Dear Sir:

I am writing to you concerning our plans and proposal on the FESTIVAL MANAGEMENT WORKSHOP of our
municipality.

The town of Merida, Leyte has its own Mag-uuma Festival being celebrated long time ago in celebration day of
St. Isidore as a form of thanksgiving. However, this festival dance called Mag-uuma has no legal basis in terms
of dance composition created uniquely for the Municipality of Merida that is recorded as the basis of their
historical underpinnings portraying the livelihood, costumes, beliefs, and among others. It has been observed
by the proponent that the dance interpretation during the presentation of the different contingents presenting
Mag-uuma is just copying or imitating the works of Cebu’s Sinulog festivals, Ilo-ilo’s Dinagyang festival and
among others. This show that the said dance festival of the municipality is not unique in nature as it follows
other type of festival and that we could not call it our own.

In this connection, the proponent will earnestly propose a 3-Day Festival Management Seminar-Workshop in
the Municipality of Merida Leyte. The expected participants are as follows:

 4 representatives for elementary (per cluster) and per secondary schools as dance enthusiasts, dance
trainers, choreographers
 1 representative for elementary (per cluster) and per secondary schools as local musicians,
instrumentalist
 5 local historians
 2 Private Sector, (2) Religious Sector, (2) Senior Citizen Sector / old settlers
 22 Barangay Officials (one from each barangay)
 2 LGU Officials
 1 Tourism Officer

The said seminar-workshop is scheduled on October 24-26, 2019 at the Merida Vocational School Auditorium.

3-Day Seminar-Workshop on Festival Management

Target Personnel: 82 participants, 19 support staffs and 1 resource speaker
Rationale: Dance is life, experience, and spirit showing in a continuous
body movement in a rhythmic pattern depicting or portraying
types of life experiences (Caluza & Mores, 2013). Dance created
many types, norms, style, and creativity. An example of a
creative work relative to dance is the Festival Dance. It is an
organized event where dance performance is celebrated
inspired from a celebration of a Saint’s festivities and among
others. Wise Geek (2015) described festival dance as a cultural
dance festival usually focuses around a specific holiday or event
where dance is used as a major part of the celebration.

The town of Merida, Leyte has its own Mag-uuma Festival being

1. develop knowledge, skills, understanding and
appreciation for the identity of Meridanhons as
bridges of culture and people;
2. develop and create true, exact and unique dance
festival of the town
3. make and figure out basic steps for the dance festival
based from the culture and story background of
Merida
4. identify and recognize the exact and original costumes
of the dance festival of the town and;
