The Military Ordinance no.

3 on measures to prevent the spread of COVID-19 was published, on


Tuesday night through Wednesday, in the Official Gazette, Part I.

The ordinance provides for the extension of the restrictions on the movement of persons and
between 6.00 and 22.00, with some exceptions. At the same time, the military ordinance also
provides that persons over the age of 65 will be able to leave their homes only between 11 and 13
hours, also, with exceptions.

We present in full the form published in the Official Gazette:

"In view of the provisions of article 24 of the Government Emergency Ordinance no 1/1999 regarding
the state of siege and the state of emergency regime, published in the Official Gazette of Romania,
Part I, no. 22 of January 21, 1999, approved by amendments and completions by Law no. 453/2004,
with subsequent amendments and completions, taking into account the assessment made by the
National Committee for Special Emergency Situations, approved by Decision No. 14 of 24.03.2020,
pursuant to Article 4 paragraph ( 2) and (4) of the Decree of the President of Romania no. 195/2020
regarding the establishment of a state of emergency at national level, published in the Official
Gazette of Romania, Part I, no. 212 of March 16, 2020, point 1, 3 - 5 from annex no. 2 to the same
decree and article 20 letter n) of the Government Emergency Ordinance no.1 / 1999, with the
subsequent amendments and completions, the Minister of internal affairs issues the following
Military Ordinance:

Art 1 - The movement of all persons outside the home / household is prohibited, with the following
exceptions:

a) travel in professional interest, including between home / household and the place (s) of
professional activity and back;

b) travel to provide goods that cover the basic needs of the persons and the pets / pets, as well as
goods necessary for the professional activity;

c) the travel for medical assistance that cannot be delayed or carried out remotely;

d) displacement for justified reasons, such as caring / accompanying the child, assistance of elderly,
sick or disabled persons or death of a family member;

e) short trips, near the house / household, related to the individual physical activity of the persons
(excluding any team sports activities), as well as to the needs of the pets / pets;

f) movement for blood donation, to blood transfusion centers;

g) travel for humanitarian or voluntary purposes;


h) travel for agricultural activities;

i) displacement of agricultural producers for the marketing of agri-food products.

Art. 2 - The movement of persons who have reached the age of 65 years, outside the home /
household, is allowed only during the hours 11.00 - 13.00, strictly for the following reasons:

a) travel to provide goods that cover the basic needs of persons and pets / pets;

b) travel for medical care that cannot be delayed or performed remotely;

c) displacement for justified reasons, such as caring / accompanying a minor, assisting other elderly,
sick or disabled persons, or in the case of the death of a family member;

d) short trips, near the house / household, related to the individual physical activity of the persons
(excluding any collective physical activities), as well as to the needs of the pets / pets.

Art 3 - Circulation of persons provided for in art. 2, outside the house / household, it is allowed
outside the time interval 11.00 - 13.00, if this is done in professional interest or for carrying out
agricultural activities.

Art 4 - (1) To verify the reason for the move:

a) the employees present the service card or the certificate issued by the employer;

b) the authorized natural persons, the holders of the individual enterprises, the members of the
family businesses, the free professionals and the persons who practice agricultural activities present
a declaration on their own responsibility, completed in advance.

(2) In order to verify the reason for the move in situations other than those provided in paragraph
(1), a declaration is submitted on its own responsibility, completed in advance.

(3) The declaration on its own responsibility must include the first and last name, date of birth,
address of the residence, reason and place of movement, date and signature.

(4) The certificate issued by the employer or the declaration on his own responsibility may be
presented to the personnel of the authorized authorities and by telephone, tablet or similar
electronic device.
(5) The measure shall be applied from March 25, 2020, at 12.00.

Art 5 - (1) The measure of isolation at home or, as the case may be, quarantine for all persons
entering Romania is established.

(2) The measure shall be applied from March 25, 2020, at 12.00.

Art 6 - (1) The authorities of the local public administration have the obligation
