Assignment 1: Enumerate the participants/stakeholders in construction projects. Discuss their


roles 

1. Owner / Client

These are the legal entity that employs the Contractor to complete the Works. They
have several responsibilities such as: defining what must be done, appointing the
contractor, making decisions and providing information when required and paying the
contractor.

There are two (2) types of owners: the Public and Private owners.
a. Public owners consist of national and local government agencies or units tasked to
implement construction projects intended either for public use (roads, bridges, ports,
dams, parks, and similar works) or for public service(government buildings and other
facilities or structures for the development of the national wealth).
b. Private owners, on the other hand, are non- governmental entities requiring
services for residential, commercial, and/or industrial construction.

2. Designer

Designers in a construction project could be Architects or Engineers. They are employed


by the employer to provide overall project guidance, design expertise and to (usually)
administer the contract. They are responsible in the following areas, to wit:

 extracting and understanding the client’s requirements


 developing a design response
 ensuring the design is constructed (contract administration – administering the
Contract between Employer and Contractor)

3. Contractors

Traditionally, clients have been engaging contractors to carry out building project
construction works. These are the people with the technical know-how to get the
structures off the ground. They ensure that overall project process is legally appropriate.
They also ensure that the contract is applied or administered to the project correctly.
They are part of the build-design team.

4. Construction Manager

The construction manager is the person assigned by the performing organization to lead
the team responsible for achieving the project objectives. The project manager’s
reporting relationships are based on the organizational structure and project
governance. The construction manager can encompass the management of the design
process as well as construction. They also oversee the inspection and program
management.

The Construction Manager may have the following responsibilities, to wit:


 Co-ordinate the general flow of the project
 Ensure programs are realistic
 Facilitate the flow of information between organizations
 Coordinate site activities
 Ensure the quality of workmanship and materials
 Ensure good health and safety practice

5. Suppliers

Suppliers is the party that supplies goods or services. In construction, the goods include
any materials that go into a built structure, while services refer to all different work
packages agreed upon by different parties pertaining to the development of the built
structure.

6. Government

The Government can be a stakeholder in a Construction Project. The government serve


as project owners in Construction Projects, they provide the necessary public works
within the areas of their responsibilities. In the Philippines, the bulk of public
construction projects are implemented by three major infrastructure agencies, to wit:

a. Department of Public Works and Highways (DPWH)


b. Department of Transportation and Communication (DOTC)
c. Department of Energy (DOE)

7. Utility Companies

Utility companies are also an integral part of a Construction Projects. They are the main
provider of electric, water, sanitary sewer and even communications services in the
projects. They also responsible in inspecting if existing facilities are in conflict with new
construction. Interruption of the service of the utility companies may be very costly to
the project.

8. Public

In some projects, the public can be considered as one of the major stakeholders since
they are the ones whose needs were assess prior to the planning and starting out the
project. They are the main beneficiary of projects in various scenarios.

9. Banks / Insurance Companies

They can also be considered as stakeholders because they help cover the costs
associated with property damage and liability claims. Without insurance, companies may
have to pay out-of-pocket for costly damages and legal claims against their company.
10. Investors

Investors include both shareholders and debtholders. Shareholders invest capital in the
business and expect to earn a certain rate of return on that invested capital. Investors
are commonly concerned with the concept of shareholder value. Lumped in with this
group are all other providers of capital, such as lenders and potential acquirers. All
shareholders are inherently stakeholders, but stakeholders are not inherently
shareholders.
