I have watched the interviewed video of ANC about celebration of TIP's 50th anniversary
coincide with Outcomes-Based Education International conference. This is the highlight of their
event by bringing important people to attend in their upcoming conference. The conference of
Outcomes-Based Teaching and Learning includes sharing of best practices of OBE by different
speakers and gurus.

OBE is explained by Prof John Biggs as it is not just giving what the learner needs to learn but
putting themselves into students shoes and teach in a way that will help them achieve their
outcomes by making it a student based from learning through their own activities. Indeed! a
brilliant idea by putting their self as a student to know what are the needs of the students that
needed to be address. That includes the knowledge, skills and competencies embedded within
every aspect of the college to inspire and enhance each students transferable learning skills. He
clearly explains in a way that is easy to understand. Outcomes-Based Education or OBE is a
learner centered approach to education that focuses on what students should be able to do in
the real world. (Spady,1994) It contrasts with traditional education, which primarily focuses on
the resources (content) that are available to the student.

Dr. Elizabeth Lahoz, president of TIP mentioned the word "dent" in the Philippine education. I
think that there are some irregularity with the education that needs to improve. She shared
that OBE is a way of their respond to the dent of education. In the Philippine education system,
the quality and quality assurance in education has been the major theme from the past decade
not only in the Philippines but from the rest of the world. OBE has been implemented in the
educational systems of the Europe Union, the US, Malaysia, South Africa and Australia.
Philippines recently implemented OBE not only to be locally and globally competitive but also
work for transformative education.

Frankly speaking, this video answered questions in my mind. Why in this time I find difficulty in
studying? I got used to traditional education where teachers just throw their

topics to students. As we know, teacher-centered is conventional learning where students are
the passive recipients of information during lectures. These conventional teaching formats have
been criticized for insufficiently engaging students and less motivation for them to learn.
Meanwhile, student-centered learning has some methods that emerge with the aim of
enhancing engagement through participation in activities which can encourage them to learn
more deeply about the topics. "It's not what they (students) do not what I do", a line that marks
to me which simply answer my question. This time at Outcomes Based Education, students
need to possess all around attributes like lifelong learning aptitude, communication skills,
teamwork attitudes, etc. In order to face the ever changing world/ society. This video is useful
as an eye opener to me to embrace the new ambiance of learning where learner skills are
matter. Therefore, this video helps to understand the OBE and its importance to children to
learn and develop their skills.
