Introduction 
Tech Elevator offers a full-time coding bootcamp designed to immerse students in a 14-week training 
program to become junior software developers. With a focus on software development skills, we offer 
a hands-on learning approach, delivered in-person by experienced software developers with deep 
knowledge and understanding of the industry. The program equips students with the coding and 
design fundamentals that are the most relevant and in-demand skills of the workforce today. We fully 
support student career goals through an extensive hiring network and through our career 
development track called the Pathway Program™. 

Whether you're transitioning careers or looking to acquire specific skills to advance in your field, Tech 
Elevator will teach you to create dynamic, database-backed web applications and provide you with the 
foundational skills needed by hiring companies today.

Java Web Application Development Bootcamp

Objectives 

The Java Web Application Development Bootcamp is a 14-week program that is designed to equip 
students with the knowledge to develop dynamic web-based software systems using the Java 
programming language and platform. Students will gain an understanding of the foundational 
computer science concepts and theory necessary for employment as a junior Java application 
developer, but special emphasis will be placed on practical application, techniques, and tools. 

Class Size 

The current student to teacher ratio for Tech Elevator's 2020 school calendar is 16:1. 

Definition of a Unit of Credit 

The Program is developed on the basis of clock hours. A "clock hour" refers to a sixty-minute period of 
instruction or assigned exercises under instructor supervision. Clock hours are based on the total 
number of actual hours a student spends attending class or other instructional activities that count 
towards the completion of the Java Web Application Development Bootcamp.

Employer Matchmaking Event 
The Pathway Program™ culminates in an “Employer Matchmaking” event, during which companies from 
the Tech Elevator hiring network that is actively recruiting for entry-level software development 
positions come on-site to interview students. These interviews are relatively short introductions (less 
than 30 minutes) that are intended to allow students to learn about these employers and the positions 
they have available and for employers to identify which students they would like to move forward into 
their normal hiring process.

Tech Elevator Cincinnati is located in the Norwood neighborhood, on the third floor of the Cincinnati 
startup tech hub HCDC. Two main classrooms each contain one monitor per-two desks for paired 
programming activities, as well as projectors & screens for lectures. Shared spaces include a 1-on-1 
tutoring room with a TV monitor and our main “Elevate Space” lounge with workspace, couches, a TV 
monitor, and a kitchenette with access to a refrigerator, coffee, dishwasher, and microwave. 
Whiteboards inside the student lounge, 1-on-1 room, and classrooms are available for student use. 
 
The HCDC facility has 4 reservable conference rooms, restrooms down the hall from the TE space, and 
free parking in the HCDC parking lot across the street. On the first day of the cohort, students are

Tech Elevator Cleveland is located on the first floor of the Baker Electric Building, in the Health Tech 
Corridor district of Cleveland’s Midtown neighborhood. Two main classrooms each contain one

ceiling-mounted projector with screen. The shared spaces include the main “Elevate Space” lounge 
with workspace, three conference rooms with workspace & TV monitors, and a full kitchen with access 
to refrigerators, microwaves, and coffee. Whiteboards throughout the facilities are open for student 
use. 

Restrooms down the hall are shared with the rest of the building, and free parking is located in the 
gated lot south of the building. On the first day of the cohort, students are given a laptop as well as a 
key fob for 24/7 access to the facilities. Both the laptop and the key fob will be returned to Tech 
Elevator on the last day of the cohort.

Tech Elevator Columbus is located within the Rev 1 Ventures Building, off of The Ohio State 
University’s main campus in Columbus’s Grandview neighborhood. Rev 1 Ventures is a 62,000 
square-foot, standalone space where tech entrepreneurs of all sizes come together to thrive and 
grow. Tech Elevator is glad to be a part of such a buzzing local community! 

All Tech Elevator classrooms contain one monitor per-two desks for paired programming activities, as 
well as a shared main “Elevate Space” with pub tables, whiteboards, and a Tech Elevator-only 
kitchen. In addition, Rev 1 Ventures boasts numerous shared conference rooms, bathrooms, access to 
refrigerators, microwaves, and coffee open to all tenants. Free parking is located to the side of the

does not disappoint, as students are given their loaned laptop as well as their books and key card.

Tech Elevator Detroit is located on the third floor of TechTown Detroit, the entrepreneurial ecosystem 
between the Midtown and New Center neighborhoods of Detroit. One main classroom contains one 
monitor per-two desks for paired programming activities as well as whiteboard space for classroom 
and lab activities. On the first day of the cohort, students are given a laptop as well as a key card for 
24-hour access to the facilities, both of which are returned on the last day of the cohort. 

TechTown Detroit also has open access to common areas to utilize as workspace along with 2 huddle 
spaces bookable outside the rooms and conference rooms bookable through the Campus Director, 
both options with TV monitors and whiteboards. A communal kitchen on the first floor provides access 
to refrigerators, microwaves, and coffee, and restrooms down the hall are shared with the rest of the 
building. Students can enjoy free and secure parking available in the TechTown lot at the northeast 
corner of Cass and Amsterdam and bike parking in the lot adjacent to TechTown. The campus is 
located just north of the Edsel Ford Freeway (I-94) with access as well from the Chrysler Freeway (I-75), 
John C Lodge Freeway (M-10), and Woodward Ave (M-1). For public transit, Tech Elevator as access to 
the QLINE Amsterdam Station, DDOT routes, SMART routes, and a MoGo bike share station.

Tech Elevator is easily accessible to major highways, including PA-65, US-19, and I-79. Our facility is a 
10-minute walk from the Allegheny Station with easy public transportation access, and ample street

the key fob will be returned to Tech Elevator on the last day of the cohort.

Admissions 
Entrance Requirements 

1. Must be at least 18 years of age. 


2. Must possess a high school diploma or a Certificate of High School Equivalency (GED 
Certificate). 

Application Process 

1. All applicants must complete a pre-screening aptitude test, located at 


https://www.techelevator.com/aptitude-test​. The 25-minute timed test is designed to test an 
applicant's ability to succeed in the program by testing an applicant's ability to think 
algorithmically. The test will include basic algebraic questions, mathematical understanding of 
variables, orders of operations and arithmetic. Candidates must score a seven (7) or higher out 
of twelve (12) on the online pre-screening aptitude test.  
2. After obtaining a satisfactory score on the pre-screening aptitude test, applicants must complete 
the program application, located at ​https://www.techelevator.com/apply​, by the application 
deadline for the session they wish to be admitted to (see the 2020 Academic Calendar for 
application deadlines). The application contains questions about educational and career 
backgrounds, motivations for attending the bootcamp, as well as biographical data. The 
application has no formal weight in the applicant's eventual admissions score, but gives more 
information about the applicant, shows a level of commitment, and helps to contextualize the 
interview that takes place later on. 
3. Candidates that meet the minimum requirements for admission to the program, obtain a 
satisfactory score on the pre-screening aptitude test, and complete the application are invited to 
interview with Tech Elevator's interview staff and complete a full aptitude test. Interviews are 
completed in-person.  
a. The interview is intended to reveal a student's level of motivation and background 
knowledge of programming. Questions are focused on work ethic, creativity, 
collaboration, and personal growth. 
b. During the interview process, candidates will complete an on-site, comprehensive 
aptitude test. This test will determine an applicant's ability to think algorithmically. The 
test will include basic algebraic questions, mathematical understanding of variables, 
orders of operations and arithmetic. The questions on this test are of the same format as

the questions on the online screening test. The primary purpose of this in-person test is 
to validate the authenticity of the applicant's online pre-screening aptitude test score. 
4. Applicants will be contacted with a decision from Tech Elevator within 1-2 weeks of the interview 
and full aptitude test.

Books and supplies required for the Program are included in the total tuition cost, as represented 
above. All students are provided with a laptop, books, and other necessary supplies to use during the 
program. Paid software licenses required as part of the program are provided by Tech Elevator. 
Laptops provided to students for the program are the property of Tech Elevator and must be returned 
upon termination, withdrawal, or graduation. 

Tuition and Fee charges are subject to change at the school’s discretion. Any Tuition or Fee increases 
will become effective for the school term following student notification of the increase. If any check 
tendered by the student in payment of any Tuition and Fees is returned by the school’s bank unpaid, 
for any reason, a return check fee in the amount of thirty dollars ($30.00) will then be due and payable 
from student to school. Tech Elevator will charge a two percent (2%) surcharge (the “Surcharge”) on 
Tuition paid with a credit card. Registration Fees are not subject to this Surcharge. 

Financial Assistance 

Tech Elevator does not offer financial aid and is not accredited by any state or federal agency 
recognized by the U.S. Department of Education. Therefore, students are not eligible for state or 
federal financial aid programs.

Cancellation and Refund Policy 

If the student is not accepted into the Training Program, all monies paid by the student shall be 
refunded. This Program is 456 clock hours in length and is conducted in two 7-week Payment 
Sessions. The school shall make the appropriate refund within thirty (30) days of the date the school is 
able to determine that a student has withdrawn or has been terminated from a Program. Refunds shall 
be based upon the last date of a student’s attendance or participation in an academic school activity. 

- If you are attending the Tech Elevator program in the State of Michigan or the State of Ohio, 
please refer to Addendum I for the Michigan & Ohio Cancellation and Refund Policy. 
- If you are attending the Tech Elevator program in the State of Pennsylvania, please refer to 
Addendum II for the Pennsylvania Cancellation and Refund Policy. 
- If you are attending the Tech Elevator program at the Cleveland or Columbus campuses and are 
eligible to receive Veterans Affairs education benefits, please refer to Addendum III for the 
Veterans Refund Policy. 

If a student withdraws from the program prior to the start of the second week of a session due to 
extraordinary circumstances that prevent a student from attending/completing the program, such as 
severe illness or injury, a student may petition Tech Elevator for a full refund of tuition paid for that 
session. The petition should be in writing and delivered to the Campus Director of the campus the 
student is attending. A note from a medical professional must be provided, stating that the student is 
unable to complete the course.

Grading Policy 

Academic Grading Policy: 

Exercises are assigned almost every day, and solutions must be submitted by midnight of the day after 
they are assigned in to receive credit. Submitted solutions are graded on a 3-point scale as follows: 

- Not Attempted (0 points)​ - No meaningful attempt was made to complete the assignment.

unit tests, at least 50% of the provided unit tests pass. 
- Mastered (3 points)​ - Submitted solution demonstrates mastery of concepts being exercised 
and conforms to best practices discussed during class. The code contains no compilation errors 
and for assignments that include automated unit tests, at least 90% of the provided unit tests 
pass. 

The program is administered using a pass/fail grading system. The average score on all assigned 
exercises must be 2.0 points or higher to earn a passing grade. Anything below 2.0 is failing. Reviews 
occur at the end of each module: the end of Week 4 for Module 1, Week 6 for Module 2, Week 9 for 
Module 3, and Week 12 for Module 4. Refer to the Module timeline in the Java & .NET Program 
Outlines above for a detailed breakdown. At the conclusion of each module, a student’s average 
exercise score for that period must be 2.0 points or higher to move on to the next one. If a student’s 
average is less than 2.0 in any module, they will be put on academic probation. The student must get 
their average up to a 2.0 by the end of the next module or they will be withdrawn from the program. 

Pathway Grading Policy: 

Pathway assignments are assigned throughout the cohort and have strict deadlines. A syllabus with 
deadlines for all assignments throughout the cohort will be shared with students during the first week 
of the program. Pathway assignments include writing a resume, crafting an Elevator Pitch, and 
updating your LinkedIn profile. 

- Not Attempted (0 points)​ - No meaningful attempt was made to complete the assignment by 
the deadline. 
- Unsatisfactory (1 point)​ - An attempt was made to complete the assignment by the deadline, 
but the assignment is incomplete and/or missing 50% of the requirements or more.  
- Satisfactory (2 points)​ - Assignment was turned in by the deadline and includes 75% of the 
requirements laid out by the Pathway Director. 
- Outstanding (3 points)​ - Assignment was turned in by the deadline and includes all 
requirements laid out by the Pathway Director. 

Students must have a 2.0 or higher score for each of the following assignments: their resume, Elevator 
Pitch, and LinkedIn profile updates. If they are not at a 2.0 or higher by this point on each of the above 
assignments, they will be placed on academic probation, which will affect their ability to graduate (see 
below for Graduation Requirements) 

Transfer of Credit 
We request and evaluate previous credit or training during the admissions process, as related 
experience is beneficial in terms of academic performance. As an accelerated 14-week program, Tech

Elevator does not normally provide credit towards graduation for previous credit or training; however, 
special circumstances are evaluated on a case-by-case basis during the admissions process. 

Attendance & Tardiness 

Student attendance is evaluated by instructors each morning during attendance taking. Regular and 
timely class attendance is expected. It is the policy that all students are in the classroom during their 
scheduled classroom hours. Students are expected to report to class as scheduled, on time, and 
prepared to start work. Students are also expected to remain in class for their entire classroom 
schedule, except when required to leave on authorized business or for pre-approved absences. Late 
arrival, early departure, or other absences from scheduled hours are disruptive and should be avoided. 
It is the responsibility of the student to keep track of their schedule. If a student is ill, unable to arrive 
on time for personal reasons, or expects to be absent for an extended period of time, the student is to 
email their instructor before their designated start time and relay the reason as to the illness or the 
estimated time and reason for later arrival. 

Students are required to attend all mandatory Pathway Program™ sessions and events, which include 
panels, presentations, workshops, Employer Showcases, and mock interview sessions. Absence from 
any session must be approved in advance by the Pathway Program™ Director. Missing class ​and​ a 
Pathway event in the same day counts as 1 absence. 

Arriving more than fifteen (15) minutes late to any scheduled class or Pathway session will be 
considered tardy, and two tardies will constitute one absence. Students who miss class or a Pathway 
session for more than one hour will be considered absent. 

Students are granted no more than 5 absences. If a student is close to achieving unsatisfactory 
attendance at any point, the student will receive verbal notice. Students with 6 absences will be 
administratively withdrawn from the program. It is the student's responsibility to officially withdraw from 
any class which she/he is no longer attending. Non-attendance does not constitute a withdrawal. If a 
student has missed 6 or more days due to special circumstances and would like to appeal the decision 
to be withdrawn from the program, Tech Elevator will review the appeal on a case-by-case basis. 

Make-up Policy 

Students have the opportunity to make up the class hours that they miss. It is the student's 
responsibility to inquire about any assigned work that may have been missed during the student's 
absence. All assigned exercises are expected to be completed, even those assigned during an 
absence. It is the student's responsibility to schedule any necessary tutoring sessions required to catch 
up with material covered during an absence. 

Job Placement Reporting Requirements 

In accordance with the standards set by the Council on Integrity in Results Reporting (CIRR), Tech 
Elevator publishes aggregate student employment outcome reports for every campus and every 
program on a semi-annual basis. Upon job placement, students are required to provide Tech Elevator 
with documentation of a Qualifying Accepted Offer as defined by CIRR. As such, students must provide

Tech Elevator with either 1) a completed and signed attestation of offer or 2) a written offer letter or 
contract. Tech Elevator reserves the right to receive confirmation from an employer, third-party 
recruiter, or legal, credentialed third-party employment history service for required employment details.

Graduation Requirements 

All Modules in the Program must be completed consecutively during a single 14-week period. A 
student that completes one or more Modules, but withdrawals before satisfying all graduation 
requirements will not be given credit for the completed Module if that student were to enroll in a 
subsequent term (i.e. the student would be required to repeat previous Modules). Additionally, all 
Pathway assignments must have a final grade of 2.0 or higher. To be considered a successful graduate 
of this program, the student must attain a passing grade in all Modules, meet the minimum Pathway 
requirements and be in good administrative standing with regards to attendance and payment of 
tuition. 

Credentials Awarded 

Upon successful completion of graduation requirements, the student will be issued a Certificate in the 
State of Ohio & the State of Michigan and a Diploma in the State of Pennsylvania. 

College Credit Disclaimer 


The granting of any college credit to students who participated in and/or complete a program at Tech 
Elevator is solely at the discretion of the institution of higher education that the student may opt to 
subsequently attend. Modules completed are unlikely to count as transfer credit to another institution. 

Withdrawal Policy & Administrative Withdrawal 

Withdrawal occurs when the student gives written notice of withdrawal to the Campus Director, at the 
address of the campus location in which they are attending. The Student can also mail, hand deliver, or 
email the cancellation. The written notice of cancellation, if sent by mail, is effective on the postmark 
date, properly addressed with prepaid postage. Cancellation notices are to be addressed to the 
campus in which you are attending, with attention to:

Tech Elevator has the authority to administratively withdraw students from programs. Such withdrawals 
can be enforced at the discretion of the school for a variety of reasons including unsatisfactory work, 
attendance or disciplinary issues. Upon withdrawal, students may not reenter the same cohort and 
must reapply to Tech Elevator for a subsequent cohort. 

Appeal Process 
When a student believes his or her failure of the program was unfair, the student may use the following 
process described herein to seek resolution of the matter. The burden of proving a claim of an unfair 
failure (e.g. discrimination, unjust treatment, or errors in the calculation of grades) rests with the 
student. Pass/fails are awarded or changed only by the program instructor or through this appeal 
process. The parties should make every effort to achieve consensus and to resolve conflicts at the 
lowest level and as quickly as possible.  

The student must direct an appeal in writing to the program instructor involved within 30 days after the 
failure is made available to the student. The appeal must include evidence of unfair evaluation the 
student believes is relevant. Once the time limit has expired, an appeal will not be taken forward unless 
the student could not reasonably have known about the alleged injustice within that time; in that case, 
the student must appeal within 30 days of discovering the alleged injustice. It is the responsibility of all 
parties to make every effort to resolve their differences between themselves and informally.  
The parties may decide to expedite the appeal procedure by consulting the Campus Director for an 
informal resolution. If they decide to consult the Campus Director, the Campus Director's decision may 
not be appealed and shall be final and binding. 

Program Repeat  

A student may repeat the Program to replace a failing grade or withdrawal. A student can retake the 
Program within a period of one year, as long as it is still being offered and has available space. A 
student may enroll him or herself once into the Program for which the student has not been dismissed 
for violation of the Student Conduct, set forth in this School Catalog, or received Administrative 
Withdrawal at the discretion of Tech Elevator. The following conditions apply: 

1. When the Program is repeated, the grade and clock hours of the first enrollment no longer 
count towards general graduation requirements and are excluded from the student's clock 
hours completed, Modules passed, and the average score on all assigned exercises. 
2. When the Program repetition results in a passing grade, the grade and clock hours of this 
repetition count towards general graduation requirements and are included in the student's 
clock hours completed, Modules passed, and the average score on all assigned exercises. 

Modules are administered using a pass/fail grading system. All Modules in the Program must be 
completed consecutively passed during a single 14-week period. Students are responsible for the 
payment of all Tuition, Fees, and charges in accordance with the terms of Payment listed in the 
Enrollment Agreement when repeating the Program.

Termination Policy 
The Enrollment Agreement may be canceled within five (5) calendar days after the date of signing 
provided that the school is notified of the cancellation in writing. If such cancellation is made, the 
school will promptly refund, in full, all Tuition and Fees paid pursuant to the Enrollment Agreement. the 
refund shall be made no later than thirty (30) days after cancellation. This provision shall not apply if 
the student has already started the Program.  

Complaint or Grievance Procedure 

All student complaints should be first directed to the school personnel involved via email. If no 
resolution is forthcoming, or a student is uncomfortable approaching the school personnel involved, a 
written complaint shall be submitted via email to the director of the school. Complaints will receive a 
response via email within seven business days. 

Whether or not the problem or complaint has been resolved to his/her satisfaction by the school, the 
student has the right to file a complaint with the State Board of the campus location in which they’re 
enrolled, in addition to or in lieu of Tech Elevator. Complaints will receive a response via email within 
seven business days:

Student Conduct 

Students enrolled at Tech Elevator are expected to behave in a professional manner that shows 
respect for instructors and colleagues. Students are also expected to complete and submit all in-class 
and homework assignments in a timely fashion. 
 
Students may be dismissed for disruptive behavior, insubordination, violation of safety rules, or any 
behavior that impedes the education or safety of other students. Examples of disruptive behavior 
include, but are not limited to, cheating, aggression towards other students/instructors/staff, vulgar 
language, and destroying school property. Any use of drugs, narcotics or other controlled substances 
or any evidence of intoxication during school hours is grounds for dismissal. 

Sexual Assault and Harassment Victims Bill of Rights 

Tech Elevator is committed to providing a learning, working and living environment that promotes 
personal integrity, civility, and mutual respect in an environment free of sexual misconduct and 
discrimination. Sexual violence is a form of sexual discrimination and violates an individual’s

fundamental rights and personal dignity. Tech Elevator regards sexual discrimination in all its forms to 
be a serious offense if practiced by students, faculty, or staff.  

Tech Elevator does not discriminate on the basis of gender, gender identity, or sexual orientation in its 
educational programs or in any other activities sponsored by Tech Elevator. Through its policies on 
sexual violence, Tech Elevator supports everyone: male, female, gay, lesbian, bisexual, transgender, 
and questioning individuals. This non-discrimination policy extends to all applicants for employment, 
current employees, applicants for admission to Tech Elevator, as well as all students. 

Definitions 

- Sexual violence refers to physical sexual acts perpetrated against a person’s will or where a 
person is incapable of giving consent due to the age of the person who has experienced sexual 
violence, or use of drugs or alcohol. 
- Sexual violence includes rape, sexual assault, sexual battery, and sexual coercion.  
- Sexual harassment of students, which includes acts of sexual violence, is a form of prohibited 
sex discrimination.  
- Gender-based harassment, which may include acts of verbal, nonverbal, or physical aggression, 
intimidation, or hostility based on sex or sex-stereotyping, even if those acts do not involve 
conduct of a sexual nature, is also prohibited and addressed in a separate policy in the Student 
Handbook.  

- “Consent” is a critical factor in sexual assault. Consent must be given through a clearly 
expressed and mutually understood agreement for specific sexual behavior. The responsibility 
for obtaining consent lies with the person initiating the sexual act. Consensual sex is only 
possible when both parties are able to give consent. A person who is under age 18, or is 
incapacitated by drugs and/or alcohol, or is unconscious, asleep, or mentally impaired CANNOT 
give consent. The threat of or use of violence, force, intimidation, or other coercion negates any 
previous consent or subsequent assumptions of consent. “No” means no. 

Reporting 

Tech Elevator strongly encourages persons who experience sexual violence to immediately report this, 
seek assistance, and pursue action for their own protection and that of the entire Tech Elevator 
community. In addition, any members of the Tech Elevator community who witness or learn of alleged 
sexual violence from the person who experienced same, or through another party, have the obligation 
to report this to one of the people at Tech Elevator who are obliged to take action as a result of 
receiving the report: a local campus director, a local pathway director and any local instructor. 

What should a person who has experienced sexual violence do first? 

- Get to a safe place. 


- Tell a trusted person about the incident. 
- Call 911 or Local Police and/or go directly to the emergency room at any local hospital for 
medical attention.

- It is important that the physical evidence of the violence be preserved. Do not wash hands, 
shower or douche, urinate, consume liquids or food, brush hair or teeth, or change clothes 
immediately following the incident.  
- The person who has experienced sexual violence is not obligated to talk to the police, but the 
police will be called to the emergency room. 
- Making sure evidence is collected does not obligate the person who has experienced sexual 
violence to pursue any action, but does leave all options open. 
- Hospitals are required to report felony crimes (rape is a felony crime) but if the person who has 
experienced sexual violence is over 18, his/her name does not have to be disclosed. 
- The person who has experienced sexual violence can request an advocate or another support 
person during an examination at a hospital. 

Who are the people on campus who can receive a report of sexual violence? 

Any member of the Tech Elevator staff can receive a report or make a report, but three positions have 
been identified as “Designated Reporting Officers.” These persons receive reports of sexual violence 
and are required to take action as a result of a report. They are: 

- The local Campus Director 


- The local Pathway Director 
- Any of a location’s instructors 

Is the report confidential? 

The staff member who receives the report will make every effort to keep the report confidential to the 
extent possible and consistent with legal requirements and/or the requirement to investigate 
allegations and take action. The complainant (person who has made a report of sexual violence) may 
request that a report be kept confidential, and Tech Elevator will consider such requests. Students 
should be aware, however, that honoring such requests may limit Tech Elevator’s ability to fully 
investigate and respond to the report. Tech Elevator will maintain reports in a secure manner.  

Can a report of sexual violence be given anonymously? 

Yes, if Tech Elevator receives an anonymous report of sexual assault, it will conduct an inquiry into the 
matter. This may limit Tech Elevator’s ability to conduct an effective inquiry and take action concerning 
the report.  

Must an incident of sexual violence be reported to the police? 

Tech Elevator is not required to make a report but strongly encourages those who have experienced 
sexual violence to file a police report. Sexual violence may constitute a criminal act. A member of the 
police department has a responsibility to uphold and enforce the law even if the person reporting the 
violence does not want to participate in the process or make a complaint. If the person who has 
experienced sexual violence is at a hospital, the emergency room staff is required to report felony 
crimes to the police.

What happens after Tech Elevator receives a report of sexual violence? 

The staff member will promptly and thoroughly investigate any complaint or report of a violation of this 
policy and/or retaliation. A thorough investigation can, in some cases, take several weeks. The general 
investigation procedures will include a review of all applicable documents, an interview of the person 
making the complaint, an interview of the alleged violator, and interviews of additional witnesses. 
Other investigatory actions may also be taken. Tech Elevator may take interim measures before the 
conclusion of an investigation if circumstances warrant. An appeals process is available.

Anthony Hughes​ Co-Founder, Chief Executive Officer 
Prior to joining Tech Elevator, Anthony served as President of the Software Craftsmanship Guild which 
was acquired by Learning House in April of 2015. As President, Anthony oversaw all marketing & 
publicity initiatives and established a network of over 100 employers including Progressive Insurance, 
CardinalCommerce and Hyland Software. 

Anthony previously worked for JumpStart a nationally recognized economic development organization 
focused on startups. At JumpStart, Anthony founded the Burton D. Morgan Mentoring Program, which 
matched serially successful entrepreneurs and executives with budding technology entrepreneurs in 
mentoring relationships. 

Anthony holds a Master's Degree (Honors) in American Studies from the University of Edinburgh. 

David Wintrich​ Co-Founder, Chief Academic Officer 


David Wintrich has over 14 years of experience developing software systems in industries ranging from 
manufacturing to finance and organizations ranging from small independent software makers to 
Fortune 500 firms and the U.S. Federal government. Whether working with non-technical 
stakeholders throughout the organization as a software architect or teaching and mentoring junior 
developers, David has consistently been recognized throughout his career for his ability to clearly 
articulate technical concepts for both technical and non-technical audiences.  

Prior to Tech Elevator, David served as the application architect for a large financial system and was 
responsible for providing architectural vision, design review, mentoring, and technical leadership. 

David holds a BS in Computer & Information Science from Cleveland State University.

Catalog Addendum 
I. Michigan & Ohio Cancellation and Refund Policy 
Refunds for Tuition and Fees shall be made in accordance with the following provisions: 

1. A student who withdraws before the first day of the Program and after the 5-day cancellation 
period shall be obligated for the Registration Fee. 
2. A student who starts a Session and withdraws before the Session is 15% complete will be 
obligated for 25% of that Session’s Tuition. 
3. A student who starts a Session and withdraws after the Session is 15% complete, but before the 
Session is 25% complete, will be obligated for 50% of that Session’s Tuition. 
4. A student who starts a Session and withdraws after the Session is 25% complete, but before the 
Session is 40% complete, will be obligated for 75% of that Session’s Tuition. 
5. A student who starts a Session and withdraws after the Session is 40% complete will not be 
entitled to a refund of the Tuition. 

For the State of Ohio: 

The above refunds for Tuition and Fees are made in accordance with provisions as established by the 
Ohio Administrative Code section 3332-1-10. Refunds for books, supplies, and consumable fees shall 
be made in accordance with Ohio Administrative Code section 3332-1-10.1. 

II. Pennsylvania Cancellation and Refund Policy 


Enrollment Agreement Cancellation and Settlement Policy 

The Enrollment Agreement may be canceled within five (5) calendar days after the date of signing 
provided that the school is notified of the cancellation in writing. If such cancellation is made, the 
school will promptly refund in full all Tuition and Fees paid pursuant to the Enrollment Agreement and 
the refund shall be made no later than thirty (30) days after cancellation. This provision shall not apply 
if the student has already started the Program. 

Refund Policy 

Refunds for Tuition and Fees shall be made in accordance with the following provisions as established 
by Title 22 of the Pennsylvania Code section §73.134 (relating to refund and withdrawal policies): 

1. For a student canceling after the fifth calendar day following the date of enrollment as defined 
in Title 22 Pa. Code § 73.132 (relating to application or registration fee), but prior to the 
beginning of Session 1, monies paid to the school shall be refunded except the nonrefundable 
amount of the registration fee as calculated in Title 22 Pa. Code § 73.132. 
2. If a student enrolls and withdraws or discontinues after the Session has begun, but prior to 
completion of that Session, the following refunds apply:

a. For a student withdrawing from, or discontinuing, the Program during the first 7 calendar 
days of a Session, the tuition charges refunded by the school shall be at 75% of that 
Session’s Tuition. 
b. For a student withdrawing from, or discontinuing, the Program after the first 7 calendar 
days, but within the first 25% of a Session, the tuition charges refunded by the school 
shall be at 55% of that Session’s Tuition. 
c. For a student withdrawing, or discontinuing after 25% but within 50% of a Session, the 
tuition charges refunded by the school shall be 30% of that Session’s Tuition. 
d. For a student withdrawing from, or discontinuing, the Program after 50% of the Session, 
the student is entitled to no refund. 

III. Veterans Refund Policy 


Refund Policy 

In the event that veterans or their eligible persons sponsored as students under Chapters 30, 32, 35 of 
Title 38 and Chapter 1606 of Title 10 U.S. Code, fail to enter the Program or withdraw or are 
discontinued therefrom at any time prior to completion, the amount charged for tuition, fees and other 
charges shall not exceed the approximate pro rata portion of the total charges for tuition, fees and 
other charges that the length of the non-accredited program bears to its total length. A registration fee 
of $10 need not be refundable: any amount beyond that is subject to proration and refund (CFR 
21.4254( c) (13)). The pro rata portion may not vary more than 10 percent of the total costs for tuition, 
fees, and other charges. 

A copy of this policy will be provided to all students receiving educational benefits 
from the Veterans Administration. 

Benefits and Transition 

In accordance with Section 103 of the Veterans Benefits and Transition Act of 2018, Tech Elevator will 
not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries, 
or other institutional facilities, or the requirement that a covered individual borrow additional funds, on 
any covered individual because of the individual’s inability to meet his or her financial obligations to 
Tech Elevator due to the delayed disbursement of a payment to be provided by the Secretary under 
chapter 31 or 33 of this title.
