Sir,
As per the directions of Ministry of Road Transport & Highways vide letter no. H-25016/01/2018-
Toll dated 25" March 2020, the collection of user fee was temporarily suspended at all National Ilighways
Fee Plazas,
2. The Ministry of Road Transport & Highways vide letter No. H-25016/01/2018-Toll dated 17" April
2020 (copy enclosed), has now, directed that NHAI should take actions necessary for compliance of the
orders of Ministry of Home Affairs issued vide Order No 40-3/2020-DM - I(A) dated 15th April 2020 and
tolling operations be resumed wef. 20" of April 2020.
3. In view of the above, necessary instructions be issued to all User Fee Collection Agencies, BOTIOMT
Concessionaire for complying with the above mentioned directions to resume the collection of user fee at
all fee plazas on National Highways w.e.f 20" April, 2020 (00:00 hrs) by ensuring social distancing,
sanitisation, frequent washing of hands, putting up masks, hand gloves and other preventive measures in
terms of the guidelines/instructions issued by Government of India to contain spread of COVID-19.
FASTag/Electronic Toll Collection system should be promoted to the maximum to avoid direct human
involvement.
This is issued with the approval of the Competent Authority.

Subject: - Tolling operation in view of the COVID-19 epidemic in the country -regd.
Sir,
It is in reference to NHAI letter dated 11" of April 2020 highlighting reasons for
resuming the collection of user fee on National Highways with effect from 15" of April 2020
i.e. after the lockdown period which was to end on 14" Apnt 2020 and further the
letter dated 15.04.2020 regarding resumption of user fee collection at National Highways
fee plazas wherein it has been highlighted that vide MHA Order No 40-3/2020-DM - I(A)
Dated 15” April 2020 allows a lot of activities with effect from 20th April 2020 including
commercial and private establishments - Para 14 and Construction activities with certain
ders as per Para -16, It has been further highlighted that user fee collection contributes
to the government exchequer and also provides financial strength to NHAI in terms of
budgetary support.
2. _In view of the relaxations provided by the Ministry of Home Affairs for the Inter -
state and intra state movement of alll trucks and other goods / carrier vehicles and further
the relaxations as mentioned in the para above, NHAI should take actions necessary for
compliance of the orders of Ministry of Home Affairs vide Order No 40-3/2020-DM - I(A)
Dated 15th April 2020 and tolling operations be resumed w.e.f. 20" of April 2020.
