This parameter indicates the T3109 timer, which monitors the channel release procedure.

This timer is started when the BSC sends an RIL3_RR CHANNEL RELEASE message to an MS.

2G T3109 TCH Channel release period - Fix Parameter
This parameter indicates the delay timer for micro-micro handover control. When an MS is handed over to a cell or establishes a call in a cell, this timer is started. The MS is not allowed to be handed over to a neighbor cell on the same layer before this
timer times out. The MS can treat neighbor cells on the same layer as candidate target cells only after this timer times out. In this way, fast-moving MSs can be prevented from staying in the network on the same layer.
This timer is started when a call is established.
GBssFunctionTimer 80 There is no condition for stopping this timer.
