Sub.; Targets for construction of roads using waste plastic for the year 2020-21 - Reg.
During the video conférence held with all ROs on 04.07.2020 under the chairmanship
of Member (P), the following was reiterated:
(The NHAI has already issued guidetines on use of waste plastic in hot bituminous mixes
vide policy guidelines no, 18.36/2019 dated 12.09.2019 & 18.40/2020 dated 23.03.2020.
MORTH has also issued instructions vide letter dated 26.11.2019 in this regard. (copy
enclosed)
(ii) Bituminous mixes with plastic waste in wearing course of all service roads of NHAL witl
be the default mode of construction.
{ifi) NHAI has set an ambitious target of construction of 750 kms of service roads using waste
Piastic for the year 2020-21
(iv) As per the extant guidelines, the bi-annual equipment based performance monitoring |
of the stretches is to be carried out by IE/ AE as per respective contracts. Wherever
required, ROs may also take the support of IITs/ NITs for the purpose. The ong term
performance monitoring of such stretches is also essential in order to generate confidence
in the road construction industry. However, performance risk will be borne by NHAI.
(v) AU ROs to furnish the targets of construction of service roads in respective jurisdiction
for the year 2020-21. The same will be the obvious target for construction of roads using
waste plastic during the year 2020-21.
2. Inview of above, it is requested to furnish respective length of service roads planned
for construction in the year 2020-21

‘i continuation of CGM(HO), NHAI, HQ letter dated 28.08.2019 to atl ROs of
NHAI (copy at Annex-1) containing instructions on collection and use of waste plastic
in view of letter dated 27.08.2019 of MoRTH (copy at Annex-2), the attention of ROs
is drawn to the following: }
{i} IRC vide IRC:SP:! 2013 issued guidelines for use of waste plastic in hot
bituminous mixes (Dry Process) in wearing courses.
(ii) MoRTH issued directions for use of plastic’ waste in bituminous mixes in
construction of NHs vide Letter dated 09.11.2015 and 27,12.2016 (copies enclosed at
Annex-3&4). ORTH decided that bituminous mix with waste plastic should be the
Gefault mode for periodic renewal with hat mixes within 50 Km. periphery of urban
area having population more than 5 lakh. MORTH further directed that in each stete/
UT, bituminous mixes with. waste plastic may be used as per ARC:5P:98-2013 in
atleast a stretch of 10.Km as pilot project.
(lif) MoRTH further decided vide etter dated 27.08.2019 that in 2019-20 that
Swachhata Hi Seva Campaign (SHS) would focus on Plastic Waste Management as
main theme and the instructions had already been issued vide letter dated
28.08.2019 of CGM(HO).
2. In compliance of the directions of MoRTH vide letter dated 27.08.2019, the
following further instructions are issued to the Regional Officers in continuation of
CGM(HO}, NHAI, HQ letter dated 28.08.2019
(i) ROs wilt facilitate use of waste plastic in Hot Bituminous Mixes by the
above and in accordance with IRC 18-2013.” ROS shallidentify-the-cities~and:
nearby NH stretches to incorporate use of waste plastic in hot bituminous mixes (dry
process) in wearing courses in terms of IRC:SP:98-2013. Such NH stretches could be
the stretches of periodical renewals or pilot stretches of wearing courses preferably
of service road to be identified specifically by ROs considering the waste plastic
likely to be generated in the identified cities nearby.
(ii) The Uist of agencies, institutes and transaction advisers empanelled by Ministry of
Urban Development for providing support to the cities/ towns for solid waste
management are placed as “Annex-5". In addition, list of PROs/ Agencies empanelled
by Central Pollution Control Board for Plastic Waste Management are also attached as
“Annex-6”. Some other identified private vendors, who are actively involved in
plastic waste management in the country are as under: :(a) KK Plastic Waste Management Ltd.; Bangatore (Mob: 9886505811, 9880045611)

(c) Sarthak Waste Plastic, Bhopal (Mob: 8109228464)

(ii) The plastic waste shalt be used in the identified stretches without any financial
effect, i.e., the contractors/ concessionaires shall meet the cost of Vendor/
Supplier, who supply the usable plastic waste conforming to IRC:SP:98-2013 from the
savirigs in bitumen content on account of use of such plastic waste. However, the risk
of performance of wearing course in the identified stretches would be taken by NHAT
for which post construction performance monitoring of the identified stretches would
be undertaken by ROs through IE/AE/Supervision Consultants with the help of
equipment (NSV) based monitoring on bi-annual basis [Network ‘Survey Vehicle (NSY)
is mandatory as per the provisions in the new contracts for 1E/AE/Supervision
Consultants]. Wherever required, ROs may take the support of IITs/NITs as per the
list attached in “Annex-7” for post-construction performance monitoring.
(iv) ROs will inform the local bodies/ authorities about the names of the Vendors/
Suppliers engaged by the contractors/ concessionaires who would receive the plastic
weste collected at various centres. The collection of plastic waste, cleaning &
shredding of waste plastic so collected, mixing with aggregate/ bitumen, etc. would
be the responsibitity of the Vendors/ Suppliers and the Contractors/ Concessionaires.
3. In view of the above, the roles and responsibilities of various agencies are
summarized as under: :
(i) The supplier/vendor shalt be responsible for collection, cleaning, shredding
and supplying the required grade of plastic waste conforming to IRC:SP:98-2013 at
the miving plant of the Contractor/ Concessionaire of stretches identified by NHAI's
RO, The supplier/vendor shall also provide required staff for supervision of the
mixing of shredded plastic waste, aggregate and bitumen in Central Mixing Plant
including laying thereof, as required by the Contractor/ Concessionaire.
i) The Concessionaire/ Contractor shall make the payment to the supplier/ vendor Peet
for the services at 3(i) above by meeting the cost from the savings in bitumen
content on account of use of plastic waste. The performance risk shall however be
borne by NHAI as mentioned above.
(iii) NHAI’s ROs shall be responsible for overall coordination of use of plastic waste
in their region. ROs shall be the Nodal Officers for their respective jurisdictions,
