PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for designing,


engineering, furnishing, manpower, installing and supervision, of commercial and
residential building wires and cables as per Contract Documents.

B. The Contractor shall be responsible to check the integrity of wires and cables
specified in the Contract Drawings/Documents. When this check indicates that the
specified wires and cables are not adequate, then the Contractor shall notify the
Royal Commission and take the necessary action/changes with the approval of Royal
Commission.

C. The Contractor shall also check and verify every requirements, aspect and detail
necessary for coordinating with new or existing systems of building wires and cables.

D. These Specifications define the minimum requirements for building wires and cables
as per SASO/IEC or North American based standards specified in par. 1.04.

E. Where works interface with Saudi Electricity Company - Eastern Operating Area
(SEC - EOA), the equipment/materials and installation system shall comply with
latest revision of SEC - EOA standards, and shall be submitted to SEC - EOA for
review and approval.

1.02 SECTION INCLUDES

A. This Section covers furnishing, installing and testing of 600/1000 V insulated wires,
cables, conductors, and including splices and terminations, cable marking and
identification in utilities for commercial and residential buildings.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials, products and workmanship. In case of conflict between these
standards and the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment, materials and
processes conforming to one group of codes and standards.

1.05 DEFINITIONS

A. american wire gage (AWG): A round metallic plate which has the different size of
slots marked with decimal numbers for measuring the diameter of the wire physically.

B. annealed wire: Wire, which after final draw-down, has been heated and slowly
cooled to remove the effects of cold working.

C. branch circuit: The circuit conductors between the final overcurrent device
protecting the circuit and the utilization outlets.

D. building wire and cable: Wires and cables used permanently for lighting and power
circuits in buildings utilizing 600 V or less.

E. conduit: A long hollow cylindrical metallic or non metallic (PVC) tube which is used
for passing the insulated electrical wires and cables for the application of
underground and above ground system of cabling.

F. main incoming cable: A cable which is permanently used for getting connection
from source of electrical power supply company and extend up to the main circuit
breaker or main panel board of the customer of electrical power company premises.

G. thermoplastic: A material which softens when heated or reheated and becomes firm
on cooling.

H. thhn: A building wire which is suitable to use at maximum operating temperature


90°C, 600 V, dry and damp locations, the insulation is made from thermoplastic with
nylon jacket and protected from heat resistant, flame retardant etc.

I. thwn: A building wire which is suitable to use at maximum temperature 75°C, 600 V,
dry and wet locations, the insulation is made from thermoplastic with nylon jacket and
protected from moisture and heat resistant, flame retardant.

J. wire: A conductor, either bare or insulated.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Vendor drawings and original product data shall be provided as defined in and
particularly as listed below:

a) List of manufacturers.

b) Drawings and original technical catalog to indicate numbers of


conductors and accessories and lengths of insulated cable required.

c) Supplier’s installation instructions for cable and accessories.

d) Quality Control Program as outlined in SECTION 01450.

e) Factory Test Reports.

f) Samples of Cables and Accessories.

g) Certificate of Compliance.

h) Calculations for cable sizing to justify the proposed cables.

B. The Contractor shall submit field test reports after the completion of Testing and
Commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing to achieve the specified
quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification shall be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. General

1. All wires and cables shall be tested at the factory in accordance with the latest
approved manufacturing codes and standards. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the scheduled
starting date of the factory tests.

2. The Royal Commission reserves the right of sending representative for

witnessing the factory testing.

3. Upon completion of factory tests, and before shipment of the wires and cables,
the Contractor shall submit 5 certified copies of test reports not later than
10 days after the completion of all factory tests for review and approval by the
Royal Commission.

1.10 SERVICE CONDITIONS

A. All wires and cables, and accessories installed indoor shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

B. All wires and cables, and accessories installed outdoor shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C, unless a lower temperature is specified on the


Contract Drawings.

c) Average temperature, measured over a period of 1 month, is a


maximum of 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified on the


Contract Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

4. Relative humidity may be temporarily 100%.

C. All wires and cables, and accessories to be installed in classified areas as indicated

on the Contract Drawings shall be suitable for such installation as per


NEC Article 500 or IEC.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. All equipment/materials such as wires and cables shall be delivered to the site
originally packed, securely wrapped and labeled by manufacturer in unopened
containers. Protect materials during delivery and comply with manufacturer’s
instructions.

2. Equipment/materials shall be stored at job site strictly according to


manufacturer’s instruction. Store products or equipment in dry, clean and
ventilated place.

3. Damage shall be avoided during handling and shipment or transportation.

4. The Contractor shall be responsible for any damage to the materials or


equipment during storage, handling and transportation.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, whenever
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom shall be approved by the Royal Commission.

B. Where Royal Commission utilities interface with power company Saudi Electricity
Company - Eastern Operating Area (SEC - EOA), the cables and related materials
shall be approved by SEC.

2.02 BUILDING WIRES AND CABLES

A. Main Incoming Cables

1. Low voltage power cables shall be rated of 600/1000 V and XLPE insulated.

2. Low voltage power cables shall be designed to supply power to utilities in


residential and commercial buildings.

3. Cables shall meet or exceed the requirement of this Specification.

4. Cables shall be manufactured in accordance with SASO, AEIC, ASTM, ICEA,


IEC or equivalent standards.

5. The cables shall be designed for use in all low voltage power circuits and for
installation in conduits, underground ducts, cable trays, raceways or for directly
buried installations.

6. Cables shall be suitable for all service conditions as specified in par. 1.10
that occur in the areas where they are installed.

7. Cables shall be suitable for operation in wet or dry locations with alternately
wet and dry conditions. If exposed cable tray installations are used, cables
shall be suitable for operation in a sandy and salty atmosphere without
affecting its physical and electrical characteristics.

8. The cables shall be thermally stable, moisture resistant (non-hygroscopic),


chemical resistant, immune to fire propagation and mechanically strong.

9. Conductor

a) Conductors shall be concentric lay uncoated annealed stranded or solid


copper conductors, covered with insulation suitable for Class B.
Maximum operating temperature is 90°C in accordance with ICEA-S-66-
524/NEMA WC-7 or IEC 60228.

b) Single core cables shall not be larger than 300 mm2. Conductors 4 mm2
and larger shall be stranded, while conductors below 4 mm2 may be
stranded or solid, as specified on the Contract Drawings.

10. Insulation

a) The insulation material shall be PVC or XLPE in accordance with ICEA-


S-66-524 or IEC 60502-1, as indicated on the Contract Drawings.

b) The insulation shall be heat and moisture resistant, flame retardant and
ozone resisting compound suitable for 85 (PVC insulated) to 90°C
(XLPE insulated) maximum conductor temperature under normal
operating conditions.

c) For multi-conductor cables, filler shall be of non-hygroscopic material


compatible with the insulation and suitable for the operating temperature
of the cables.

d) Cable details describe only cable construction containing conductors of


the sizes listed below, and the nominal conductor insulation thickness
for single core, 3/C, and 4/C shall be as specified in Tables given below,
conforming to the ICEA-S-66-524 or IEC 60502-1.

e) Cables shall be either PVC or XLPE insulated, with PVC sheathed as


indicated in the Contract Drawings/Documents.

f) Thickness of sheathing and overall diameter of the cables shall be as


specified in the Contract Drawings/Documents or as recommended by
the manufacturer.

11. Jacket or Sheathing

a) The jacket shall be black, ST 2 type, extruded PVC per IEC 60502-1 or
ICEA-S-66-524 with heat, moisture, oil, sunlight, acid, alkali and flame
resistant properties.

B. Flexible Building Wires

1. All the flexible building wires used for branch circuits shall meet the
requirements specified in pars. 2.02 A.1 to 8.

2. Conductor

a) All conductors shall be stranded type soft drawn annealed copper in


accordance with ASTM B3, covered with thermoplastic insulation as per
standards listed in par. 1.04.

b) Minimum size of wire shall be as specified in par. 2.02 A.9.b.

c) Flexible wires shall require a better flexibility and termination reliability,


also suitable to use in service conditions as specified in par. 1.10.

3. Insulation

a) Due to the versatility of THHN/THWN flexible building wires are widely


used in residential and commercial buildings, as per UL 83 the insulation
shall meet the following performance requirement:
1) The insulating material for flexible conductors shall be flame
retardant, heat resistant thermoplastic THHN type, maximum
operating temperature shall be 85°C and suitable to use in dry
and damp locations.
2) For use in wet locations, the insulation material for the flexible
conductors shall be moisture and heat resistant, flame retardant
thermoplastic THWN type, maximum operating temperature shall
be 75°C.
3) Nominal thickness of insulation shall be in accordance with
NEC Article 310 or as specified in the Contract Drawings/
Documents.

4. Jacket

a) Overall nylon jacket shall be provided over the PVC or thermoplastic


insulation to protect from mechanical damage, heat, moisture, sunlight,
oil, acid, alkali, chemicals, gas and flame resistant.

b) The nylon jacket shall meet the requirements of UL 83.

2.03 TERMINAL LUGS, SPLICES AND CRIMPING TOOLS

A. Refer to SECTION 16110 for Terminal Lugs, Splices and Crimping Tools.

2.04 CABLE MARKING AND IDENTIFICATION

A. The jacket for all the cables shall be marked by embossing in English at intervals not
exceeding 1 m with the following minimum information:

1. Electric cable.

2. Voltage designation, 600/1000 V.

3. Type of insulation, THHN/THWN, PVC, XLPE.

4. Insulation thickness, (in mm).

5. Conductor cross-sectional area (mm2) and material.

6. The manufacturer’s name or trademark and country of origin.

7. Year of manufacture.

8. Cumulative length at every 1 m with the highest length mark on the outer end
of the cable.

B. Marking by matrix print is not acceptable.

C. The conductor insulation shall be identified by color as follows:

1. Single Core: Color of single core cable or building wire shall be as


specified in the Contract Drawings/Documents

2. 3-Core: Red, Yellow, Blue.

3. 4-Core: Red, Yellow, Blue, Black.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all equipments and labor as deemed necessary for the
proper execution of the work.

B. All work shall be performed in professional manner, in conformance with the


applicable codes and standards and the best electrical engineering practice. Work
shall be performed by skilled workers equipped to produce satisfactory results in a
safe and substantial manner so as to avoid undue stresses.

C. The Contractor shall also provide the equipment, manufacturer’s services of a


competent and experienced Engineer to supervise the installation of the equipment,
in the correct installation, operation, service, and maintenance of the equipment.

D. All Saudi Electricity Company - Eastern Operating Area (SEC - EOA) direct interface
work shall be done with SEC - EOA prior approval and in strict accordance with
SEC - EOA standards.

E. The Contractor shall be fully responsible for any mechanical damage upon
installation of wires and cables and their related accessories.

3.02 INSTALLATION

A. General

1. All the building wires and cables shall be installed in accordance with latest
codes and standards as listed in par. 1.04, and as specified on Contract
Drawings/Documents.

2. Low voltage power cables may be installed in direct buried, duct bank
(concrete encased conduits) and trenches below grade, or installed in conduits
either concealed in slab/walls or exposed type as specified on Contract
Drawings/Documents.

3. All the electrical ratings and sizes of the main incoming cable and flexible wires
and cables shall be as specified in the Contract Drawing/Documents.

4. Special care shall be taken to avoid damaging the insulation or jacket while
pulling, bending and installation of wires and cables. Damaged wires and
cables shall not be acceptable for installation.

5. Where required, the wires and cables shall be pulled with approved fish wire,
cable rope, basket-weave wire/cable grips, and pulling compound.

6. Where necessary, pulling compound or lubricant shall be used as


recommended by the cable manufacturer or approved by the Royal
Commission, lubricant shall be approved type and shall not damage the wires
and cables.

B. Main Incoming Cable

1. Main incoming cables shall be installed from the source of power supply
company Saudi Electricity Company – Eastern Operating Area (SEC - EOA) to
the Royal Commission job site as indicated in the Contract Drawings/
Documents. Where SEC - EOA interface with the Royal Commission
premises, the Contractor shall follow the clauses specified in pars. 1.01 E,
2.01 B and 3.01 D.

2. Main incoming cables shall be installed either in direct buried/duct bank, or as


indicated on the Contract Drawings.

3. Where main incoming cables installed in underground systems as specified


above, the dimensions of maximum burial depth to the top of direct buried
cables and minimum burial depths to the top of electrical conduits or ducts
shall be as specified in Articles 300 and 310 of NEC, or as indicated on the
Contract Drawings.

4. Main incoming cables shall be run in approved hot-dipped galvanized rigid


steel or rigid PVC. PVC conduits shown on the Contract Drawings shall be
approved for underground use for the electrical purpose only.

5. Maximum percent of cross-section of conduit or duct fill for all types of


conductor shall be as specified in Chapter 9 of NEC.

C. Flexible Building Wires

1. Flexible building wires specified in par. 2.02 B, shall be installed in branch


circuits from panelboards to the utilization electrical equipment/materials and
devices in residential buildings.

2. Flexible building wires shall be installed in conduits specified in


par. 3.02 A.2, or as specified on the Contract Drawings.

3. Flexible wires shall be run in approved electrical metallic tubing (EMT), rigid
PVC, liquid tight flexible metallic or non-metallic (PVC) conduits as required in
Contract Drawings/Documents.

D. Termination and Splices

1. For termination, splices of wires and cables, refer to SECTION 16110.

E. Wires and Cables Identification

1. For installation of identification tags and labels for wires and cables, refer to
SECTION 16075.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedures, codes and standards to ensure that all the wires/cables and cable

accessories comply with the specifications and operational requirements. All


tests shall be subject to witness by the Royal Commission’s representatives.

2. 4 weeks prior to schedule tests, the Contractor shall submit to the Royal
Commission an outline of the plan and procedures to be used in performing
site inspection and tests. This outline shall include a brief description of the
test equipment, connection diagrams, proposed tests and procedures, test
sheets, calculations, reference drawings and minimum and maximum test and
performance values, in conformance with this Specification and acceptability of
the equipment and its installation.

3. Upon completion of installation and prior to final acceptance, each component


of every system shall be tested to the satisfaction of the Royal Commission.

4. The Contractor shall provide all test instruments, equipment and accessories
necessary for demonstration and putting the equipment into operation before
commissioning. All testing equipment shall be calibrated by approved
authorities and calibration certificates shall be submitted to the Royal
Commission for their review and approval.

5. Upon completion of all fields testing, the Contractor shall submit to the Royal
Commission 5 copies of a certified test reports attesting that each test has
been performed in accordance with the approved test procedures. The report
for each test shall include the name of the person in-charge of the test and the
date of performance. All factory and field test reports shall be included in
Operation and Maintenance Manuals.

6. Special care shall be taken during field testing including the safety of
personnel, and the test apparatus wires/cables and their accessories from
injuries and damages.
