TLLA Undersodretary FROM SUBJECT : Payment of the Special Hardship Allowance for Fiscal Year 2020 DATE —: 16 July 2020 For the information and guidance of all concerned, Special Provision No. 9 of the FY 2020 General Appropriations Act (GAA) on Special Hardship Allowance (SHA), provides that payment of SHA shall be “based on the guidelines issued jointly by DepEd and DBM”. Joint Circular No. 1, s. 2019 by DepEd and DBM is only applicable for FY 2019. For FY 2020, no such guidelines have been jointly issued. In this regard, Regional and Schools Division Offices are directed to wait for the FY 2020 guidelines to be jointly issued by DepEd and DBM, which will serve as the legal basis and provide guidance on the payment of SHA for FY 2020. DepEd and DBM are expediting the approval and joint issuance of the said guidelines. For your appropriate action.
