• This presentation is Unit 2 of the NSTP 1 Citizenship Training.

• This presentation will give emphasis on the 1987 Philippine


Constitution.

• Students are required to finish this lecture to complete the Unit 2


of Module 1.

“Constitution”
- Generally, a ‘constitution’ is defined as, the basic principles and
laws of a nation, state, or social group that determine the powers
and duties of the government and guarantee certain rights to the
people in it.

- the fundamental laws of the land.

History of the 1987 Philippine Constitution

The 1987 Philippine Constitution was established to reinstate our freedom


from the Ferdinand Marcos’ dictatorship. Led by Corazon Aquino, “the
new constitution was drafted in 133 days by an appointed Constitutional
Commission of 48 members and ratified by the people in a plebiscite
held on February 2, 1987.”

4 We, the sovereign Filipino People, imploring the aid of Almighty God, in
5 order to build a just and humane society, and establish a Government
6 that shall embody our ideals and aspirations, promote the common
7 good, conserve and develop our patrimony, and secure ourselves and
8 rule of law and a regime of truth, justice, freedom, love, equality, and
our posterity, the blessings of independence and democracy under the

9 peace, do ordain and promulgate this Constitution.

Article 1 – NATIONAL TERRITORY


a declaration of the composition
of the country’s territories,
whether in land, sea and air.

Article II – DECLARATION OF PRINCIPLES AND STATE POLICIES


- Section 4. The prime duty of the government is to serve
and protect the people. The Government may call upon the
people to defend the State and, in the fulfillment thereof, all
citizens may be required, under conditions provided by law, to
render personal, military or civil service.

Article II – DECLARATION OF PRINCIPLES AND STATE POLICIES


- Section 13. The State recognizes the vital role of the youth
in nation-building and shall promote and protect their physical,
moral, spiritual, intellectual, and social well-being. It shall inculcate
in the youth patriotism and nationalism, and encourage their
involvement in public and civic affairs.

Article III – BILL OF RIGHTS


- Section 1. No person shall be deprived of life, or property
without due process of law, nor shall any person be denied the
equal protection of laws.

Article III – BILL OF RIGHTS
- Section 4. No law shall be passed abridging the freedom
of speech, of expression, or of the press, or the right of the people
peaceably assemble and petition the government for redress of
grievances.

- Section 6. The liberty of abode and of changing the


same within the limits prescribed by law shall not be impaired
except upon lawful order of the court. Neither shall the right to
travel be impaired except in the interest of national security, public
safety, or public health, as may be provided by law.

- This covers the territorial and political divisions of
the Republic of the Philippines
- As such, the republic is divided into:
-Provinces
- Cities
- Municipalities
- Barangays

Article XI – ACCOUNTBILITY OF THE PUBLIC OFFICERS


- Section 1. Public Office is a public trust. Public officers
and employees must, at all times, be accountable to the people,
serve them with utmost responsibility, integrity, loyalty, and
efficiency; act with patriotism and justice, and lead modest lives.
- It also covers the government offices that can be
impeached, and its process.
- The Sandiganbayan, The Office of the Ombudsman

Article XII – NATIONAL EONOMY AND PATRIMONY
- The roles and responsibilities of the government in terms
of handling the economic status of the country.

Article XIII – SOCIAL JUSTICE AND HUMAN RIGHTS


Section 1. The Congress shall give highest priority to the
enactment of measures that protect and enhance the right of all
the people to human dignity, reduce social, economic, and
political inequalities, and remove cultural inequities by equitably
diffusing wealth and political power for the common good.
