Ll 12 PRELIMINARIES INTERPRETATIONS The following interpretations shall apply to terms used throughout the specification and on the specification drawings. CONTRACTOR BUILDING CONTRACTOR EMPLOYER ARCHITECT ENGINEER SUPERINTENDING OFFICER CONDITIONS OF CONTRACT ‘The person, persons or firm partnership or company contracting for these works whose tender has been accepted by Building contractor regardless of actual contractual relationship, e.g. Direct contractor, Nominated ‘Sub-Contractor. The person, persons or firm partnership or company responsible far general construction of the project e.g, Main Contractor, Builder. Shall mean Messrs Citra Hartamas Sdn. Bhd. and includes the Employer’s Personal representative or successor. Shall mean Messrs. B. L. Tay Architect or such other Architect appointed by the Employer and notified in writing to the Building Contractor to act as Architect for the purpose of the Contract. Shall_means Messrs. Perunding AC & Rakan Sdn. Bhd. or such Engineer appointed by the Employer and notified in writing to the contractor to act as Engineer of contract. Shall mean the And such person and / or persons may be deputed by the OWNER in writing to act on his behalf. The work included in this Contract shall be performed in strict accordance with the technical requirements of this specification, the arrangements as generally shown on the drawings, and under the conditions listed in the Conditions of the Contract and the Preliminary Clauses of Specifications, as specified therein. TECHNICAL SPECIFICATIONS €-3 1.7 APPLICATIONS, PERMITS & FEES ‘The contractor shall make all application for permits and pay any fees as required by each relevant authority having jurisdiction over the works to be,performed by him All fees, costs and rental chargeable by any authority having jurisdiction shall, unless othérwise spectfied, be payable by this contractor and shall be allowed for In the tender submission. The fees chargeable by any authority for on—site inspection shall be included Any applications which required to be signed by the Employer shall be prepared by the contractor and delivered to the Employer for his signature. 1.8 AUTHORITY INSPECTIONS The contractor shall arrange for all inspection required by the relevant authorities at sultable stages of the contract to enable the inspecting authority to ascertain that all the services are being installed to their requirements, A copy of each and every inspection report of each Authority shall be forwarded to the Engineer immediately as itis available. 1.9 RULES & REGULATIONS : The work shall be carried out in accordance with the current Wiring Regulations and any other Authority having jurisdiction over the project All electrical work shall'comply with and observe in all respects the provision of any law for the time belng in force relating to the licensing of Electrical Contractors and Electricians. 14.40 MATERIALS, WORKMANSHIP & SUNDRIES All materials, fittings, accessories and apparatus shall be of fist grade design and manufacture. and shall comply with the latest Malaysian Standard Specifications or in the absence of such standards, to the latest Bitish Standard Specitication, ‘The workmanship shall be of the highest standard throughout. The contractor must submit for the Enigneer’s approval, prior to commencing installation, samples of all accessories, tittings and apparatus which it's proposed to employ In the work, and only such items as have been approved may be installed Failure to, comply with this provision may result in the unconditional rejection of such items when inspected on site. TECHNICAL SPECIFICATIONS E-4 Unitormity of equipment shall be maintained throughout the installation. All electrical equip fended to be used in this Contract shall have bean approved by the Director General of Electrical inspectorate, Malaysia ‘Any materials, accessories or apparatus rejected shall be removed from the site within twenty-four (24) hours. 1.11 CONTINUOUS WORK The contractor shall exercise care and diligence in the carrying out of the contract, anc unless otherwise directed, must proceed continuously during ordinary working hours from the date of commencement. 1.12 WARRANTIES Defects Liability In addition to the defects liability period in accordance with the General onctions, the Contractor shall provide an extended defects flabilty as per the Tender Appointment tender form. Extended Warranties Where the manufacturers give standard warranty periods of their equipment in excess of the Defects Liability Period for the contract then the Contractor shall assign such warranties to the Employer prior to Final Completion 1.13 PERFORMANCE ‘The successful tenderer shall guarantee that the tinal insfallation of all equipment supplied against this Specification shall meet the specified requirements. The Contractor shall also guarantee that the performance of the equipment being supplied shall be not less than as set out in the completion Schedule of Technicat Data. 1.14 SERVICE ‘The tenderer shall nominate the type and extent of the servicing facilities and the availability of spares within Malaysia for the equipment offered. The tenderer shall indicate the anticipate jong term avallabilily Uf spaiy parts which in any event shall be not less than five (5) years. Should the operating difficulties arise during the Defects Liability period, the Contracto shall provide promptly on site tho sorvicus of skilled engineer and/or technician acquanted with the operation and maintenance of the type of plant installed. TECHNICAL SPECIFICATIONS E-5 1.15 SETTING OUT, CUTTING AWAY & MAKING GOOD The contractor shall set out, at the earliest opportunity the position and sizes of all holes, recesses, chases, etc., necessary for the accommodation of the work included in this Contract, and shall arrange with other trades concerned to cut away for and — make good after, such work 4.16 ALTERNATIONS. |, during the progress of the work, deviations from the specification are required, such shall be effected without extra cost, provided the necessary instructions are issued prior to the completion of the particular items concerned, provided also that the total value of the work in the original arrangement is not exceeded, No Glaitn for extia payment, on account of alternations to specified work, will be considered unless It can be shown that additional expenses have been due to such alternations, 1417 ‘TESTS The contractor must carry out all necessary and required tests during the progress of his work, and must provide all the necessary apparatus for the purpose. Prior to testing, details of proposed test methods and apparatus shall be submitted for approval 1.18 DRAWINGS The drawings show the general layout of the building in which the installation is to be carried out, and are intended to indi¢ate schematically the appoximate positions of switchboards, outlets, accessories and special items, the final— posiitons of cuch to be determined on the sito, 4.19 CONTRACTOR TO INFORM HIMSELF The contractor shall ba deemed to have carefully examined the Main Contract, Documents, the Specttication and Drawings. If the Contractor has any doubt as to the meaning of any portion of these documents he shall, before submitting 1 tondor, eot forth the particulars thereof, and submit them to the Engineer In writing, in order that such doubt may be removed The contractor must carefully consider local conditions, visit the site of the proposed work, and make any field survey necessary for proper planning and executlon of the work. Failure to do so shall in no way relieve the Contractor of responsibility for changes or unantlicpated costs due to fleld conditions. After a tender has been accepted the respansihility tar any mistindarstancing or error shall rest with the Contractor. TECHNICAL SPECIFICATIONS E-6 The Contractor shall examine caretully the Architectural, Structural anu vilier Wade's isfy himself that the work under his contract can be satisfactorily drawings and carried out without changes to the building as shown on drawings. Before commencement of his work he shall examine the progress of other trades and report at once any defects or interference affecting his own work or the warranty of same. Where equipment is installed by this contractor without due regard to other trades, work of relocation of such equipment performed by the Contractor at his own expense. 1.20 OBVIOUS WORK If neither the Specification nor the drawings contain any particulars of minor parts, Which are neverneless clearly to be Inferred, ur minor parts which are necessary for the completion of the work under the contract, all such parts shall be supplied and executed by the Contractor without extra charge. 1.21 PERFORMANCE BOND The contractor shall as a condition precedent to the commencement of any work unde this Contract depostt with the Building Contractor a Performance Bond in the form of a Bank Guarantee as set out ini Sample Form shown in this tender document of valuc equal to five (5) percent of the Contract Sum for the due observance and performance of this contract. The bank or financial institution and the terms of the Bond shall be such as approved by the Building Contractor and the cost of obtaining the bond shall be at the expense of the Contractor and shall be Included in the Contract Price. The original copy of the Bond shall be deposited with the Building Contractor as a condition precedent to Commencerneiit UF tlie works fi this Contract. 2 EXTENT OF WORK The extent of work covered by these documents Includes the manufacture, supply. installation, testing, commissioning and subsequence for the stipulated period of the work specified herein and shown on the accompanying drawings. The contractor shalll be responsible for the provision of all manufactured Items, materials, labour, cartage, tools, plant, appilances and ftxings necessary for the proper execution of the works, together with all minor and Incidental works. E7 TECHNICAL SPECIFICATIONS This contract for Electrical Services comprises the provision of the following major item as described in this specification and drawings. 2.1.1 Main Switchboards 2.1.2 Cabling and terminations 2.1.3 Cast Resin Distribution Transformet 2.1.4 High Voltage Switchgears 2.1.5 High Voltage Cables 2.1.6 Distribution Switchboards 21.7 Barthing 2.1.8 Metering 2.1.9 Ligh & Power sub-circuit witing 2.1.10 Luminaires 2.1.11 General Purpose outlets 2.1.12 Emergency lighting system 2.1.13 As-built documents 2.1.14 Spares parts and tools, 3. WORKS NOT INCLUDED IN ELECTRICAL CONTRACT ‘Some works and/or provisions associated with this contract will be performed, ‘The following works and/or provisions are not included in this contract. All the Builder’s works Air-Conditioning Equipment Lift Equipment Fire Services Equipment 4, CONTRACT DRAWINGS The contract drawings are diagrammatic only, and do not purport to show all the structural and architectural details. Any information involving accurate measurement of the works shall be taken from the architectural drawings and at the site The final location of all outlets and equipment shall be determined in co-ordination with other services and architectural details Perunding AC & Rakan Sdn. Bhd.'s standard drawings are also incorporated within these documents The drawing listed in the Appendix comprise a complete set of tender drawings and shall be read in conjunction with this specification. TECHNICAL SPECIFICATIONS 5 SAMPLES & DRAWINGS Samples and/or drawing shall :— . be submitted to the Engineer by this contractor in the format as specified in the General Conditions. = Include but not be limited to switchboards. buswavs, luminaires, wiring ‘ducts, brackets, fixings, equipment, switches, outlets, wiring diagrams, wiring routes and equipment layouts. be marked or notated hy the Engineer that construction or installation may commence, or alternative marked or notated "Resubmit’, which ‘will automatically require the sampple and/or drawing to be amended as required and resubmitted. be completed in detail to enable the Engineer to determine whether they comply with the requirements of the documents and whether they are suitable for thelr Intended use and location be submitted within sufficient time to permit modification to be made without delaying the works if such are deemed necessary by the Engineer and to allow the Engineer not less tham seven (7) working days to make his comments. be submitted for ALL equipment, accessories, and systems for inspection prior to installation Drawing shall be supplied with a sufficient number of copies as may be required for co-ordination purposes. be drawn in ink to the following scales ~ 1:1, 1:15, 1:10, 1:20 for components and 1:50, 1:100 for locations, except for wirlng diagrams which need not be to scale. be prepared by competent draftsmen (freehand drawings will NOT be accepted). be amended as necessary and incorporated within tne as—burtt drawing set be prepared to comply with B.S. standards for Engineering Drawing Practice,
