable with a different file and

rebooting the system, the 'new file' executes with administrator privileges. This
issue has been tested for both supported operating systems, Windows 10 (1803)
and Windows Server 2016 (CAR#64041681).
• Importing files and CSV import does not work for SCD6000 RTU nodes with two
file electrobus expansion files (CAR#67645711).
• Re-importing a .CID file containing an underscore "_" in the IED name, results in
missing IEC61850 configuration in the RTU station (Defect#474612).
• RTU Station displays an detected validation error message in the DNP3 Slave
serial even if the primary phone number is entered (Defect#445677).
• RTU station displays an detected error and does not map the points to packed
single points of IEC-101 Slave from select point window. You can map the points
individually for each point from the drop down (Defect#446092).
• RTU Station displays an unhandled exception due to the heap size issue
(Defect#462852).
• The DNP3 Slave .csv files are not imported into RTU Station configured with
9000 counter points (Defect#464929).
• Unable to map Conitel Master points in the IEC104 Slave command objects and
DNP3 slave objects (Defect#469361).
• RAIF report generation fails for the IEC61850 Server configuration
(Defect#444080/469900).
• The IDF equations do not have input validations (Defect#475972).
• The Integrated totals are not updated in the IEC101 Master for more than 2500
counter points (Defect#464922).
• You cannot import .csv files into files 2 and 3 on an electrobus expansion file
(Defect#465881).
• When you import and regenerate the Optonet configuration files, some points
disappear from the export block of regenerated CFG files. Those points are
related to IEC104 Slave and double command second slave points
(Defect#475985).
• Foxboro RTU Station version SY–1101211_G5 and above does not have
selection for Floating point in “Reg_IP” group of the Modbus IED. It is available for
selection in the older versions of the RTU Station. (Defect#478614).

Foxboro RTU Station, SY-1101211_K, was thoroughly verified and validated before
release. The verification and validation strategy for this release consists of:
• Change Design and Code Reviews: The developers documented and reviewed
the design and source code of all baseline changes before integrating the source
code with the system.
• Incident Retest: An independent team prepared and documented the test cases
for each of the incidents addressed in this release. This retest helped ensure that
the incident was fixed satisfactorily without any consequent incidents due to the
modification.
• Manual Subsystem Test: Tests were performed to help ensure correct subsystem
operation in an integrated system configuration.
• Windows Compatibility Test: The SY-1101211_K Foxboro RTU Station software
was tested on Windows ® 10 (64-bit) and Windows ® Server 2016 (64-bit)
Operating Systems.
However, there may be undetected defects that arise in project usage patterns.
