4 EVALUATION FINDINGS

After staff reviews the structural design prepared by the licensee, the staff will prepare input to
the NRC design review report, documenting evaluation findings on whether

• Consideration of design criteria developed for the natural phenomena and


human-induced, and operational hazards pertinent to the region and the site is
consistent with the applicable NRC regulations, NRC guidance, license conditions, and
the Louisiana Energy Services commitments in the Safety Analysis Report.

• Use of structural design methodologies is consistent with the applicable NRC


regulations, NRC guidance, license conditions, acceptable codes and standards, and
the Louisiana Energy Services commitments in the Safety Analysis Report.

• Load combinations used for design of the National Enrichment Facility are
consistent with those provided in the Louisiana Energy Services Safety Analysis Report.

• Design of the civil structures follows appropriate and acceptable codes and standards.

• The items relied on for safety boundary packages related to seismic, tornado, and
high-wind hazards and structural design are prepared consistent with the NRC
regulations, NRC guidance, license conditions, and the Louisiana Energy Services
commitments in the Safety Analysis Report.

The conclusions of the structural design review report will state whether

• The design of civil structures complies with the NRC performance requirements in
10 CFR 70.61 and the baseline design criteria in 10 CFR 70.64.

• Limitations regarding the use of the analysis results for the National Enrichment Facility
have been identified and considered in the design.

If evaluation by the staff identifies

• Significant deficiencies in the overall conclusion, final design documents, or use of


load combinations

• Inconsistencies with the applicable NRC regulations, NRC guidance, license conditions,
and the Louisiana Energy Services commitments in the Safety Analysis Report

Such deficiencies and inconsistencies will be stated in sufficient detail in the structural design
review report to clarify the precise nature of concerns requiring resolution.

In addition, the staff will note the results of their independent confirmatory analyses,
if performed, and discuss how these results were used to evaluate the final design documents.

In addition to the conclusions, the structural design review report will include specific evaluation
findings for each of the acceptance criteria detailed in Chapter 2. The following are examples of
summary evaluation findings and the content of specific evaluation findings for each section.

• Consideration of the design criteria for natural phenomena, human-induced, and


operational hazards: Staff considered pertinent information included in the civil
structures of the Louisiana Energy Services National Enrichment Facility in the final
design documents related to the design criteria for regional and site-specific natural
phenomena and human-induced hazards. The staff find the final design of the civil
structures acceptable in that the potential hazards related to, but not limited to, (i) design
seismic loads, (ii) site proximity missiles, (iii) thermal effects, (iv) climatic conditions
including tornados and high winds, and (v) lateral soil pressure, have been sufficiently
evaluated and accounted for. The staff also find that the design criteria for those
hazards have been transformed to design loads following codes and standards specified
by the Louisiana Energy Services Safety Analysis Report and are consistent with
applicable regulations and regulatory guides. Specific evaluation findings that support
the summary finding will be detailed in the structural design review report.

• Load combinations and stress limits: In reviewing load combinations used in the design
of civil structures, staff confirmed the load combinations specified in the Louisiana
Energy Services Safety Analysis Report. The staff find the final design of the National
Enrichment Facility civil structures acceptable in that acceptable codes and standards
are used for the design, and the effects of extraordinary events are properly considered
in the design. Specific evaluation findings that support the summary finding will be
detailed in the structural design review report with regard to load factors used for the
load combinations, treatment of extraordinary events in the design, discussion of stress
limits, and consistency of the codes and standards used for design of the National
Enrichment Facility structures with the applicable NRC regulatory guidance.

• Annual performance goal for structural systems: In reviewing the annual performance
goal for the structural systems, staff find the analysis demonstrates that the seismic
design of the items relied on for safety structures meets the target annual performance
goal of 1.0 × 10!5 probability of exceedance.

If the staff evaluation identifies significant deficiencies in each of these sections or inconsistency
of these sections with the applicable NRC regulations and regulatory guidance, such deficiency
or inconsistency will be stated in sufficient detail in the structural design review report to clarify
the precise nature of concerns requiring resolution. The staff will evaluate how such deficiency
or inconsistency may have affected the overall conclusion regarding the National Enrichment
Facility structural design, and will identify whether these deficiencies impose imitations
regarding the use of the structural design results for licensing the National Enrichment Facility.
