EVAPORATION PONDS FOR PETRONAS CARIGALI IRAQ HOLDING
B.V. (PCIHBV)
SUBJECT : INVITATION TO BID DOCUMENT

PETRONAS CARIGALI IRAQ HOLDING B.V. (PCHIBV) is pleased to invite your company to
submit a BID PROPOSAL for the PROVISION OF PROCUREMENT AND CONSTRUCTION OF
EVAPORATION PONDS FOR PETRONAS CARIGALI IRAQ HOLDING B.V. (PCIHBV)
Submission of BID PROPOSALS shall be strictly in accordance with the instructions stipulated in the
a Invitation to Bid Document (ITBD).

A synopsis of the Bid Instruction is appended as follows:

1. Bidder to provide a tender fee amounting to be United States Dollars One Hundred (USD
100.00) (non-refundable) and to bring along the original payment slip for our record and as a
proved of payment being made to PCIHBV account for collection of the ITBD.

2. The BIDDER shall submit its BID PROPOSAL in two (2) separate sealed envelopes, namely
the Technical Package and the Commercial Package. The envelopes must be clearly
marked with the BID PROPOSAL type (Technical or Commercial), BIDDER’s Name,
Tender No., Tender Title and affixed with Company Stamp

3. BIDDER shall furnish a tender deposit by way of an irrevocable and unconditional first call
bank guarantee, issued by reputable international bank acceptable by PCIHBV. The original
tender deposit shall be attached to the original Technical Proposal.

The amount of Tender Deposit shall be United States Dollars Forty Thousand (USD
7000.00) and shall be kept valid in accordance with validity of the BID PROPOSAL.

Tender Deposit will be returned free of interest to BIDDER upon the signing of CONTRACT
with the successful BIDDER and after receipt and acceptance by PCIHBV of its Performance
Bond.

In the event that BIDDER withdraws its BID PROPOSAL or having been awarded the
CONTRACT, BIDDER refuses to execute the CONTRACT or

fails to provide the Standby Letter of Credit as required, then the said Tender Deposit will be
forfeited, without recourse, by PCIHBV.

4. The BIDDER is encouraged to submit the BID PROPOSAL by hand or by courier, and the
BID PROPOSALs shall be marked "CONFIDENTIAL" on the top left hand corner of the
Technical and Commercial envelopes. All communications / correspondence with regards to
bid preparation/clarification and submission of BID PROPOSAL shall be made to the Tender
Secretariat, Iraq.

5. The BIDDER is also advised to confirm within three (3) days upon receipt of the Bid
Documents whether the BIDDER intends to submit a BID PROPOSAL and also to confirm
its address and name of representative to whom all communications from PCIHBV shall be
addressed using the Bid Acknowledgement Letter.

6. The Bid Proposal shall be marked "CONFIDENTIAL" on the top left hand corner of the
Technical and Commercial envelopes and affixed with Company Stamp and shall be
addressed to either one of the following addresses:

The Bidder's proposal must be deposit to Tender Box No.1 at Supply Chain
Management Office (Office Block C), Garraf Base Camp GBC, PETRONAS
CARIGALI IRAQ HOLDING B.V. shall be NO later than 13 June 2018
(Wednesday), 1500 HOURS, IRAQ TIME, LATE BIDS WILL NOT BE
ENTERTAINED.

The Bidder's proposal must be submitted to Lobby Office 3, Basra

International Hotel, Corniche Shatt Al Arab, Al Ashar, P.O. Box 86538 -
Ashar Basra, Republic of Iraq shall be NO later than One Day before the
closing date on 12 June 2018 (Tuesday), 1700 HOURS, IRAQ TIME.
Failure to submit to bid proposals to Basra Office as stated above,
Bidders may submit their proposal to address stated in Option 1.

If bidder want to submit the bid proposals to PETRONAS Garraf Base Camp, Bidder is
required to fill up GBC SECURITY ENTRY FORM and forward to PCIHBV by email to
tender.iraq12@petronas.com.my for submission at Garraf Base Camp (GBC) – PETRONAS,
Republic of Iraq in TWO (2) DAYS BEFORE THE BID CLOSING DATE.

7. PCIHBV requires all bids to be valid for one hundred twenty (120) Days from the Bid
Closing Date. The BIDDER can assume that it has not been successful if no notification is
received within the bid validity period.

8. Deviation from enquiry specifications is strongly discouraged. However, BID PROPOSALs

for alternative or equivalent offer must be guaranteed to conform to the required specification
and the relevant technical information such as catalogue/brochure must be submitted together
with your information.

9. All costs involved in the preparation of this enquiry/tender shall be borne by the BIDDER.

10. PCIHBV reserves the right to accept ALL, PART or NONE of the BIDDER's BID
PROPOSAL.

11. The BIDDER must indicate to PCIHBV its intention to bid or to decline and must be
communicated through fax before the closing date, giving reason thereof.

12. Any supply and services required by PCIHBV resulting from this tender shall be made in
accordance with PCIHBV’s Terms and Conditions and Tender Document as follows:

13. BIDDERS’ quotations shall reflect full compliance to all PCIHBV’s terms and conditions.
Alternatively, BIDDERS are to submit an itemized cost impact (in the Commercial Proposal)
to comply with all the terms and conditions of the PRICE AGREEMENT.
