FOREWORD

After the end of morning shift at 1415 Hrs on 14-09-2020, Abdul Jabbar s/o Abdul
Khaliq (Token No. C-127) and Naeem Akhtar s/o Akhtar Ali (Token No. 1534) while
in washroom waiting for their turn to take bath argued about who will go first. The
arguments turned into a fight between them. And Naeem Akhtar lost consciousness
and was immediately shifted to POF Hospital Sanjwal.
The matter was brought to the notice of GM-PF who ordered a court of
Inquiry. The undersigned was deputed as an inquiry officer to investigate the
circumstances under which the said individuals acted against the discipline of govt.
service rules/regulations.

EVIDENCE

During the course of investigation, the following individuals were interrogated and
their statements recorded.

(1) Abdul Jabbar Casual Worker


(2) Naeem Akhtar Daily Wager
(3) Akhtar Abbas Casual Worker
(4) Zia-ur-Rehman Chargeman
(5) Sajid Mehmood Security Incharge

FINDINGS

Keeping in view the interrogation from the above individuals and their personal
statements, the following is revealed:
(1) Abdul Jabbar went to washroom at 1415 Hrs to take shower after completing
his shift. Akhtar Abbas was already standing there waiting for his turn to take
shower. Abdul Jabbar asked him that I am going to fetch my cloths and will
take shower after your turn.
(2) Meanwhile Naeem Akhtar had come to washroom while Abdul Jabbar was
away getting his cloths. When Abdul Jabbar came back, these both
individuals started arguing about who will go next to take shower after Akhtar
Abbas’s turn.
(3) The arguments turned into a fight as soon as the washroom got vacant.
Resultantly Naeem got injured and fainted.

CONCLUSION

(1) Abdul Jabbar s/o Abdul Khaliq belong to Attock, Punjab while Naeem Akhtar
s/o Akhtar Ali belong to Swabi, Khyber Pakhtunkhwa. Both are not related to
each other.
(2) They have not argued or fought before. Their records are clean.
(3) In light of above mentioned findings, personal statements and interrogation
by the court of inquiry, it is concluded that both the individuals Abdul Jabbar
and Naeem Akhtar are equally responsible and guilty of what happened. Both
of them showed immature and irresponsible behavior by fighting inside
washrooms at factory premises.
RECOMMENDATIONS

(1) The washrooms (shower section) be sealed and no one be allowed to take
bath inside factory.
(2) Strict instructions to be issued to both the individuals to maintain discipline in
future.
(3) Both the individuals be suspended immediately for a period of 01×Month or
as deemed right by the higher authorities.
(4) Report is submitted for further necessary action as per rules.
