The Decree of Public Rights

Having established my rule, and wishing to have the council of those who have helped build the
<State’s Title> thus far, I hereby establish the <State Church>, Royal Council, and Legislative
Assembly.

<State Church>:

For the spiritual guidance of the <State’s Title>. The <State Church> shall consist of all Christian
subjects of the Monarch who belong to denominations that adhere to the Nicene Creed. Its
leader shall be styled the Patriarch of the <State Church>. The Patriarch shall be responsible for
distributing church resources, adjudicating disagreements, and leading the faithful in their
spiritual walk. The first Patriarch shall be _______________________ with all future patriarchs
chosen by a simple majority vote of the senior-most clergy member of each recognized
denomination.

Royal Council:

For the wise guidance of the <State’s Title>. The Royal Council shall consist of the Heir to the
Throne, Patriarch of the <State Church>, 10 members of the Nobility, and the Chief of each
Clan. Should there be more Nobles than vacancies on the Royal Council then the vacancy shall
be filled by sortition of all eligible candidates. All members of the Royal Council shall hold their
seat on the council for as long as they live provided they do not lose the status that qualifies them
to sit on it in the first place.

Legislative Assembly:

For the popular guidance of the <State’s Title>. The Legislative Assembly shall consist of 100
members chosen via sortition for a term of five years. Eligibility to be a member of the Legislative
Assembly shall consist of: being a subject of the Monarch, resident in the <State’s Title> at the
time of selection, and not eligible to sit on the Royal Council. The first Legislative Assembly shall
be summoned by the monarch on _____Date_________ with the selection of the next assembly
occurring five years from that date. Once a person has served a full term in the Legislative
Assembly they are not eligible to serve any additional terms until all other eligible candidates
have served a full term.

Grants of Nobility:

The Monarch, as the Fount of Honour, may appoint worthy individuals to the Nobility. Once
made a member of the Nobility their status cannot be revoked except by the authority of the
Royal Council. The decree ennobling someone shall be known as a Title Decree. In it the Noble
title, inheritance rules, and any property connected to the title will be outlined.
