STATUS OF 1200MW (6 x 200 MW) TEESTA STAGE -III HYDRO ELECTRIC


PROJECT IN SIKKIM AS ON 31 JULY 2010

Teesta Stage III HEP Works are progressing at all the work fronts. To-date 5.19 lac (40%) rock
fill has been placed for the dam (excluding quantities placed in the coffer dam). Till date over
27.245 Km (77.3%) of Cumulative tunneling completed in the Project out of total about 34.5
Km. 10.678 Km of HRT excavation completed out of total 13.816 Km.

A summary of tunneling activities being undertaken in the project is enclosed as Annexure I.


The Project progress photographs are enclosed as Annexure II.

The planning for commissioning of first unit of Teesta III HEP is in August 2011 and the
subsequent units are planned to be commissioned in a gap of one month; thereby the sixth unit
would be commissioned in January 2012. As of 31 st July 2010 there is a delay of three-four
months in the Project Civil Works out of which the critical components are the Dam Works, Head
Race Tunnel, Surge Shaft and the Pressure Shaft Works.

Important Events during the Month

 The Concrete lining commenced in the Flushing Tunnel Upstream

Award of Works

The Design and Engineering works of the project is awarded to M/s Energy Infratech Pvt. Ltd
and Construction Management Services to M/s Aquagreen Engineering Management Pvt. Ltd.
The turnkey execution of Main Civil works of the project is awarded to a consortium led by M/s
Navayuga Engineering Company Ltd. The E&M works are awarded to a Consortium led by M/s
Andritz Hydo.

Beneficiaries

The beneficiaries of the power produced from the project will be the Northern Region (NR) states
of Punjab, Haryana, Uttar Pradesh and Rajasthan. Teesta Urja Ltd has executed Power Purchase
Agreements with PTC India Ltd for the sale of entire net saleable power (Power generated – Free
Power to the state of Sikkim), out of which 70 % on long term basis and remaining 30 % on short
term Merchant basis. PTC in turn executed Power Sale Agreements with the four beneficiary
state utilities for the sale of 70 % long term power.

A. River Diversion and Coffer Dam

 River Diversion achieved on 15th January 2010.


 The Construction of Coffer Dam completed with the completion of the Casting of the U/s
Face Slab.

B. Dam and Cut off Wall

 Dam is CFRD (Concrete Faced Rock Fill Dam) with positive Cut off Wall and a left bank
spillway.
 Material placement is under progress in the zones 3B (Processed, 60Cm Max. size) and
3C (Random Fill) of the Dam. The dam is raise till EL 1549 m in these zones.
 Till date nearly 5.19 lakh Cu. M of material placed out of total 1,290,000 cu.m of
material.
 Imported Equipments for the construction of Cut of Wall reached Siliguri. Further,
transportation to the Project site hampered because of bridge collapse on North Sikkim
Highway. Bridge restored on 30th June 2010 and the transport of smaller equipments
commenced in July 2010.
 Guide wall concreting works started in the cut-off wall area.

C. Power Intake, Desilting and Flushing Tunnels

 Intake Tunnel excavation, up to the start of the Desilting Basins completed. The overt
lining of the Power tunnel commenced. Till date 101 m of lining completed out of total
405 m.
 Crown excavation of both the Desilting basins completed. First stage benching completed
in the Desilting Basin 2. Consolidation grouting of chambers in progress. Second stage
Benching will be carried out after grouting of the basin.
 Heading excavation of the Flushing Tunnel completed. 918 m of benching works
completed out of 1356 m. The D/s face of the flushing tunnel opened up. Reinforcement
works are in progress in the outlet portion.
 The Gantry shutters are erected for the Flushing tunnel and the overt lining will be
commencing from August 2010.
 Access and Excavation adits to the various gate structures are in progress. Excavation
adit to the Silt Flushing Gate Chamber completed. The excavation of the Silt Flushing
Gate Chamber commenced.
 The excavation of the Common Silt flushing tunnel completed. The excavation of
Individual Silt Flushing tunnels from Desilting basin 1 and 2 commenced. Till date 41 m
of Tunnel 1 completed out of total 74 m.

D. Head Race Tunnel (HRT)

 13.816 Km of HRT, horse shoe shaped HRT being excavated through 5 construction
adits and nine faces with a maximum reach of 2.3 Km from one face.
 Excavation of all the adits completed and Excavation of HRT is underway from all the
nine faces.
 Till date 1.7 Km of Adit Excavation and 10.678 Km of HRT excavation completed.
 The Overt lining of the HRT commenced from HRT Adit V U/s, HRT Adit II U/s, HRT
Adit IV u/s and HRT Adit III D/s. Gantry erection completed for the start of lining from
HRT Adit IV D/s, HRT Adit III D/s and HRT Adit II D/s.
 Till date cumulative lining of 1352 m of lining completed from four faces.

E. Surge Shaft

 The Pilot method has been discontinued for the excavation of Surge Shaft due to un-
favorable geological conditions.
 The erection of EOT Crane completed at the Surge Shaft top.
 The Specialized equipment being imported for the Surge Shaft works reached the
country. Will be transported to the site shortly.

F. Pressure Shaft

Vertical Shafts

 The Vertical portion of the Pressure Shaft is being excavated by Shaft Sinking Method
through a specialist Sub- Contractor M/s Shaft Sinkers of South Africa.
 The Main sinking of Shaft 1 commenced. Till date 280 m of vertical shaft excavated out
of total 633 m
 The Chamber excavation for erection of Headgear in Shaft No. 2 completed. The Box cut
completed for the Shaft Excavation. The foundation works are underway for Headgear
installation.

Inclined Shafts

 Excavation of Access tunnels to the bottom of Inclined Shafts from Main Access Tunnel
has completed. The excavation of Inclined Shaft 1 is nearing completion.
 Excavation of Access tunnel to the Top of the Inclined Shaft from cable Access tunnel is
in progress. Till date 60% of the excavation completed.

Bottom Horizontal Shafts

 The heading excavation of the bottom horizontal shafts commenced for both the Pressure
Shafts.
 Excavation of Penstock 5 completed and that of 4 and 6 is in progress from the Power
House side.
 The excavation of the bifurcation portion will be commencing from the month of
September 2010.

G. Underground Power House Complex

 Power House Complex includes Under Ground Machine Hall to house all the six units,
Transformer Cavern (TC) and a GIS hall above the TC.
 Excavation of all the access tunnels to the Machine Hall, GIS hall and Tail Race Tunnel
(TRT) completed.
 Power House benching reached Machine Pit level in Unit No 6. Till date 78% of the
benching works completed. Excavation of 3 out of 6 Bus ducts completed in the Power
House Cavern. The excavation of the connecting runnel between the Power House and
Transformer Caverns completed.
 The Pit excavation for the unit No. 6 completed and will be handed over to the E&M
contractor shortly.
 The crown excavation of GIS hall completed. Benching works are in progress. The hall
will be further benched down to reach the Transformer Cavern.
 The excavation of TRT Manifold for Unit No. 6 and 5 completed and the of 1 and 3 is in
progress.

H. E&M Works

The Contract package for supply and installation of the E & M Equipments is awarded to a
consortium led by M/s Andritz Hydro. The summary of the main works completed are as
follows.,

 Design and Engineering works are completed for the Generator and Turbine Housings.
 Detailed design completed for the IPBD (isolated Phase Bus Duct) and 429 KV GIS.
 EOT Crane Supplied at site.

I. Transmission Works

The Power from the Project shall be transmitted to the out of the project till Kishenganj through a
209 Km long 400 KV DC Teesta III – Mangan – Kishenganj HVDC line to be built be Teesta
Valley Power Transmission Ltd (TVPTL), a Joint venture company formed between Teesta Urja
Ltd and Power Grid Corporation of India Ltd.

Detailed survey for the line to be constructed by TVPTL is completed. The Contract for the
Tower package and the conductor package awarded to a consortium led by M/s Deepak Cables
and M/s Sterlite Technologies respectively. With the award of Insulator Packages in July 2010,
the contracts for all the packages have been awarded. Forest proposals submitted to the
respective DFOs are forwarded to the respective state (Sikkim and West Bengal) nodal officers.
The proposals will be forwarded to the MoEF, Delhi by the end of this month.

As a contingency measure it is proposed by TUL to Interlink the Teesta III - Kishenganj line with
the existing 400 KV Double Circuit Teesta V – Siliguri line. For this a link line of 3 – 4 Km long
connecting these two lines is proposed to be constructed near Rangpo. This will help transmit the
power produced from the Teesta III HEP to the Northern region, if the commissioning of the
Teesta III - Kishenganj line gets delayed. The proposal is under consideration by the Powergrid.

Power grid has assured about the availability of required Transmission Systems in time for the
evacuation of Teesta III Power beyond Kishenganj.

Corporate Social Responsibility

A NGO Bhavishya Bharat has been entrusted with the responsibility of formulating and
implementing LADP and R&R Plans. The scope of works for the NGO has been decided in
consultation with the locals which includes improving Public Health System, Drinking Water and
Sanitation facilities, Upgrading Local Infrastructure, Livelihood, Education System and Socio –
cultural development of the locals. Periodic meetings are being held by BBF on behalf of TUL to
know about the needs of the Project Villages. A special Medical team has been setup in the
project villages with Health Care Centre and Ambulance facilities to cater the needs of the Project

Villages and Workmen. In addition TUL runs Teesta Industrial Training Centre (TITDC) at
Mangan to train the local students on the various trades of Engineering. Till date 3 batches of 123
students have been passed out of TITDC and most of them are being absorbed in the project
itself.
