METHODOLOGY  BRIEF  DESCRIPTION  
 
The  methodology  includes  visual  inspection,  measurement,  thermal  scanning  and  evaluation  of  
results  to  understand  the  circuit  condition  and  any  potential  or  actual  overheating  of  the  
circuit.  Since  poor  wiring  and  use  of  undersize/oversize  protection  devices  are  the  common  
practice,  the  requirement  of  standards  relating  to  these  has  been  profusely  used.

DETAILED  DESCRIPTION  OF  METHODOLOGY  
The  following  criteria  are  used  for  the  electrical  safety  audit:  
 
A. Bangladesh  National  Building  Code  (BNBC)  2006  –  Electrical  Part  
B. Bangladesh  Electricity  Rules  1937  –  Appropriate  Sections.  
C. Appropriate  parts  of  the  NFPA  70  Edition  2011:  
Chapter  1  –  General  (Appropriate  Sections)  
Chapter  2  –  Wiring  and  protection  (Appropriate  Sections)  
Chapter  4  –  Equipment  for  general  use  (Appropriate  Sections)  
Chapter  6  –  Special  Equipment  (section  605,  670  and  695  only)  
Chapter  7  –  Special  Conditions  (section  705  and  760)  
 
The  inspection  was  done  in  the  following  manner:  
 
• Measurement  of  current,  voltage,  earth  resistance,  leakage  current  etc.  
Determination  of  basic  circuit  status  by  measuring  voltage,  current,  insulation  resistance,  earth  
resistance,  leakage  current  of  the  various  circuits.  As  per  the  design  of  the  circuits,  these  values  are  
referred  and  any  undue  differences  or  abnormalities  are  noted.  
 
• Inspection  of  entire  electrical  system.  
Inspection  of  complete  electrical  system,  section  by  section,  floor  by  floor,  from  the  service  
line/generation  point  to  the  final  branch  circuits  and  load  points.  Any  differences/deviations  against  
the  criteria  are  noted.  Pictures  of  all  areas  where  lapses  are  visible  are  taken.  
 
• Thermography.  
Thermography  of  all  components  of  the  electrical  system.  The  components/circuits  having  deficiency  
are  specifically  covered.  Temperature  analysis  and  classification  of  the  lapses  are  included.

• Analysis  of  all  findings.  
a. Interpretation  of  Thermal  images  –  1  file  of  interpretation  and  1  file  of  the  images  are  made.  
There  are  3  categories  of  deficiencies  used,  namely  “Critical  Deficiency”,  “Certain  Deficiency”  and  
“Probable  Deficiency”  depending  on  the  difference  of  temperatures  between  ambient  and  
conductor  temperature.  
b. A  set  of  descriptive  NCRs  are  used,  where  the  deficiencies  are  described  and  associated  
references  are  cited.  
c. A  set  of  pictorial  reports  are  prepared  in  3  categories,  namely,  “Critical  NCRs”,  “Highly  Hazardous  
NCRs”  and  “Hazardous  NCRs”.  The  categories  again  imply  which  ones  are  to  be  addressed  and  
rectified  on  priority  basis.  
d. The  reading  of  current,  voltage,  insulation,  earth  resistance,  leakage  current  etc.  are  submitted  as  
obtained  during  assessment  period.
