The money collected should be declared as soon as its counted and recorded so as to
create awareness to everyone.

Banking

All the money must be banked first. Avoid spending at source in order to avoid
spending fraud.

Spending

One should spend the church finance or money in accordance to the activity budgeted
for.

Follow requisition procedure.

In order to avoid fraud spending, one has to follow all the requisition procedures or
principals and the requisitions should be in accordance to the budgeted activity and
the work plan objective.

Acknowledgment

The acknowledgement of all church finances should be made. The contract agreement
receipts and payment vouchers must be availed.

Accountability report

The church minister should also record every transaction made and in every meeting,
a report of every transaction and activity should be given and must be narrative and
figurative report in nature.

QUESTION 5 (b)

The church although literally doing the lords work has many expenses and in
expensive assets which include, documents , record books, church land, church
equipment, bank accounts, church projects and many more others. Some of the key
assets in the church can be mentioned below and ways of protecting them.

Church documents.

Some among the church assets that are at risks include documents such as
agreements, memorandum of understanding, receipts, and many others. These assets
can only be protected through proper record keeping procedures like having all
documents in their files, originals being kept either at the diocese or at the bank and
photocopies can be kept in the office.

Record books are one of the church assets that are at risk. Record books include
Sunday register record book, baptism and confirmation record book, accounts/
analysis record book and many more. These books can be kept in the office and
should be in a file cabinet to avoid them getting destroyed by pests or socked in
water or misplaced.

Church land

One of the assets which is most valuable and is at risk in my area is land. Today there
are many land intruders and have always grabbed land from churches in different
areas across the country especially in Teso sub region. The only way the church land
can be protected is by having all relevant documents for the acquisition and
ownership of land, these documents may include agreements of appreciation and land
title document for ownership.

Bank account

One of the church assets at risk is the bank account and can only be protected
through the following ways:

All church bank accounts should be centrally managed in the church office

All bank statements and cancelled images are reviewed.

QUESTION 4 (a)

The term/ word steward refers to a person responsible of managing one’s property
(master’s property). Whereas stewardship is a job or an activity of supervising or
taking care of something, such as an organization or property. Biblically stewardship
is defined as utilizing and managing all resources God provides to man for the glory of
God and the betterment of his creation.

There are many ways by which giving can be improved in a given congregation/
church. Below are some of them.

Teaching about giving (Gods word)

Many Christians today are still ignorant about the principle of giving as clearly stated
in Hagai 2:8-: many of the have said in their hearts that “…my power and the strength

of my hands…” Deuteronomy 8:17). They are thinking like that because they are
ignorant of Gods word. Teaching the word of God – giving is prior and vital.

Proper financial management

Proper management of church funds instills a desire of giving into peoples hearts.
These funds can properly be managed by use of right procedures of handling and
spending hence increasing the giving.

Accountability

Proper accountability in church gives people courage and moral to give more since
they have knowledge on how their church funds are spend to be legitimate, therefore
accountability is highly needed and essential.

Income generating activities

One of the ways in which one can improve giving in my congregation is by encouraging
them to start income generating activities that put money into people’s pockets as
well as projects founded by church in support of the people that bring money into the
church to support other projects to be undertaken

Projects such as poultry, piggery, small scale businesses, and productive agriculture
can be undertaken by Christians to directly benefit them, when they get money in
their pockets, they will eventually be willing to give.

Similarly projects like nursery schools, tree nursery, medical facilities and many more
can be undertaken by the church supported by the people.

Leading by example.

Also one of the ways of improving giving in a given congregation is through leading by
example. A leader should be willing to lead both from behind the crowd and front. He
should be willing to sacrifice the little he gets in personal investment so as to boost
the spirit of giving among his members.

Putting in place prizes.

It’s also very practical in my church for mostly in festive seasons like Christmas for
prizes to be set for be leading church in offertories to win. These prizes include a
brand new bible for the first place, a prayer book for the runner up, by so doing this
the Christians are motivated to offer in big quantities willingly without being forced.

Encouraging to giving as one may afford

Most churches have limited people to giving only money and yet one may have items
in kind. It’s always important to give freedom to people to offer what they have in
any form, these way people will be motivated to offer as they wish so long as it is the
offering that respects God commandment of giving.

QUESTION 4 (b)

Low giving or offering in a church may be caused by many factors that may be made
or natural depending on the season. Below are some of the possible causes of low
giving or offering in my parish over the last five years.

The number of Christians attending church.

In an environment where there are many denominations in the locality for instance
Muslims, Roman Catholics, Pentecostals, some are just not willing to attend church
either because of the distance they will have to move to reach the nearest church or
just due to paganism, this has left a small number of people always attending church
and willing to offer hence low giving.

The willingness to offer depending on the season.

In most cases Christians are motivated to give or offer depending on the season for
instance the harvest season, the offering is high compared to the planting season

Availability of other projects that need support at daughter church level, for instance
at the moment there is a prevailing need of every church to erect a permanent church
building, for this reason Christians are much willing to offer in the basket of building
compared to other baskets hence the registered money as offertories, tithe and
thanks giving are relatively low.

Church minister approach of request

Some church ministers luck that convincing language or appealing language as they
preach the gospel of offering and giving in church. Always when there is need for
funds and the massage is passed, it’s common that the Christians may get information
differently compared to how it was originally passed. This can demoralize the people
from giving their support.

Ignorance

The reason as to why giving decline in my parish in the last five years was due to
people’s ignorance of Gods principle of giving, luck of knowledge on the word of God.

Misappropriation of church funds

One of the possible reasons for low/ poor giving in my parish is because of miss
appropriation of church funds caused by lack of knowledge on issues of financial
management procedures

Lack of accountability

This also has led to low giving in church since the donors/ Christians do not know how
their funds are spent making them to get discouraged

Poverty

Poverty is one of the possible reasons for low giving in my parish since people are
unable to get what to give for Gods work

Disaster

Disasters for example water logging, floods, long dry spell, and epidemic outbreak
affect Christian ways of earning hence they may be unable to give as before leading
to low giving or offertory

In conclusion therefore, there are many factors that have led to low giving in not only
my parish but the above issues may cut across to all parishes. Its therefore not enough
to stick to the above but rather if we can address these challenges or bottlenecks,
then we can be sure that the Christians will be willing to even offer more.
