I.

RATIONALE:

The Department of Education (Deped) has been facing dillema in attaining quality education not only in literacy but
also in Science Education. This has been revealed in the PISA Result released in December 3, 2019, indicating that
Philippines scored 357 in Science, a below average of participating organization for economic Co-operation and
Development Countries. Apparently, Dr. Leonor Magtolis Briones vows for an urgency in addressing issues and concerns
in the different aspects of learning. Many aspects in Science education should be considered in order to promote quality
learning. First, the issue on textbooks and laboratory equipment or apparatus should be taken account. Another is the
mitchmatch between the curriculum and the teachers’ skills and trainings. Third, the curriculum content which seems to
be far behind modern science today. Lastly, the content and activities of the curriculum are not flexible for any situation.
There is a demand on the unpacking and contextualizing of the contents of science in order to fit the present situation of
learners in this pandemic. All these need to be addressed in order to create holistic science education which can truly
cater quality education. Therefore, this proposed action plan is developed.

I. OVERVIEW:
The proposed action plan provides interventions for some issues and concerns in Science Education. This is
developed to promote quality learning in Science Education. Some issues and concerns are indicated; strategies and
activities are also suggested to help teachers, leaders and curriculum developers improve the different aspects of
Science Education.

II. OBJECTIVES:
