June 1884- honoring Juan Luna and Felix Hidalgo, Eizal give his speech to address the importance of

mutual understanding between Spain and Philipines and pointed to the effect of the contract of the
Philippines to other people

Rizal suggested the peceful re examination of relations between the Philippines and Spain:
a. Philippines will remain under Spain but with more rights and freedom
b. Examine the forms of peaceful evolution under which Islamds could remain under Spanish flag without
injuring both countries

Rizal Plans the Holding of International Congreses

• Rizal formed the International Association of Filipinologists in London in January 1889

• it aimed to “study the Philippines from the scientific and historical point of view”
• it would convoke national congress sponsor public contest and work for establishment of Philippine
library and museum
• the proposed activities were same as the activities of the United Nation Educational Scientific and
Cultural Organizations which was established in November 1946
• Board of Directors including

-the plan was to hold the Congress during Paris Exposition, lasted May 6- November 7,1889 was not
carried out because of French government limited the period of conference to 6 months. Rizal took part

- the Philippine government held in December 1961 in commemoration of 100th anniversary of the hero,
the first International congress on Rizal
- the main objective was to evaluate the validity and applicability of Rizals ideas in today’s living
-President Carlos P. Garcia addressed a challenging call during speech
“...Let us bring Rizal to consciousness of the world for he belongs to the ages and among all liberated
loving people in all parts of the world”

Rizals measure as a citizen of the world, his Internationalism or efforts exerted to uplifts a mans
condition, help fellowmen and foster love in order to maintain peace. He influenced the world especially
on freedom, justice, human rights, equality of races, peace and education
